Councilman, Ward I Vi McGinnis Councilwoman, Ward II Calvin Williams Councilman , Ward III Absent : Leroy Evans Councilman , Ward IV Ray Riley City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000 'The Invocation was given by the Reverend Frank Kemendo , First Church of the Nazarene. 'The Pledge of Allegiance was led by Councilman Williams . -000- Mayor Meyers issued the following proclamation : Miss Debbie Maffett was :recognized as "Miss Beaumont 1979" -000- Service Awards were presented . Mr. Lamascus Sweats, Custodian Leader, Sewer Maintenance ( 17 years) received a retirement plaque. Other retirees not present were : F. M. Henson , Patrol- man, Police Department (26 years) and Wilton B. Luman, Chief Water Plant Operator, Water Production (13 years) . Those receiving 20-year service pins were : Johnny F. Hoyt , Jr . , Customer Service `'Yorker , Water Commercial ; Leroy Mayes, Water & Sewer Line Mainte- nance Foreman, Sewer Maintenance (not present ) ; Thomas Nixon, Water & Sewer Line Maintenance Foreman , Sewer Maintenance; Wallace Dugas , Jr . , Refuse Collector, Solid Waste; Alton Routt , Refuse Truck Driver , Solid Waste; Murphy Stewart , Jr. , Equipment Operator , Solid Waste; O'Neal Young, Equipment Oper- ator, Street ; Otis R. Will , Carpenter , Building Maintenance (not present ) and James E. Hannan, Fire Captain, Fire Department . Those receiving 25-year service pins were : A. K. Hinson, Fire Captain, Fire Department (not present ) ; Robert H. Pollock, Firefighter , Fire Department (not present ) ; Hoyt M. Those receiving 30-year service pins were : Elmer Perkins, Customer Service Foreman, "rater Commercial (not present ) ; Hosea Kenebrew, Refuse Truck Driver , Solid Waste; and Harris N. Taylor , Fire Engineer, Fire Department . -000- Resolution 79-337 authorizing an agreement with Lamar University to provide $2, 500 from Hotel-Motel Room Occupancy Tax for the operation of the Spindle- top Museum was approved on a motion made by Councilwoman McGinnis and secon- ded by Mayor Meyers . Question : Ayes : Mayor Meyers Abstained : Councilman Councilwoman McGinnis Williams -134- September 18 , 1979 a Dr. John Gray, former Lamar University President and Lamar University Founda- tion head, addressed Council to thank them for the action taken. -000- Resolution 79-338 accepting the 1980 Criminal Justice Division Mini-Block Grant which includes $16,770 for the juvenile status offender program and $35,448 for upgrading the police radio communication system was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis Question : Ayes : All Nayes,: None -000- (Councilman Combs arrived here. ) -000 The Minutes of the regular City Council session held September 11 , 1979, were approved on a motion made by Councilwoman McGinnis and seconded by Councilman Combs. Question : Ayes : All Nayes : None -000- Resolution 79-339 authorizing execution of an agreement for a refund from the Texas Department of Highways and Public Transportation for work performed under the Irving Underpass Contract in the amount of $108 , 260. 24 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Combs . Question: Ayes : All Nayes : None -000- Resolution 79-340 authorizing negotiations with Jefferson County for acquisi- tion of the TB Hospital site on Delaware for relocation of the Beaumont Art Museum and to enter into an agreement with the Beaumont Art Museum for pay- ment of costs of acquisition was approved on a motion made by Councilman Wil- liams and seconded by Councilman Combs. Question: Ayes: All Nayes : None -000 Resolution 79-341 authorizing repairs to the Harvest Club heating and air conditioning system by Evans Refrigeration Company for approximately $4,850 was approved on a motion made by Councilman Combs and seconded by Council- man Williams . Question : Ayes: All Nayes : None -000- Resolution 79-342 approving the project schedule for sanitary sewer system improvements proposed in the City ' s 201 Facilities Plan, to be filed with the City' s Step II grant application for engineering design services was approved on a motion made by Councilman Combs and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Resolution 79-343 accepting the bid of Cleveland Steel Company for the con- struction of a garage building on the Fire Training Grounds at a cost of $16, 151 . 00 was approved on a motion made by Councilman Combs and seconded by Councilman Williams . Question : Ayes : All Nayes : None -000- Resolution 79-344 accepting for City maintenance the water , sewer and street improvements in Park Meadows, Unit III ; Evangeline West , Unit III ; Somerset Village, Blocks 1 through 5; and Dowlen West , Unit XIX was approved on a motion made by Councilman Combs and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -135- September 18, 1979 Mrs . Paul (Mary) Bross, 6535 Daisy, Metropolitan PTA Safety Committee Chair- woman , addressed Council requesting that more than $40, 000 be placed in the FY 80 budget for sidewalks and bike paths for child safety near schools. Mrs. Delia Harrington, 815 Willow, addressed Council to request that the 2800-3100 blocks of Grand sewer system and street be repaired. She also asked for clearer signs or arrows on the Calder/Phelan intersection with Interstate 10. Mrs . Sharon Rust , 745 E . Lucas , President of the Lucas Elementary PTA, spoke in favor of additional funds for sidewalks near schools . Mrs. James McKinney, 2303 Evalon , addressed Council to request sidewalks near Dick Dowling School . Mrs. Marie Broussard, 1185 Ivy, President of the Metropolitan PTA, addressed Council to request a long-range program lowering speed limits around schools and school crossing guards at busy intersections . Mrs. Sharon Asher , 3820 W. Lynwood, requested that "No Parking" signs be removed from school side of streets around Dick Dowling to allow safer pick- up and delivery of children. -000- There being no further business, the meeting was recessed before continuing with the City Council Workshop Session . -000- I , Myrtle Corgey, City Clerk of the City of Beaumont , Texas, certify that the above is a true copy of the minutes of the regular City Council session held September 18 , 1979.
