BE IT REMEMBERED that the City Council of the City of Beaumont , Texas
met in regular session this the 24th day of June, 1980, with the fol-
lowing present :

The Invocation was given by the Reverend Phineas Washer , Westminster
Presbyterian Church.
The Pledge of Allegiance was led by Mr . John Dennis , News Director for
KAY-C and KAY-D Radio.

The following items of the Consent Agenda were considered :
Resolution 80-213 appointing Al Pollans to the Transit Advisory Committee
for a three-year term expiring in 1983 ;
Resolution 80-214 releasing $1 , 130,000 in securities pledged as collateral
for city deposits by the American National Bank (total pledged - $37 ,255,000;
and
Resolution 80-215 accepting the bid of Summers Electric for furnishing
ten breakaway bases for freeway light poles at a cost of $3 , 170. 00.
The above items of the Consent Agenda were approved on a motion made by
Councilman Turner and seconded by Councilman Lord.

Ordinance No. 80-58 amending Section 30 of the Code of Ordinances , estab-
lishing a specific use permit procedure for the expansion of existing
cemeteries was considered:

ENTITLED AN ORDINANCE AMENDING CHAPTER 30 OF
THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT
BY ADDING A NEW SECTION 30-24A; PROVIDING FOR
SPECIFIC USE PERMITS FOR EXISTING CEMETERY EX-
PANSION; ESTABLISHING CONDITIONS FOR THE ISSU-
ANCE OF SUCH PERMITS; PROVIDING FOR SEVERABILITY;
PROVIDING FOR REPEAL; AND PROVIDING FOR A PENALTY.
The ordinance was approved on a motion made by Councilman Williams and
seconded by Councilman Lord.

Ordinance No . 80-59 amending Section 30-1 of the Code of Ordinances , mak-
ing an addition to the definition of "Front Yard" was considered :

ENTITLED AN ORDINANCE AMENDING CHAPTER 30 OF
THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT
BY ENACTING A NEW SECTION 30-46 PERMITTING CER-
TAIN CARPORTS UNDER CERTAIN CONDITIONS, PROVID-
ING FOR SEVERABILITY; PROVIDING FOR REPEAL; AND
PROVIDING FOR PENALTY.
The ordinance was approved on a motion made by Councilman Combs and se-
conded by Councilman Turner .

An ordinance amending Section 30 of the Code of Ordinances , establishing
a definition of "Child Care Centers" and also denoting the current zoning
districts wherein they are allowed was considered:
AN ORDINANCE
ENTITLED AN ORDINANCE AMENDING CHAPTER 30 OF
THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT
BY ENACTING A NEW SECTION 30-47 DEFINING "CHILD
CARE CENTERS , " DESIGNATING CERTAIN DISTRICTS
PERMITTING SUCH USE; PROVIDING FOR SEVERABILITY;
PROVIDING FOR REPEAL: PROVIDING FOR A PENALTY.
A motion to approve the ordinance was made by Councilman Williams and
seconded by Councilman Combs.
A discussion was held and Councilman Lord made a motion to delete R-2M
from the list of districts permitting such use; motion died for lack of
a second.
A motion to table this item was made by Councilman Williams and seconded
by Councilman Lord.
The item was tabled on the following vote :

Ordinance No. 80-60 changing the zoning from R-1 to R-211 for a 10. 1 acre
tract in the 7900 Block of Gladys Avenue, approximately 1422 feet each
side of Major Drive was considered :

ABILITY; AND PROVIDING A PENALTY.

An ordinance changing the zoning from R-lA to LR-1 for a 1 . 11 acre tract
in the 6100 Block of Highway 105 was considered :

IN PARTICULAR THE BOUNDARIES OF THE ZONING DIS-
TRICTS AS INDICATED UPON THE ZONING MAP OF BEAU-
MONT, TEXAS, BY CHANGING A 1 . 11 ACRE TRACT OUT
OF THE W. B. DYCHES SURVEY, BEAUMONT, JEFFERSON
COUNTY, TEXAS, AS HEREINAFTER DESCRIBED, PRESENTLY
ZONED R-lA TO LR-1 ; PROVIDING FOR SEVERABILITY;
AND PROVIDING A PENALTY.
Councilman Turner made a motion to deny the ordinance ; motion was seconded
by Councilman Combs.
After a discussion Councilman Combs withdrew his second to deny the motion
and made a motion to table this item and a similar request for changing
the zoning from R-2 to LR-1 for a 0. 17 acre parcel at 2895 Southerland -
caption as follows :

Resolution 80-216 authorizing an agreement with Steinman, Gordy and Huff-
hines, Inc. for professional services in the design of Riverfront Park
was approved on a motion made by Councilman Combs and seconded by Council-
man Lord.

Resolution 80-217 authorizing an agreement with Schaumburg and Polk for,
professional services in the design of street , sidewalk and utility im-
provements in Census Tract 8 (Pine Oaks Neighborhood) under the Community
Development Block Grant Program (fixed fee $18,000 plus engineering - not
to exceed $110, 000) was approved on a motion made by Councilman Lord and
seconded by Councilman Combs .

Resolution 80-218 approving the transition plan for incorporation of pub-
lic transportation services for the handicapped into the Beaumont Transit
System was approved on a motion made by Councilman Combs and seconded by
Councilman Lord.

Ordinance No. 80-62 appropriating $50,000 and accepting the bids of Nor-
stok Steel Building Company for the construction of Fire Station No. 1
(Central Fire) in the amount of $948 ,290. 00 and Winter King and Son for
construction of Fire Station #9 in the amount of $360,411.00 was consid-
ered:
ORDINANCE NO. 80-62
ENTITLED AN ORDINANCE AMENDING THE BUDGET OF
THE CITY OF BEAUMONT FOR THE FISCAL PERIOD
COMMENCING SPETEMBER 30, 1979 AND ENDING OC-
TOBER 1 , 1980 BY ALLOCATING AND APPROPRIATING
$50, 000. 00 FROM THE PUBLIC BUILDING AND LAND
FUND TO THE FIRE STATION CONSTRUCTION PROJECT.
The ordinance was approved on a motion made by Councilman Combs and se-
conded by Councilman Lord.

Resolution 80-219 authorizing purchase of plastic pipe from Golden Trian-
gle Pipe and Water Supplies, Inc. and EPSCO, Inc. and rental of a fusing
machine and generator from Golden Triangle Pipe and Water Supplies , Inc.
for use in joining sections of the pipe (needed for improvements of the
storm sewer line on Grant Street between Herring and Carroll - F. Gatlin
Asphalt to install -- total project cost $56 ,243 . 00) was approved on a
motion made by Councilman Turner and seconded by Councilman Combs .

Ordinance No. 80-63 relating to street name changes was considered:

ENTITLED AN ORDINANCE AMENDING CHAPTER 23 OF THE
CODE OF ORDINANCES OF BEAUMONT, TEXAS, AND IN
PARTICULAR THE NAMES OF CERTAIN STREETS AS INDI-
CATED UPON THE OFFICIAL STREET MAP OF BEAUMONT,
TEXAS , BY CHANGING THE NAMES OF "PINEWOOD BOULE-
VARD" TO "CROW ROAD; " BY CHANGING THE "CROW ROAD
EXTENSION" TO "DOWLEN ROAD; " BY CHANGING PART OF
"DOWLEN ROAD" TO "OLD DOWLEN ROAD; " PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR REPEAL.
The ordinance was approved on a motion made by Councilman Lord and secon-
ded by Councilman Turner.

Resolution 80-220 approving plans for the Buford-Carroll Street Project
and authorizing the calling for bids for construction was approved on a
motion made by Councilman Turner and seconded by Councilman Lord.

Mr . Joe B. Wilson, 1855 Euclid, addressed Council to say he had been
elected as an Alternate Delegate to the National Democratic Convention
to be held August 11-14, 1980, and pledged to represent the interests
of the citizens of Beaumont .
Mrs. Leana Morris, 1918 Delaware, addressed Council to request the Com-
munity Development Block Grant Rehabilation Program be expanded to in-
clude her area.

ing with the City Council Workshop Session .
