CITY COUNCIL - CITY OF BEAUMONT
HELD MAY 22 , 1979
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas, met
in regular session this the 22nd day of May, 1979 , with the following
present :

The Invocation was given by the Reverend Richard Phillips , Roberts Avenue
United Methodist Church.
The Pledge of Allegiance was led by Mayor Meyers .

The Minutes of the regular City Council session held May 15 , 1979 , were
approved on a motion made by Councilman Combs and seconded by Councilman
Evans.

Mayor Meyers issued the following proclamations: "Buddy Poppy Days in
Beaumont" - May 25 & 26 , 1979 and "National Public Works Week in Beaumont"
May 20-26 , 1979.
*Councilwoman McGinnis arrived during the reading of the proclamations.

Resolution 79-191 authorizing payment of arbitration fees and expenses
for Charles A. Kothe (City arbitrator $4 ,098 . 01) and John A. Bailey
(Neutral arbitrator - $2 , 639. 72) was approved on a motion made by Council-
woman McGinnis and seconded by Councilman Combs.

Resolution 79-192 authorizing final payment to American Seating Company
in the amount of $71 ,681 . 50 for fixed and telescopic seating in the Civic
Center Exhibition Hall was approved on a motion made by Councilman Combs
and seconded by Councilman Evans.

Ordinance No. 79-38 amending Ordinance No. 79-37 abandoning a 20-foot
alley and a 15-foot utility easement located in Block 23 , Jarrette Addi-
tion and retaining a 5 x 15 guy wire easement in the alley (amendment
necessary to correct property description) was considered :

ORDINANCE NO. 79-38
ENTITLED AN ORDINANCE AMENDING SECTION
1 OF ORDINANCE 79-37 VACATING AND ABAN-
DONING A TWENTY (20) FOOT ALLEY IN THE
JARRETTE ADDITION TO THE CITY OF BEAUMONT,
JEFFERSON COUNTY, TEXAS, AS DESCRIBED
HEREIN, PROVIDING THAT A 5 X 15 FOOT
PORTION BE RETAINED IN THE ALLEY FOR A
UTILITY EASEMENT; PROVIDING FOR SEVER-
ABILITY.
The ordinance was approved on a motion made by Councilwoman McGinnis and
seconded by Councilman Combs .

Ordinance No. 79-39 abandoning a 1235 square-foot portion of Simpson Drive
right-of-way located on Lot 1 , Block 8 , Fleetwood Addition was considered :

ENTITLED AN ORDINANCE ABANDONING A PORTION
OF SIMPSON DRIVE RIGHT-OF-WAY ABUTTING LOT
ONE (1 ) , BLOCK EIGHT (8) IN THE FLEETWOOD
ADDITION TO THE CITY OF BEAUMONT, JEFFERSON
COUNTY, TEXAS, AS DESCRIBED HEREIN, PROVIDING
THAT SAID STREET RIGHT-OF-WAY SHALL REVERT
TO THE CITY OF BEAUMONT WITHIN NINETY (90)
DAYS FROM THE DATE HEREOF.
The ordinance was approved on a motion made by Councilman Combs and secon-
ded by Councilwoman McGinnis .

Resolution 79-193 accepting the bid of Stow-A-Way Industries/Eastern
Food Storage for furnishing a fourteen-day (14) supply of freeze-dried
foods for the Emergency Operations Center at a cost of $2 , 214 . 50 was
approved on a motion made by Councilman Evans and seconded by Councilwoman
McGinnis.

Resolution 79-194 accepting the bid of Tidelands International , Inc. for
furnishing three (3) 50, 000 GVWR winch trucks with oilfield-type beds for
use by the Sewer and Street Divisions (two for the Str Div. and one to be
used by Sewer Maintenance) at a cost of $149,450. 00 was approved on a
motion made by Councilwoman McGinnis and seconded by Councilman Evans .

Resolution 79-195 rejecting a bid for a tractor mower with front loader
was approved on a motion made by Councilman Combs and seconded by Council-
man Evans .

PUBLIC HEARING
DILAPIDATED STRUCTURES
Mr. George Gardner, Urban Rehabilitation Administrator : "First , I would
like to attest to the fact that all of these twenty (20) structures are
in violation of Article III , Section 14-50 & 14-51 of the Dangerous Struc-
tures Ordinance for the City of Beaumont . All notification procedures
have been complied with and the Urban Rehabilitation Division went a step
further - on five notifications we received return notices and had those
published in the paper for two days out of ten to satisfy notification :

The following list of structures was considered :
1200. East Drive - M. L. Dowell , owner (15 violations) , recommendation to
raze or repair within 30 days; 505 Neicy Alley (23 violations) , 518 Neicy
Alley ( 18 violations) , 521 Neicy Alley (26 violations) , 523 Neicy Alley
(26 violations) , 530 Neicy Alley (27 violations) - Mrs. A. S. LoMonte,
Owner, recommendation for all five structures is to raze within 30 days ;
575 Milam - Ruby Newson, owner (19 violations) , recommendation to raze or
repair within 30 days; 1560 Gladys - Leroy Chatman, owner (20 violations) ,
recommendation to raze within 30 days ; 1220 Iowa - Eugenio Herrera, owner
(10 violations) recommendation to raze or repair within 30 days ; 2750 Cox
Street - John Sams Estate, c/o M. Johnson, owner (27 violations) , recom-
mendation to raze within 30 days; 2070 Glasshouse Louis Rubit , owner
(14 violations) , recommendation to raze or repair within 30 days; 2850
Willard (19 violations) , 2850 Willard (rear) (25 violations) , 2852 Willard
(rear) (25 violations) , 2860 (20 Violations) - 2862 (25 violations) Willard
and 2862 Willard (rear) (25 violations) - Mrs. Indiana Lewis, owner , recom-
mendation for all these structures is to raze within 30 days ; 1394 Cable -
Florence Weinberg, owner (23 violations) , recommendation to raze within 30
days ; 2730 Poplar A. L. Mari , owner (14 violations) , recommendation to
raze within 30 days ; 1725 Leiper, Richard Carey, owner (18 violations) ,
recommendation to raze or repair within 30 days ; and 1430 Herring - Ella
Mae Compton, owner (22 violations) , recommendation to raze within 30 days .
Councilwoman McGinnis made a motion to approve the recommendations ; Coun-
cilman Combs seconded the motion.

There being no further business, the public hearing was adjourned.
