Councilman, Ward I Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Absent : Vi McGinnis Councilwoman , Ward II Ray Riley City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend Roger Shuemate , North End United Methodist Church. The Pledge of Allegiance was led by Councilman Combs . -000- Mayor Meyers issued the following proclamation : "Grease Day in the Triangle" - July 17 , 1978 . -000- The Minutes of the regular City Council session held June 27 , 1978 , were approved on a motion made by Councilman Evans and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Ordinance No . 78-74 transferring $8 , 200 from the General Fund Contingency to General Fund Account 34-309 (Fire Department ) and authorizing the ad- vertising for bids for replacing a gasoline engine on Snorkle 1 with a new 671 Detroit Diesel engine was considered : ORDINANCE NO. 78-74 ENTITLED AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF BEAUMONT FOR THE FISCAL PERIOD COMMENCING OCTOBER 1 , 1977 , AND ENDING SEPTEMBER 30, 1978 , BY TRANSFERRING $8 , 200 FROM THE GENERAL FUND CONTINGENCY ACCOUNT TO GENERAL FUND ACCOUNT NO. 34- 309; AND AUTHORIZING THE ADVERTISEMENT OF BIDS FOR REPLACING A GASOLINE ENGINE ON SNORKLE 1 WITH A NEW 671 DETROIT DIESEL ENGINE. The ordinance was approved on a motion made by Councilman Combs and secon- ded by Councilman Evans . Question : Ayes : All Nayes : None -000- A resolution authorizing the award of bid to Ashbrook-Simon-Hartley in the amount of $106, 389 for furnishing sludge dewatering equipment for the Waste- water Treatment Plant was considered. July 11 , 1978 Councilman Combs made a motion to approve the resolution ; Councilman Evans seconded the motion. Mr. Richard Gray, representative of Komline-Sanderson Engineering Corpora- tion of Peapack, New Jersey, addressed Council to request that bid award be delayed until a proposed test of his equipment scheduled for July 24th is made. Councilman Evans made a motion to table the resolution ; Councilman Combs seconded the motion. Question : Ayes : All Nayes : None -000- Resolution 78-230 authorizing the award of bid to Plains Machinery Company in the amount of $27 ,200. 00 for furnishing one (1) Gallion 503 Series L Motor Grader for use by the Street Division was approved on a motion made by Councilman Combs and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Ordinance No . 78-75 authorizing a zoning change from R-3 to R-1 for Blocks 2-11 and portions of Blocks 1 and 5, Highland Heights Addition, located in the 200, 300 and 400 Blocks of East Church; the 3600 Block of Smythe Street ; and the 200, 300 and 400 Blocks of East Pipkin, was considered : ORDINANCE NO. 78-75 E"ITITLED AN ORDINANCE AMENDING CHAPTER 42 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS, AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS AS INDICATED UPON THE ZONING MAP OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS , BY CHANGING BLOCKS 2-11 , AND PORTIONS OF BLOCKS 1-5 , OUT OF THE HIGHLAND HEIGHTS ADDITION, LOCATED IN THE 200, 300 AND 400 BLOCKS OF EAST PIPKIN, BEAUMONT, JEFFERSON COUNTY, TEXAS, AS HEREINAFTER DESCRIBED PRESENTLY ZONED "R-3" TO "R-1" ; PROVIDING FOR SEVERABILITY AND PROVIDING A PENALTY. Councilman Combs made a motion to approve the ordinance; Councilman Evans seconded the motion . Mrs . Lillian Barbin, 2390 Emile, owner of property located at 195 E. Pipkin at 3600 Smythe, addressed Council in opposition to the zoning change. Mrs. Emma Hamm, 385 E. Church, spoke in favor of the zoning change. After further discussion , the question on the motion was called. Question : Ayes : All Nayes : None -000- Resolution 78-231 authorizing Change Order No . 11 to the contract with H. A. Lott , Inc . for the Civic Center Project , #070-74-011 , to alter the piling caps on the canopy in the amount of $2, 325. 00, was approved on a motion made by Councilman Evans and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Resolution 78-232 authorizing release of $2, 000, 000 in Securities by the American National Bank (total pledged - $46,447 , 000) was approved on a motion made by Councilman Evans and seconded by Councilman Combs . Question : Ayes : All Nayes : None July 11 , 1978 Resolution 78-233 authorizing an oil , gas and mineral lease of 64 acres in the H. Williams Survey known as Morgan to Charles R. Stubblefield for $1 ,600. 00 and 1/6 royalty was approved on a motion made by Councilman Combs and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 78-234 authorizing the City Manager to execute an agreement with the State Department of Highways and Public Transportation for railroad crossing and signal improvements for the railroad crossing of the Atchison , Topeka and Santa Fe Railroad main line with Concord Road was approved on a motion made by Councilman Williams and seconded by Councilman Combs. Question : Ayes : All Nayes : None Mr . Martin Zoller, 655 Zavalla, addressed Council to complain of railroad signals staying on and the hazards to motorists. -000- Resolution 78-235 setting the date of July 25 , 1978 , for a Facility Plan Public Hearing (Sanitary Sewer System) was approved on a motion made by Councilman Evans and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Mr . I . D. Buckley, Vice-President of the Beaumont Chapter of Texas Senior Citizens, addressed Council to request consideration for raising property tax exemption for senior citizens from $5, 000 to $10, 000. Mrs . J. C.
