The Pledge of Allegiance was led by Mayor Meyers. -000- The Minutes of the regular City Council session held January 2 , 1979 , were approved on a motion made by Councilman Combs and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Mayor Meyers opened the public hearing for the proposed zoning change from R-2 , Multi-Family Residential , to I-1 , Light Industrial , for Lots 1-7 , Block 37c , College Acres Extension Addition, property situated about 350 feet north of Washington Boulevard east of IH 10. Mr. Jesse Torres , Asst . Planning Director for the City, explained the pro- posed change to Council . No citizens addressed the hearing. �Zayor Meyers declared the hearing closed. -000- Ordinance No. 79-2 changing the zoning of Lots 1-7 , Block 37c, College Acres Extension Addition , from R-2 to I-1 was considered : ORDINANCE NO. 79-2 ENTITLED AN ORDINANCE AMENDING CHAPTER 30 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS , AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS AS INDICATED UPON THE ZONING MAP OF THE CITY OF BEAUMONT, TEXAS , BY CHANGING A TRACT OF LAND OUT OF THE DAVID BRO!"N SURVEY, JEFFERSON COUNTY, TEXAS , AS HEREINAFTER DE- SCRIBED , PRESENTLY ZONED "R-2" TO "I-1" ; PRO- VIDING FOR SEVERABILITY AND PROVIDING FOR PENALTY. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Combs . Question : Ayes : All Nayes : None -5- January 9, 1979 Resolution 79-17 authorizing the purchase of four tracts of land (CDBG, Census Tract 17 - Parcel 70 at $447 . 00 and Parcel 75 at ?150 . 00 ; ',lest Virginia project - 071-77-041 , Parcel 2 at $1 , 773 . 00; and Florida/Highland project - 071-74-082 , Parcel 5 at $4 ,702 . 50) needed for street right--of- way based on agreements negotiated with the owners was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Resolution 79-18 authorizing advertisement for bids on demolishing the City Hall Annex and two (2) warehouses , situated on the Civic Center Park (Riverfront Park) site was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Resolution 79-19 authorizing an agreement with the City of Vidor appor- tioning overlapping areas of Extraterritorial Jurisdiction was approved on a motion made by Councilman Combs and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Resolution 79-20 authorizing execution of a contract to the Southeast Texas Arts Council for funding up to $50 , 000 from a portion of the pro- ceeds of the Hotel-Motel Room Occupancy Tax was approved on a motion made by Councilman Combs and seconded by Councilwoman McGinnis . Question : Ayes : Councilman Combs ?Nayes : '7ayor Meyers Councilwoman McGinnis Councilman Williams Councilman Evans A general discussion was held pointing out , for record , a concern by the Council that various agencies such as the Arts Council_ , Senior Citizens , etc. , receiving funds from the City of Beaumont should perhaps be on guard that these funds might have to be reduced or terminated in the future -- depending on the amount the City might need to subsidize projects like the Civic Center/Fair Park Arena. This will be a determination to be made after some experience in these areas . It was also pointed out that more funds to the agencies could be a possibility . -000- PUBLIC HEARING BEAUD40NT TRANSIT SYSTEM OPERATI?` G ASSISTAINCE CITY MANAGER RPM' RILEY: Item 7 is to conduct a public hearing in reference to the City ' s applica- tion for the Operating Assistance Grant from the Urban Mass Transit Agency to cover half of the transit system deficit for fiscal year 1978 . Appli- cation had been made recently for the . . . authorized by Council for the for that operating deficit . Our grant application was $190 , 760. 00. The requirements for the City to receive the grant for the application did consist . . . does require a public hearing be held to offer the public an opportunity to make comments to Council concerning the application . MAYOR TMAURICE MEYERS : We would at this time again adjourn our formal Council meeting and open this then as a public hearing relative to item 7 on the Agenda and give any of those present an opportunity to address Council on the subject if they care to. (There were no citizens wishing to address Council concerning this subject . ) -6- January 9 , 1978 MAYOR MEYERS : . . . Any citizens care to address Council while this is still in the form of a public hearing? This is relative to the item 7 . Delia Harrington , 815 Willow, addressed Council to request that the White House property not be considered for a parking facility for the Civic Center project and also complained about a dilapidated structure in the 800 Block of Grand. Mr . Al Sacker, 1135 Liberty, addressed Council to request that certain streets such as Magnolia, Center and Forrest be opened across abandoned railroad right-of-way . Mr . David Holt , 3305 Redwood Drive, addressed Council to request considera- tion of adding left turn signals for traffic turning from Delaware onto 11th Street . Mr . J. C. COUNCILMAN TOM COMBS, JR. : I ' d like to ask Ray something. I think Ronnie may be familiar with this . There was some talk a month or so ago about changing the advertising agency that handles the advertising on the City buses in hopes of generating more revenue. Has anything been done with this yet? ASST. CITY MANAGER R. E. PLATT: I know the staff has contacted several of the private agencies in the local area and have been working with them to see if there would be a beneficial program for the City. We've had no finalization of that staff study. COUNCILWOMAN VI McGINNIS : Do we have any future plans for route changes or anything else that might result in trying to get more riders . . . ? CITY MANAGER: That ' s part of the planning which is required under our grant . We have commenced the studies concerning the existing routes and any potential for revising existing routes and perhaps establishing new routes. I ' d anti- cipate those studies will be completed in about 90 days and Council will review the entire manner in which the system is presently operated in the early spring. I believe that the amount that was received for fiscal year "76 or for previous years which were received in there amounted to a little less than $300,000, We made appli- cation . . . the applications for federal funding have always been made after the year ended and, as a matter of fact , they have not been received quite often for more than 12 months after the completion of the fiscal year. But , we have an application pending for the deficit of the fiscal year 1977 , which we anticipate receiving at any time which amounts to $188 ,600. This application is for $190, 000 which is relatively consistent with the previous year. The regulations have been changed and now we anticipate making appli- cation for the anticipated deficit in 1979 during the year. So, in lieu of having to wait approximately 18 months for reimbursement , we may anticipate in the future that we' ll actually receive a portion, I think up to 800, of the anticipated deficit during the operating year in order to meet the needs and obligations of the system. It will mean to us that we will be having to finance the operations of the system less on our own and will , in effect , be operating off part of the money provided by the federal government for that subsidy during the life . . . or during the year of the operation. So , this year, we should receive then a little bit less than $400,000 from the federal government for the operation of our transit system. MAYOR MEYERS : Any other citizens care to address Council while this is still in the form of a public hearing? This is relative to the item 7 .
