CITY COUNCIL - CITY OF BEAUMONT
HELD JULY 1 , 1980
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas,
met in regular session this the lst day of July, 1980, with the follow-
ing present :

The Invocation was given by the Reverend Delmar Dabney, Cathedral in
the Pines.
The Pledge of Allegiance was led by Councilman Combs .

The following items of the Consent Agenda were considered :
The Minutes of the regular City Council sessions held June 17 and 24 ,
1980;
Resolution 80-221 authroizing purchase of a forms burster and a forms
decollator for use by the Data Processing Division from Tab Products
Company at a cost of $7 , 164 . 00;
Resolution 80-222 authorizing purchase of a datacassette from Techtran
Industries, Inc. at a cost of $1 , 395. 00 for use in the Beaumont Public
Library; and
Resolution 80-223 accepting the bid of Keown Supply Company for furnish-
ing 1 , 000 tons of sand cement admix (2 sack cement) for use by the Street
Division at a cost of $15. 00 per ton with cost not to exceed $15,000. 00.
The Consent Agenda was approved on a motion made by Councilman Combs
and seconded by Councilman Williams.

Resolution 80-224 authorizing the City Manager to execute a contract
with the Urban Mass Transportation Administration to reimburse eligible
capital expenditures under the amended Orleans Mall Project ( increase
participation by $64 , 503 . 00 -- total , $159,475. 00) was approved on a
motion made by Councilman Combs and seconded by Councilman Williams.

Resolution 80-225 authorizing the City Manager to execute a lease agree-
ment with the Federal Aviation Administration for rental of 110 square
feet at the new Municipal Airport Terminal Building at a monthly cost of
$0. 67 per square foot was approved on a motion made by Councilman Lord
and seconded by Councilman Combs .

Resolution 80-226 accepting the bid of Production Engineering, Inc. for
furnishing 25 front and rear energy-absorbing bumpers for the bus fleet
at a cost of $30, 962. 24 (9370 funded by U.M.T.A. ) was approved on a motion
made by Councilman Combs and seconded by Councilman Williams.

Resolution 80-227 accepting the bid of Overhead Door Company, Inc. for
furnishing doors for the Transit Maintenance Facility at a cost of
$3 ,606.40 was approved on a motion made by Councilman Williams and secon-
ded by Councilman Lord.

Resolution 80-228 rejecting a bid received on cleaning and painting the
one million gallon water storage tank located at Liberty and 13th Streets
was approved on a motion made by Councilman Williams and seconded by Coun-
cilman Lord.

Mr. Edward Moore, 2040 Nora Street , owner of Ed ' s TV Shop, addressed
Council to complain about the strong signal of Cable Television and the
interference it is causing in home reception not having cable.
Mr. J. C. Leggett , 1849 Washington Boulevard, addressed Council to com-
plain about the poor condition of the Southern Pacific crossing at Wash-
ington Boulevard and requested that traffic signal lights be put back at
the intersection of Crockett and Orange Streets.
Mr . Gerald D. White, 1790 Washington Boulevard, addressed Council to, re-
quest that he be appointed to a City board or commission , especially the
Planning and Zoning Commission. Mr . White had not been notified of his
recent appointment to the Community Development Block Grant Advisory Com-
mittee.
Mr. Paul Brown, 2405 South 4th Street , addressed Council to request that
left turning lane signals be added to the signal at the intersection of
Corley at 4th Street .
There being no further business , the meeting was recessed before continu-
ing with the Workshop Session.

The meeting was reconvened and Mayor Meyers issued the following two
News Releases :
"We are pleased to announce today the appointment of William "Bill"
Neild to the Planning and Zoning Commission.
Mr. Neild is a lifelong resident of Beaumont , involved in the construction
and development business with H. B. Neild and Sons.
He has displayed a willingness to serve his community time and again in
various jobs . In 1976, he served as President of the Beaumont Chamber
of Commerce.
His experience and judgment will be a valuable addition to the Planning
and Zoning Commission.
He replaces Mr. Marne Meynig, Sr . who , after many years of dedicated
service, has resigned.
City Council , on behalf of the citizens of Beaumont , express appreciation
for his contribution. He time and efforts are appreciated. "

The second news release issued :
"City Council is proud to announce the selection of Mr. John Paul Davis
as Municipal Court Judge for the City of Beaumont .
Mr. Davis will replace Judge Robert Thomas on the bench. Judge Thomas
has served Beaumont well for 18 years. He resigned the position four
weeks ago. We express our appreciation and thanks for his untiring
service to our community. He has set a fine example of leadership with
dignity in the Court .
Mr. Davis will be sworn in by the Honorable Judge Leonard Giblin of the
252nd District Court , on Tuesday, July 8th at 3 : 00 p.m. in Municipal
Court . Following the swearing-in ceremony, a reception will be held for
Mr . Davis, his family, friends , and all who care to attend and wish him
well .
He will take the Bench on Wednesday, July 9th, at 8 :00 a.m. Mr . Davis
will oversee the Court five days per week on a part-time basis .
He joins Judge Wendell Radford at the Municipal Court . Judge Radford
will continue to conduct Court on Wednesdays from 3 to 6 p.m. as he has
done so well for several years.
Judge Radford joins City Council in welcoming John Paul Davis to the
Court .
City Council thanks the other candidates interviewed for this position
for their interest and desire to serve. All were well qualified for the
position.
We wish John Paul Davis much success as he assumes his new role of Judge
at Municipal Court for the City of Beaumont . We have the utmost confi-
dence in his ability to sit on the bench, willingly listen to our citi-
zens and render fair and equitable judgments to all who appear before him.
We wish Judge John Paul Davis good luck and Godspeed as he charts yet
another new path. "

tion 2 of the Texas Open Meetings Law was called.
