HELD JANUARY 31 , 1978
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met
in regular session this the 31st day of January, 1978 , with the following
present :

Church.
The Pledge of Allegiance was led by Councilwoman McGinnis .

Mayor Ritter issued the following proclamations : "National Salesman 's
Month in Beaumont" - February, 1978, and "Jefferson County Airport Day _.
in Beaumont" - February 6, 1978 .

The Minutes of the regular City Council session held January 24, 1978 ,
were approved on a motion made by Councilwoman McGinnis and seconded by
Councilman Evans.

Resolution 78-42 authorizing advertising for bids for furnishing one (1)
postage meter for use by the Building Maintenance Department was approved
on a motion made by Councilman Evans and seconded by Councilwoman McGinnis.

Resolution 78-43 rejecting a bid received from Vulcan Sign & Stampings , Inc .
for furnishing sign hardware for the Traffic and Transportation Department
because it did not meet specifications was approved on a motion made by
Councilwoman McGinnis and seconded by Councilman Evans.

An ordinance authorizing a zoning change from R-1 (Single Family Dwelling)
to LR-1 (Local Retail District ) of a 2. 56 acre tract described generally
as a portion of Lots 1 and 2 , Block 7, Wescalder Fig Acres Subdivision,
located on the southwest corner of the intersection of Washington Blvd.
and Major Drive was not considered because the applicant has not furnished
the legal description of the property.

Ordinance No. 78-10 authorizing a zoning change from R-2 (Two Family and Mul-
tiple Dwelling) to C-1 (Neighborhood Commercial) of a 1 . 65 acre tract des-
cribed generally as a portion of the Clara Meyer Tract , located approximately
300 feet north of Treadway Road, between Concord Road and the Eastex Freeway
frontage road and approximately 500 feet south of Concord Road was considered :

An ordinance authorizing a zoning change from R-1 (Single Family Dwelling)
to R-2M (Medium Density Multiple Dwelling District) of a 3 . 75 acre tract
described generally as a portion of the A. Savery League, located on the
southwest corner of Braeburn Lane and Major Drive was not considered today
because 3/4 or 4 members of Council needed for approval were not present .

Resolution 78-44 authorizing the City Manager to execute an agreement with
the firm of Garrod and Associates to provide all engineering services for
third-year street improvements in Census Tract 17 at an amount not to exceed
$36, 500 (str(-�-%s - Lamar from Brooklyn to Verone, Stewart from Brooklyn to
Verone, Schwarner from Irving to Carroll and Porter from Irving to Poplar)
was approved on a motion made by Councilman Evans and seconded by Council-
woman McGinnis.

Resolution 78-45 authorizing Change Order No. 5 in the amount of $7 ,010. 00
with H. A. Lott , Inc . for installation of secondary electrical service to
the Municipal Office Building and Exhibition Hall was approved on a motion
made by Councilwoman McGinnis and seconded by Councilman Evans.

Resolution 78-46 reappointing Charles Bullock, Ellsworth Sperling and Ray-
mond Noack for two-year terms to the Plumbing and Mechanical Board of Review
was approved on a motion made by Councilman Evans and seconded by Council-
woman McGinnis.

Resolution 78-47 reappointing Abe Millgram, William Key, John S. McDonald,
Don Streety and Howard Caywood to the Tax Equalization Board at $100. 00
per day was approved on a motion made by Councilwoman McGinnis and seconded
by Councilman Evans.

Resolution 78-48 approving the estimated budget ($223 ,427. 00) for the Beau-
mont Convention and Visitors Bureau; and authorizing the City Manager to en-
ter into a contract with the Bureau for 75% of the hotel/motel occupancy tax
was approved on a motion made by Councilman Evans and seconded by Council-
woman McGinnis .

Resolution 78-49 calling a public hearing on the application of Gulf States
Utilities Company for a rate increase to be held Tuesday, February 7, 1978
was approved on a motion made by Councilwoman McGinnis and seconded by
Councilman Evans.

Mrs . Delia Harrington, 815 Willow, addressed Council concerning problems
with trash at 1032 and 900 McFaddin, water meters at 487 Pearl and drainage
at 898 Grand Street .

DILAPIDATED STRUCTURES HEARING

3050 & 3052 DOROTHY STREET (DUPLEX) : In answer to questions by Mr . Nichols ,
Mr. Hardy stated that these structures did meet the definition of dilapi-
dated structures as defined in the city ordinance and recommended they be
condemned. Mr. Dock Phillips, Jr, owner of the property, addressed Council
to request an extension of time so that repairs to the structure can be
made. Councilman Evans made a motion to condemn the structures and allow
60-days for repairs to be made; Councilwoman McGinnis seconded the motion.

NEXT TO 1485 MADISON (GARAGE) : In answer to questions by Mr. Nichols, Mr.
Hardy stated this structure meets the definition of dilapidated structure as
defined in the city ordinance and recommended it be condemned. Mr . Budwine ,
owner , addressed Council to request that an extension of time be allowed so
that repairs to the structure can be made. Councilman Evans made a motion
to condemn the structure and allow 60-days for repairs to be made; Council-
woman McGinnis seconded the motion.
