BE IT REMEMBERED that the City Council of the City of Beaumont , Texas ,
met in regular session this the 30111-h day of January, 1979, with the
following present :

The Invocation was given by the Reverend Lonnie Treadway, New Life
Tabernacle.
The Pledge of Allegiance was led by Mr. Riley.

Mayor Meyers issued the following proclamation ; "Black History Month in
Beaumont" - February, 1979.

The Minutes of the regular City Council session of January 23 , 1979 ,
were approved on a motion made by Councilman Evans and seconded by Coun-
woman McGinnis .

Ordinance No. 79-9 authorizing the closing of Avenue B between Royal
and Blanchette on school days from 7 : 45 a.m. to 5 : 30 p.m. was considered:

Ordinance No . 79-10 authorizing a zoning change from R-3 to C-1 for a
tract located at the northeast corner of Edgemore and Wall Streets was

Resolution 79-38 authorizing the purchase of five (5) tracts of right-of-way
for the Washington Boulevard Project (Parcel #1 - $3 , 336 . 00 , Parcel #2 -
$576 . 00 , Parcel #3 - $904 . 00 , Parcel #4 - 'o4 , 930 . 00 and Parcel #5 -$1,320.00)
and authorizing the Legal Department to institute condemnation proceedings
to acquire one other tract (Parcel #6) for the same project was approved on
a motion made by Councilwoman .';IcGinnis and seconded by Councilman Combs .

Ordinance No . 79-11 establishing an appropriation for Fair Park Coliseum
modifications was considered :

Resolution 79-39 authorizing City participation with Jefferson County Pre-
cinct 4 in the reconstruction and rehabilitation of Georgia Street from
University Drive to Cunningham Street and Cunningham Street from Georgia
Street to Iowa Street (City to furnish materials in an amount not to ex-
ceed 48 , 000 - County to provide labor) was approved on a motion made by
Councilwoman McGinnis and seconded by Councilman Evans .

Resolution 79-40 authorizing the execution of an Indenture between the
City of Beaumont and Southern Pacific Transportation Company providing
for payment of $4 , 000 for a water well transmission line tween Well #2
and 3 in Loeb to be constructed on railroad right-of-way was approved on
a motion made by Councilwoman McGinnis and seconded by Councilman Evans .

Ordinance No . 79-12 declaring fourteen (14) dilapidated structures to be
public nuisances and requiring their repair or removal was considered :

TURES TO BE PUBLIC NUISANCES ; ORDERING :REPAIR
OR DEMOLITION FOR CERTAIN STRUCTURES ; ORDERING

MOLITION BY THE CITY UNDER CERTAIN CONDITIONS ;
AND PROVIDING A PENALTY.
The ordinance was approved on a motion made by Councilwoman McGinnis and
seconded by Councilman Combs .

Resolution 79-41 approving the plans and specifications for the Fourth
Street Project , Phase II (from College to Calder) and authorizing adver-
tising for bids for construction of this project was approved on a motion
made by Councilman Evans and seconded by Councilwoman McGinnis .

Resolution 79-42 accepting the bid of Lupton Painting Company for clean-
ing and painting the exteriors of water storage tanks located at 1155 Glen-
dale and 1550 Pine Streets at a cost of 89, 500. 00 was approved on a motion
made by Councilwoman McGinnis and seconded by Councilman Combs .

Resolution 79-43 accepting the bids of Watkins Construction Company for
the demolition and removal of the City Hall Annex at a cost of $17 , 500. 00
and Olshan Demolition Company for the demolition and removal of two struc-
tures on Tracts 2 and 3 acquired for the Civic Center (Riverfront ) Park
at a cost of $24 , 000. 00 was approved on a motion made by Councilman Evans
and seconded by Councilwoman McGinnis .

Resolution 79-44 accepting the bid of Sanitary Supply Company, Inc . for
furnishing an automatic floor scrubber for the Civic Center at a cost of
$3 , 148 . 62 was approved on a motion made by Councilwoman D.4cGinnis and se-
conded by Councilman Combs.

Resolution 79-45 accepting the bids of Gulf Oil Company - U. S . , HNG Pro-
pane Company (Sun Oil Products) and Martin-Matthews , Inc . for furnishing
motor fuel and lubricants for vehicles and equipment for 1 year from Feb-
ruary 1 , 1979 through January 31 , 1980 was approved on a motion made by
Councilwoman McGinnis and seconded by Councilman Evans.

Resolution 79-46 rejecting bids on ice machines for use by the Street and
Solid Waste Denartments was approved on a motion made by Councilman Evans
and seconded by Councilman Combs .

Resolution 79-47 authorizing agreements with the Beaumont Association for
Senior Citizens concerning funding of services ( information and referral
service , an outreach program, and daily activities program) at a cost of
$41 , 000 to be provided by the Association during 1979 and its use of a
portion of the Central Park Activities Building for a Senior Citizens '
Center was approved on a motion made by Councilman Williams and seconded
by Councilman Evans .

Resolution 79-48 accepting the bid of Martin-Matthews, Inc . for furnishing
fourteen (14) day emergency fuel supply at designated generator locations
in the City of Beaumont was approved on a motion made by Councilwoman
McGinnis and seconded by Councilman Combs .

Resolution 79-49 authorizing payment of an emergency purchase order to
Thompson-Hayward Chemical Company for water treatment chemicals (200
100-poung bags of aluminum sulfate - "1 , 780. 00) was approved on a motion
made by Councilwoman McGinnis and seconded by Councilman Combs .

Mrs . Helen Kuhn, 486 I-10 N. , Beaumont Association of Senior Citizens ,
addressed Council to thank them for the action taken today for senior
citizens .

After a brief recess , ?,Iessrs. Lew Malcolm, Jim Williams and 'Neldon Gibson,
with the Beaumont Chamber of Commerce ' s Economic Development Foundation ,
showed a slide presentation promoting Beaumont , Texas.

EXCERPT FROM REGULAR BEAUMONT
CITY COUNCIL SESSION HELD
JANUARY 30, 1979
CITY MANAGER RAY RILEY:
Item fourteen is a resolution which authorizes two agreements with the
Beaumont Association for Senior Citizens. One which would provide for the
funding for their information referral program, outreach, and transporta-
tion and as a match against the day activities program for the Beaumont
Association for Senior Citizens in the amount of $41 ,000. 00. Secondly ,
we would be authorized to enter into an agreement to allow them to use a
portion of the Central Park Activities Building for the operation of the
Senior Citizens program.

The motion has been made and seconded. Any questions or discussion relative
to the motion?
COUNCILMAN TOM COMBS , JR. :
I would justNlike to say that of all the votes that I 've made since I 've
been on Council , this is probably one of the toughest ones that I 've had
to decide on. And, after a great deal of soul-searching, this is no . . .
my no vote will be , no reflection on the Beaumont Senior Citizens Associa-
tion or their work because I feel like they do a good job and it ' s ably
administrated; but I feel like continuing support would be municipal sup-
port of a social service and I do not feel like it ' s the proper place for
City funds to be spent and since this would be second year funding. I also
feel like since we are facing the very possible loss of revenue sharing we
are going to be faced with allowing a social service organization to become
dependent on city funds and then cripple them at a later date by having to
withdraw these funds or find a place to cut . And, I feel like personally
my commitment to senior citizens would be seeing that they got their tax
exemption raised to $10, 000.00 and get some tax relief and I feel like it
would be , in my opinion , would be a better way of helping the senior citi-
zens. I don ' t question the program or its merit in any way , but I just
feel like, on philosophical grounds , this is not the proper place for the
City to be and I plan to be consistent with other organizations , too.
