The Minutes of the regular City Council sessions held March 4 and March 11 ,
1980, were approved on a motion made by Councilman Combs and seconded by
Councilwoman McGinnis.

Mayor Meyers welcomed 8th grade students from Assumption Catholic School
to today'%s meeting.

Mayor Meyers issued the following proclamations : "Future Homemakers of
America Week in Beaumont - March 23-29, 1980 and "Super Kids Day in
Beaumont" for the American Lung Association of Texas - March 29, 1980.

Resolution 80-84 authorizing the purchase of Parcel #8 for the Buford-Car-
roll Street Project at a cost of $9,750. 00, Parcel #3A for the relocation
of the Central Fire Station at a cost of $5 ,560. 00, and Parcel #8 for the
Spur 380/Lamar Freeway Project at a cost of $17 , 195. 00 and authorizing the
Legal Department to institute condemnation proceedings to acquire Parcels
No . 1 , 2 , 12 , 25 and 26 for the Buford-Carroll Street Project was approved
on a motion made by Councilman Combs and seconded by Councilwoman McGinnis.

Resolution 80-85 authorizing the execution of agreements with Livesay and
Vacker Associates for architectural services to construct restroom facili-
ties at Tyrrell Park and amending the 1972 contract with Livesay and Livesay
for covered play areas under the Community Development Block Grant Program
for Pine Street Park and Liberia Park was approved on a motion made by
Councilman Williams and seconded by Councilman Evans.

Resolution 80-86 authorizing the release of $1 ,200,000 in securities (total
pledged by the American National Bank - $39,237 ,669. 00) was approved on a
motion made by Councilman Evans and seconded by Councilwoman McGinnis.

Resolution 80-87 authorizing employment of the firm of Mehaffy , Weber , Keith
and Gonsoulin as defense counsel for the City in pending civil action (Don
Born Enterprises, Inc. ) was approved on a motion made by Councilman Combs

Resolution 80-88 accepting 535 feet of 6 inch sanitary sewer line in the
Beaumont West , Section II , was approved on a motion made by Councilman
Williams and seconded by Councilwoman McGinnis.

Resolution 80-89 appointing Messrs. John McDonald, Felix Burrus , S. L.
Greenberg, J. B. Ener and Craig Sherlock to the Board of Equalization was
approved on a motion made by Councilman Combs and seconded by Councilman

Resolution 80-90 endorsing the Clean Community System developed by the
Keep America Beautiful, Inc. , and establishing the Beaumont Clean Community
Commission was approved on a motion made by Councilman Williams and seconded

Resolution 80-91 authorizing an agreement with Gulf States Utilities Company
for installing lights at the Irving Street Underpass at a cost of $3 ,447. 05

Resolution 80-92 accepting operating assistance funds from the Urban Mass
Transportation Administration (grant in the amount of $220,216 .00 -- actual
deficit $439, 976. 00) was approved on a motion made by Councilwoman McGinnis
and seconded by Councilman Combs.

Resolution 80-93 advertising for bids for the sale of structures located
at 2310 and 2330 Carroll Street (Parcels No. 33 and 35 acquired for right-
of-way for the Buford-Carroll Street Projects) was approved on a motion made
by Councilman Evans and seconded by Councilman Williams.

Resolution 80-94 granting a permit to Mobil Pipe Line Company for the con-
struction of an 8" pipeline across Vermont and Florida Avenues was approved
on a motion made by Councilman Williams and seconded by Councilwoman McGinnis.

A resolution authorizing the acceptance of Summerwood Drive for City mainte-
nance was denied because the street had not been constructed to meet City
minimum standards on a motion made by Councilman Combs and seconded by Coun-

Resolution 80-95 accepting the bid of Beaumont Motor Company for furnishing
two automobiles at a cost of $5,241 .42 each for use by the Beaumont Transit
System (80% federal - 13% state and 7% city funds) was approved on a motion
made by Councilman Combs and seconded by Councilman Evans.

A resolution accepting the bid of Pyramid Concrete Pipe Company, Inc. , for
furnishing street maintenance material and supplies was deferred one week
for action.

Resolution 80-96 accepting the bids of 11th Street Garden Center for 717
Pittosporum Tobira at $8. 50 each and Rand Landscape Company for 3 ,420 Asian
Jasmine Vines at $1.85 each, 114 Crabapple Trees at $40. 00 each, 120 St .
Augustine Grass at $2 . 20 per square yard and 110 Pine Bark Chips at $14. 00
each for boulevard landscaping was approved on a motion made by Councilman .
Evans and seconded by Councilman Combs .

Resolution 80-97 accepting the bids of Delta Safety and Supply Company for
furnishing 2, 000 feet of 12" Fire Hose at a cost of $2 ,344 .40 and Claude
Wright and Associates for furnishing 2 ,500 feet of 219" Fire Hose at
$4 ,450. 0.0; 500 feet of 3" Fire Hose at $1 ,205. 00 and 900 feet of 5" Fire
Hose was approved on a motion made by Councilman Combs and seconded by Coun-
cilman Evans.

Resolution 80-98 accepting the bid of Keown Supply Company for furnishing
Hot Mixed Hot Laid Type D Asphaltic Concrete for the Orleans Mall Project
at a cost of $24. 00 per ton , plus $35. 00 per hour for delivery, was approved
on a motion made by Councilwoman McGinnis and seconded by Councilman Evans .

Resolution 80-99 accepting the bid of The Capital City Machine Shop , Inc .
for furnishing a tire regroover for the Transit Maintenance Shop at a cost
of $1 ,285 . 00 (funded by UMTA grant ) was approved on a motion made by Coun-
cilman Combs and seconded by Councilman Evans .

The session was recessed before continuing with the public hearing on
dilapidated structures .

Mayor Meyers declared the public hearing for dilapidated structures open .
Mr. George Gardner , Urban Rehabilitation Administrator , told Council that
all the below-listed structures are in violation of Article III , Sections
14-50 and 14-51 of the Dangerous Structures Ordinance of the City of Beau-
mont and that all notification procedures have been met :
165 Manning - Mrs. Pearl Cheatham, owner (12 violations) , recommendation
to raze within 30 days ; 2495 North 9th - Mrs. Bessie Mae Lovan , owner (6
violations , recommendation to raze within 30 days ; 3598 Glenwood (2 struc-
tures) - Mrs. Mabel Davis, owner (13 violations each) , recommendation to
raze within 30 days ; 3885 Goliad (Rear) - Mr. Henry Boswell , owner (13 vio-
lations) , recommendation to raze within 30 days; 2450 Southerland - Mr . Clyde
Goodwill , owner (10 violations) , recommendation to raze within 30 days ;
2385 Washington - Mr. Hearvy L. Scott , owner (10 violations) , recommendation
to raze within 30 days ; Next to 3545 Pradice (Store) - Mr . Ben White , owner

Councilwoman McGinnis made a motion to approve the above recommendations ;
motion seconded by Councilman Combs .

Miss Stephanie Goodman, student at Assumption School , addressed Council to
suggest more student tours downtown.
Mark White, Assumption School student , addressed Council to question the
City' s street maintenance policy.
Miss Teri Miller, student from Assumption School , addressed Council to state
priorities for the City and to invite Council and citizens to the Texas
Marathon for non-public school students to be held Saturday , March 29, 1980
from 8 : 30 a.m. to 1 : 00 p.m.
Mrs. Delia Harrington, 815 Willow Street , addressed Council to thank the
City for resurfacing Grand Avenue and also to complain about game chickens
at large from 2965 Grand and trash, etc . , at 870 and 898 Grand.
Alex Stelly, Assumption School student , addressed Council to thank them for
being able to visit today' s session.

with the City Council Workshop Session .
