CITY COUNCIL - CITY OF BEAUMONT
HELD OCTOBER 31 , 1978
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas ,
met in regular session this the 31st day of October , 1978 , with the
following present :
HONORABLE : Maurice Meyers Mayor
Tom Combs , Jr . Councilman, Ward I
Vi McGinnis Councilwoman, Ward II
Calvin Williams Councilman , Ward III
Leroy Evans Councilman , Ward IV
Ray Riley City Manager
Kenneth Wall City Attorney

The Invocation was given by the Reverend Claude Payne, St . Mark' s Episco-
pal Church.
The Pledge of Allegiance was led by Councilwoman McGinnis.

Mayor Meyers thanked Mrs. Delia Harrington for her gifts of grapefruit
to the Council and City Manager.

Mayor Meyers issued the following proclamations : "Crop ;"fork Day for
World Hunger in Beaumont" - November 4, 1978 and "Ducks Unlimited Day
in Beaumont" - November 1 , 1978 .

The Minutes of the regular City Council session held October 24 , 1978 ,
were approved on a motion made by Councilwoman McGinnis and seconded by
Councilman Combs.

Resolution 78-355 authorizing the City Manager to execute an agreement
with the State Department of Highways and Public Transportation for traf-
fic signal improvements at the intersection of Park and Railroad (Spur
380) was approved on a motion made by Councilwoman McGinnis and seconded
by Councilman Evans.

Resolution 78-356 authorizing payment of $2 , 023 .46 to Hi-Flay Equipment
Company for emergency repairs to a Warner-Swasey Gradeall used by the
Street Division for the ditching program was approved on a motion made
by Councilman Combs and seconded by Councilman Evans.

Resolution 78-357 authorizing the acceptance for City maintenance of
water, sewer and street improvements in Gulf Terrace (Landis Lane west
of Shelby approximately 1036. 20 feet ) was approved on a motion made by
Councilwoman McGinnis and seconded by Councilman Williams.

Resolution 78-358 authorizing the acceptance for City maintenance the
water, sewer and street improvements in Gri.ffing Villa, Unit I (Pindo
Circle from Walker Road eastward 910 feet ) was approved on a motion made
by Councilman Combs and seconded by Councilwoman McGinnis.

Resolution 78-359 authorizing the acceptance for City maintenance the
water , sewer and street improvements in Woodland Oaks , Section I (portions
of Lind Lane, Brace Drive, Rue Lane and Oaks Lane) was approved on a motion
made by Councilman Evans and seconded by Councilman Combs .

Resolution 78-360 authorizing the acceptance of two (2) utility easements
from Rimcon, Inc. for Westpark Townhomes was approved on a motion made by
Councilman Combs and seconded by Councilman Evans .

Miss Lisa Ferguson, Lamar University Government student assigned currently
to City government , invited everyone to Lamar ' s week-long homecoming acti-
vities.

There being no further business , the meeting was continued for the City
Council workshop session.
