BE IT REMEMBERED that the City Council of the City of Beaumont , Texas ,
met in regular session this the 24th day of April , 1979, with the fol-

The Invocation was given by the Rabbi Norman Lipson , Temple Emanuel .
The Pledge of Allegiance was led by Councilwoman McGinnis .

Mayor Meyers welcomed 3rd grade students from Ogden Elementary School to
today 's meeting.

Mayor Meyers issued the following proclamations : "Beta Sigma Phi Day in
Beaumont" - April 25, 1979; "Days of Remembrance of Day of Holocaust in
Beaumont" - April 28 and 29, 1979; and "Clean Air Week in Beaumont" -
April 20 - May 6, 1979.

The Minutes of the regular City Council session held April 17 , 1979,
were approved on a motion made by Councilman Combs and seconded by Coun-
cilwoman McGinnis.

An ordinance authorizing a zoning change from R-3 to LR-1 for a 0. 44 acre

Resolution 79-159 authorizing the Cit, manager Lo execute a gas sales
contract with Entex , Inc . that would p ace the Civic Center in the in-
dustrial rate category (Rate Echedule 5570) as opposed to the commercial
rate category (will reduce rate about 15% or $750 . 00 per month) was ap-
proved an a motion made by Council-wom.— McGinnis and seconded by Council-
man Combs ,

Resolution 79-164 accepting the bid of Liberty Industrial for the construc-
tion of the Library supplementary parking lot (old City Hall Annex site)
at a cost of $11,470. 17 was approved on a motion made by Councilman Combs
and seconded by Councilwoman McGinnis .

Ordinance No. 79-33 setting May 1 , 1979, as the date for a public hearing
on the new rate schedule proposed by Entex, Inc . , suspending the rate
schedule for a period of one hundred twenty (120) days from May 12 to
September 9, 1979, and authorizing the employment of consultants , Touche
Ross , to study the proposed rate schedule , was considered :

ENTEX, INC. ; CALLING A PUBLIC HEARING
THEREON; AUTHORIZING EMPLOYMENT AND PAYMENT
OF CONSULTANTS ; ASSESSING THE EXPENSES OF
THIS PROCEEDING AGAINST ENTEX, INC. ; AND
PROVIDING FOR SEVERABILITY.

GIVEN TO THE APPARENT ABUTTING PROPERTY
OWNERS ON BLOSSOM, SIMPSON, SIMON AND
PIERRE DRIVES AS TO SPECIAL BENEFITS TO
ACCRUE TO SAID PROPERTY AND THE "TRUE OWNERS
THEREOF BY VIRTUE OF THE IMPROVEMENTS DE-
SCRIBED HEREIN, AND TO THE ACCURACY, SUF-
FICIENCY, REGULARITY, AND VALIDITY OF THE
PROCEEDINGS AND CONTRACTS IN CONNECTION
WITH SAID IMPROVEMENTS AND ASSESSMENTS , AND
ANY MANNER OR THING CONNECTED THEREWITH;

DILAPIDATED STRUCTURES
Mr. George Gardner, Urban Rehabilitation Administrator , read the following
statement :
"The structures listed below have been condemned by the City Council and
owners ordered to either repaLr or raze structures within specified time
frames . Re-inspection of these proper"ies have revealed non-compliance
with the Council ' s orders.
The Code Enforcement Department is reqaeszing authorization from the City
Council to demolish these structures accordance with City Codes and
charge the property owners wii.h the cost of this di.emolition .

to rehabilitate the structure
After a lengthy discussion, `I!ayor Meyers recommended that , between now
and the Council meeting next week, Mrs . Fontenot call a commercial car-
rier to remove the trash and clebris from the pr,operty , lie also requested
the item be placed on next Due,9day ' s agenda for action by Council , Coun-
cilman Combs and Councilwoman McGin-nIS CD!Icurred with the Mayor ' s sug-
gestions .
Councilman Combs made a motion approving the stafl recommendation for
