HELD DECEMBER 5 , 1978
BE IT REMEMBERED THAT the City Council of the City of Beaumont , Texas, met
in regular session this the 5th day of December , 1978 , with the following
present :

The Invocation was given by the Reverend J. C. Gall , Parkdale Assembly
of God Church.
The Pledge of Allegiance was led by Councilman Williams .

The Minutes of the regular City Council session held November 28, 1978 ,
were approved on a motion made by Councilwoman McGinnis and seconded by
Councilman Evans .

Ordinance No. 78-111 authorizing a zoning change from R-1 to C-2 of a
3 . 0 acre tract located approximately 300 feet north of Cardinal Drive and
235 feet west of the intersection of Cardinal Drive with Florida Avenue
(requested by Ed Edson for client ) was considered :

ENTITLED AN ORDINANCE AMENDING CHAPTER 42 OF
THE CODE OF ORDINANCES OF BEAUMONT , TEXAS , AND
IN PARTICULAR THE BOUNDARIES OF THE ZONING DIS-
TRICTS AS INDICATED UPON THE ZONING MAP OF BEAU-
MONT, TEXAS , BY CHANGING A 3. 0 ACRE TRACT OUT
OF THE ANNIE T. WARREN SUBDIVISION, BEAUMONT,
JEFFERSON COUNTY, TEXAS , AS HEREINAFTER DESCRIBED
PRESENTLY ZONED "R-l" TO "C-211 ; PROVIDING FOR SEV-
ERABILITY; AND PROVIDING A PENALTY.
The ordinance was approved on a motion made by Councilman Combs and secon-
ded by Councilwoman McGinnis .

Ordinance No. 78-112 appropriating funds for major street improvement pro-
jects was considered :
ORDINANCE NO. 78-112
ENTITLED AN ORDINANCE APPROPRIATING $16 , 960, 000
FROM THE MAJOR STREET IMPROVEMENT FUND, FUND NO.
720, TO THE VARIOUS STREET IMPROVEMENT PROJECTS
STATED HEREIN; AND PROVIDING FOR SEVERABILITY.

The ordinance was approved on a motion made by Councilman Evans and seconded
by Councilwoman McGinnis .

Resolution 78-374 approving Supplemental Agreement No. I for alterations to
the Irving Street Underpass Project - 071-74-141 - to provide Terrell Street
connection (cost $5, 366. 25 and increasing base price $3 , 076,738 . 95) was ap-
proved on a motion made by Councilwoman McGinnis and seconded by Councilman
Evans.

Resolution 78-375 accepting a right-of-way easement from Buckner Baptist
Benevolences for the Manion Drive Extension Participation Project was ap-
proved on a motion made by Councilwoman McGinnis and seconded by Council-
man Evans .

Resolution 78-376 authorizing release of $3 , 087 , 000 in pledged securities
was approved on a motion made by Councilman McGinnis and seconded by Coun-
cilman Combs .

Resolution 78-377 authorizing the filing of an application with the Urban
Mass Transportation Administration for transit operating assistance funds
(to be reimbursed $224 , 847 . 00) and setting the date of January 9, 1979
for a Public Hearing was approved on a motion made by Councilman Evans
and seconded by Councilwoman 11cGinnis .

Councilman Williams briefed the Council on his trip to the National League
of Cities conference held in St . Louis , Missouri . Air . Williams compared
the plight of most cities represented at the conference and President Jimmy
Carter 's speech reflecting his plans toward "tight money" budgeting to
fight inflation, to point out that the city of Beaumont is faring very well
and still has the financial ability
to progress .

Ms. Joyce Gallier , 4259 Grandberry , addressed Council to present a petition
containing approximately 640 names requesting electronic signal lights be
placed at strategic places on Lavacca and Sarah Streets between University
Drive and Fourth Street .
Mr . L. P. Kinnear, 2395 Park Street , addressed Council to complain about
high cost of gas and also to ask that the resurfacing of Park Street be
remedied to allow access to driveways without scraping bottoms of cars .
Mr . J. C. Leggett , 1849 Washington Boulevard, addressed Council to complain
about deep holes on Orange Street at its intersections at Easy and Blanchette
Streets .

There being no further business , the meeting was recessed before continu-
ing with the City Council Workshop Session .
