CITY COUNCIL - CITY OF BEAUMONT
HELD JULY 17 , 1979
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met
in regular session this the 17th day of July, 1979, with the following
present :

The Invocation was given by the Reverend Stephen Sampson, Charisma
Christian Center .
The Pledge of Allegiance was led by Councilman Williams .

Mayor Meyers issued the following proclamation : "South East Texas Black
Heritage Festival Days in Beaumont" - July 20-29, 1979.

Ordinance No . 79-54 amending Chapter 14, Article II , of the Code of Ordi-
nances concerning fair housing practices was considered :
ORDINANCE NO. 79-54
ORDINANCE AMENDING CHAPTER 14 , ART. II OF THE
CODE OF ORDINANCES OF THE CITY OF BEAUMONT TO
PROHIBIT DISCRIMINATION ON THE BASIS OF SEX IN
HOUSING; PROVIDING FOR SEVERABILITY; PROVIDING
FOR REPEAL AND PROVIDING A PENALTY.
The ordinance was approved . on a motion made by Councilwoman McGinnis and
seconded by Councilman Combs.

An ordinance repealing Chapter 26 , Article XI , of the Code of Ordinances
relating to the operation of motor bikes on a portion of Multimax was
considered.
Councilwoman McGinnis made a motion to approve the ordinance; Councilman
Combs seconded the motion .
After discussion, it was decided the ordinance should be amended to allow
varied uses of the property; motion was withdrawn and the item was held
for action.

Ordinance No . 79-55 suspending the effective date of the Gulf States Utili-
ties Company rate increase, authorizing intervention in the rate case pend-
ing before the Public Utilities Commission and authorizing employment of
Touche Ross and Company and Don Butler, attorney, for professional services
was considered :

ORDINANCE NO. 79-55
ENTITLED AN ORDINANCE SUSPENDING THE OPERATION
OF THE PROPOSED RATE SCHEDULE OF GULF STATES
UTILITIES COMPANY; AUTHORIZING INTERVENTION IN
DOCKET NUMBER 2677 PENDING IN THE PUBLIC UTILITY
COMMISSION OF TEXAS ; AUTHORIZING THE RETENTION
OF CONSULTANTS AND ATTORNEYS; AND PROVIDING
SEVERABILITY.
The ordinance was approved on a motion made by Councilwoman McGinnis and
seconded by Councilman Williams .

A resolution authorizing execution of an agreement with the Spindletop
Youth Soccer Association for the use of a portion of the Multimax property
was held for action .

Resolution 79-246 authorizing deferral of the agricultural and timber land
appraisal for 1979 was approved on a motion made by Councilwoman McGinnis
and seconded by Councilman Williams .

Resolution 79-247 supporting the request of the Hardin County Water Control
and Improvement District No. I for a flood control project and preliminary
study by the U. S . Army Corps of Engineers of the Pine Island water shed
was considered :
Mrs . Jeanie Turk, representing the Board of the Water Control and Improve-
ment District , addressed Council to give a brief history of the project
and to request support by the City of Beaumont .
The resolution was approved on a motion made by Councilman Combs and se-
conded by Councilwoman McGinnis .

Resolution 79-248 authorizing emergency repairs to the No. 1 well at
Loeb by Layne Texas Company in an amount not to exceed $5, 000. 00 was ap-
proved on a motion made by Councilwoman McGinnis and seconded by Council-
man Combs .

Ordinance No . 79-56 setting the speed limit at 35 mph for the section of
Fourth Street from College to Virginia Avenue was considered :

OF THE CODE OF ORDINANCES OF THE CITY OF
BEAUMONT TO CHANGE THE SPEED LIMIT FOR
FOURTH STREET; PROVIDING FOR SEVERABILITY;
PROVIDING FOR REPEAL AND PROVIDING A PENALTY.
The ordinance was approved on a motion made by Councilwoman McGinnis and
seconded by Councilman Combs.

Resolution 79-249 accepting the bid of National Office Machines for the
lease of three (3) cash registers at $288 . 00 per month was approved on a
motion made by Councilman Williams and seconded by Councilwoman McGinnis .

Resolution 79-250 authorizing the City Manager to execute a Quitclaim Deed
to Beaumont Habitat for Humanity, Inc . for Lots 18 & 19, Block 1 , Oil Mill
Addition for $200. 00 was approved on a motion made by Councilwoman McGinnis
and seconded by Councilman Combs.

Mr . L. P. Kinnear, 2395 Park Street , addressed Council to speak of many
areas of energy-source research.
Mr. J . C. Leggett , 1849 Washington Boulevard, addressed Council on various
items from today 's agenda.

There being no further business , the meeting was recessed before continu-
ing with the City Council Workshop Session.
