HELD JUNE 26 , 1979
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met in
regular session this the 26th day of June , 1979, with the following present :

The Invocation was given by the Reverend J, R. Johnson, Northwood Christian
Church.
The Pledge of Allegiance was led by Mayor Meyers.

Ordinance No. 79-51 designating the Wilson Memorial Art Museum and its grounds
as a place of architectural and cultural significance was considered:
ORDINANCE NO. 79-51
ENTITLED AN ORDINANCE DESIGNATING THE WILSON MEMORIAL
ART CENTER, BLOCK 38 OF THE AVERILL ADDITION TO THE
CITY OF BEAUMONT, A PLACE OF ARCHITECTURAL AND CUL-
TURAL IMPORTANCE; PROVIDING REGULATIONS APPLICABLE
THERETO; AMENDING THE ZONING MAP OF THE CITY OF BEAU-
MONT TO PERMIT THE OPERATION OF AN ART MUSEUM UPON
SAID TRACT OF LAND; PROVIDING SEVERABILITY; AND PRO-
VIDING A PENALTY.
The ordinance was approved on a motion made by Councilman Combs and seconded
by Councilwoman McGinnis.

Resolution 79-224 authorizing the City Manager to enter into an agreement with
the State Department of Highways and Public Transportation and to advertise
for bids for equipment items for the transit system that were included in the
Orleans Mall Project grant application was approved on a motion made by Coun-
cilman Evans and seconded by Councilwoman McGinnis.

Resolution 79-225 authorizing the Texas Aeronautics Commission to act as the
City' s agent with the Federal Aviation Administration for a grant-financed
lighting control project for Municipal Airport was approved on a motion made
by Councilwoman McGinnis and seconded by Councilman Combs .

Ordinance No. 79-52 establishing taxicab rates was considered:
ORDINANCE NO. 79-52
ENTITLED AN ORDINANCE AMENDING CHAPTER 29-52(b) OF THE ORDI-
NANCES OF THE CITY OF BEAUMONT TO AMEND THE RATE AND FARE
SCHEDULE FOR TAXICABS; PROVIDING FOR SEVERABILITY; PROVIDING
FOR REPEAL; PROVIDING A PENALTY AND PROVIDING AN EFFECTIVE
DATE.

ded by Councilwoman McGinnis .

Resolution 79-226 accepting the bids of Keown Supply Company and White ' s
Mines for furnishing cold laid asphaltic concrete and cold mix limestone
rock asphalt for use by the Street Division was approved on a motion made
by Councilwoman McGinnis and seconded by Councilman Evans.

Resolution 79-227 accepting the bid of Equipment Headquarters for furnish-
ing a tractor/backhoe/loader and an impactor for use by the Street Division
at a cost of $30,848 . 00 was approved on a motion made by Councilman Combs
and seconded by Councilwoman McGinnis.

Resolution 79-228 authorizing the City Manager to execute a contract with
H. B. Neild and Sons Construction Company for the Orleans Plaza improve-
ments at a cost of $580, 014 and change orders No. 1 and No. 2 reducing
said contract by $44, 144 (net contract $535,870) was approved on a motion
made by Councilman Evans and seconded by Councilman Combs .

Resolution 79-229 accepting the bid of Gary Clark Contractors, Inc. for
construction of Fair Park Coliseum modifications including additional
restrooms and dressing room facilities at a cost of $67 ,785. 00 was approved
on a motion made by Councilman Combs and seconded by Councilman Williams .

Resolution 79-230 authorizing the City Manager to enter into an agreement
with Schaumburg and Polk, Inc. in an amount not to exceed $35, 000 for fur-
nishing survey services , field note descriptions and maps necessary to
procure additional rights-of-way for the widening of streets within Census
Tract 8 under the Community Development Block Grant Project was approved
on a motion made by Councilman Williams and seconded by Councilman Combs .

PUBLIC HEARING
DILAPIDATED STRUCTURES
Mr. George Gardner, Urban Rehabilitation Administrator , stated that all
twenty-two (22) structures are in violation of Article III , Section 14-50
and 14-51 of the Dangerous Structures Ordinance of the City of Beaumont
and that all notification procedures have been complied with.
The following list of structures was considered :
2490 Beatrice - George Dobbie, owner (26 violations) , recommendation to
raze within 30 days; 2550 Brickyard - Lawrence Hockless , owner (20 viola-
tions) , recommendation to raze or repair within 30 days ; 7055 Concord -
Larry P. Tinkle, owner (24 violations) , recommendation to raze or repair
within 30 days; 2295 Filmore (rear-garage) - J. H. Hebert , owner (15 vio-
lations) , recommendation to raze or repair within 30 days; 4830 E1 Paso -
Donald Lee Harvey recently sold to Bob Carroll (19 violations - extensive
fire damage) , recommendation to raze within 30 days ; 2185 Gill - Lizzie
Taylor; owner (19 violations - fire damage) , recommendation to raze or
repair within 30 days ; 550 Jeanette (rear) - Geraldine Bowman, owner (22
violations) , recommendation to raze or repair within 30 days; 3660 McHale

within 30 days ; 336 Archie (front and rear) - Security Realty and Develop-
ment Company, owner (23 violations) , recommendation to raze within 30 days ;

within 30 days; 983 Crockett - D. H. O'Fiel , owner (21 violations) , recom-
mendation to raze within 30 days ; 2265 Jacobs - Dora M. Hill , owner (15

Clem, owner (15 violations) , recommendation to raze or repair within 30
days; 1086] Grand (rear garage apartment ) - James M. Ling, Sr. owner (21
violations) , recommendation to raze or repair within 30 days ; 1178 Gladys -
Pressly Giles, owner (22 violations) , recommendation to raze or repair within
30 days; 1220 Gladys - Maxine Alexis, owner (25 violations) , recommendation
to raze within 30 days; 840 and 848 Gladys - Sam J. Augello Oshell , owner
(22 violations) - These structures have been brought into compliance .
1406 Cable - Jo Ann Fontenot Lambert , owner (25 violations) , recommendation
to raze within 30 days; 1330 Andrus Alley - Maxine Alexis , owner (25 viola-
tions) , recommendation to raze within 30 days ; and 1252 Liberty - Anthony
McDade Phelan, owner (12 violations - fire damage) , recommendation to raze
within 30 days .
A motion to approve the recommendations for the above structures was made by
Councilwoman McGinnis and seconded by Councilman Williams.

2095 Kingsley - Mrs. Peggy Welborn, owner : Mrs. Welborn addressed Council
to say that she had found a buyer , Mr. Dillard Jones , 2116 Avenue D, Neder-
land, Texas , who wanted to rehabilitate the structure. After further dis-
cussion, Councilman Evans made a motion to rescind action requiring this
structure to be razed and to allow 30 days for reinspection for work in
progress ; Councilman Combs seconded the action .

1800 Carroll Street- old Charlton Pollard High School - Fain-Curry Company ,
Mrs. Shelton for owners. Mrs. Shelton addressed Council to request another
90-day extension before demolishing the building.
Mrs. Alice Jefferson Taylor, 1408 Avenue G, addressed Council in favor of
the 90-day 'extension requested.
After a lengthy discussion, the following was presented by Mr . Gardner :
"The structures listed below have been condemned by the City Council and
owners ordered to either repair or raze structures within specified time
frames. Re-inspection of these properties have revealed non-compliance
with the Council 's orders.
The Code Enforcement Department is requesting authorization from the City
Council to demolish these structures in accordance with City Codes and
charge the property owners with the cost of this demolition :
2150 Delaware, 1036 Long, 3093 Washington, 1800 Carroll (old Charlton Pol-
lard High School) , 1745 Church, 1036 Long (rear) , 865 Lincoln and 1000
Sherman (old Carver Elementary School) . "
Mayor Meyers declared the public hearing closed.
Ordinance No. 79-53 authorizing demolition and removal of certain dilapidated
structures was considered:
ORDINANCE NO. 79-53
ENTITLED AN ORDINANCE FINDING CERTAIN STRUCTURES TO
BE PUBLIC NUISANCES, ORDERING REPAIR OR DEMOLITION
FOR CERTAIN STRUCTURES; ORDERING DEMOLITION FOR CER-
TAIN STRUCTURES ; ORDERING DEMOLITION BY THE CITY
UNDER CERTAIN CONDITIONS; AND PROVIDING A PENALTY.

The ordinance was approved on a motion made by Councilman Williams and se-
conded by Councilwoman McGinnis.

Mrs. Sharon Eaves , 5550 Scenic Drive, Blue Lake Estates, addressed Council
in opposition of property reassessments for the northwest sector of the
City.
Mrs. Robert C. Taylor , 7170 Clay Circle, and Mr. Rick Altemose, 5660 Scenic
Drive, in Blue Lake Estates, also addressed Council in opposition to the
property reassessments.

There being no further business, the meeting was recessed before continuing
with the City Council Workshop Session .
