HELD OCTOBER 24 , 1978
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met
in regular session this the 24th day of October, 1978 , with the following
present :

The Invocation was given by the Reverend David McKechnie, St . Andrews
Presbyterian Church.
The Pledge of Allegiance was led by Councilman Combs .

Mayor Meyers recognized Ms. Caroline Lewis, Governor' s Office of Energy
Resources, who invited all to a seminar on better methods of Energy
Conservation to be held in Beaumont on November 1st .
Mayor Meyers introduced Ms. Lisa Ferguson , Lamar University Government
student , who will attend Council meetings as part of a Lamar University
program for help to the City.

The Minutes of the regular City Council session held October 17 , 1978 ,
were approved on a motion made by Councilwoman McGinnis and seconded by
Councilman Combs.

Ordinance No. 78-104 authorizing a zoning change from R-2 to LR-1 for a
2. 24 acre tract located in the 1300 Block of Florida Avenue (requested
by Albert J. Price, Sr. ) was considered:

Resolution 78-350 authorizing Change Order #15 to the contract with H. A.
Lott , Inc. in the amount of $172,641 . 00 for revisions to commissary and
concessions in the Exhibition Hall was approved on a motion made by Coun-
cilman Combs and seconded by Councilman Williams.

Resolution 78--351 authorizing the award of annual contracts to Keown Supply
Company for furnishing sand-cement admix at $11 . 80 per cubic yard and to
Rose City Sand Corporation for furnishing river sand at $1 . 00 per cubic
yard was approved on a motion made by Councilman Williams and seconded by
Councilwoman McGinnis.

Resolution 78-352 authorizing the award of a contract to Thermal Supply Com-
pany for furnishing four (4) heaters for the Fire Department ' s Maintenance
Shop at a cost of $1 , 151 . 36 was approved on a motion made by Councilwoman
McGinnis and seconded by Councilman Combs.

Resolution 78353 authorizing payment of $4, 193 . 00 to Larmore, Inc. for
moving existing furniture and fixtures to the new Municipal Office Build-
ing was approved on a motion made by Councilman Combs and seconded by
Councilwoman McGinnis.

Resolution 78-354 endorsing proposed Constitution amendment providing for
issuance of revenue bonds by political subdivisions to create employment
opportunities was approved on a motion made by Councilwoman McGinnis and
seconded by Councilman Combs.

Mr. Jim Sellen, Chamber of Commerce' s Economic Development Foundation and
member of the "Statewide Jobs for Texans" committee, addressed Council in
appreciation for the resolution endorsing State issuance of revenue bonds
by political subdivisions.
Mr. J. C. Leggett , 1849 Washington Boulevard, addressed Council to again
complain about proposed removal of signal lights from several intersections.

There being no further business, the meeting was recessed before continu-
ing with the City Council Workshop Session.
