CITY COUNCIL - CITY OF BEAUMONT
HELD SEPTEMBER 20, 1977
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas, met
in regular session this the 20th day of September, 1977 , with the follow-
ing present :

The Invocation was given by the Reverend Steve Sampson , Charisma Christian
Center.
The Pledge of Allegiance was led by Councilman Williams .

Mayor Ritter issued the following proclamations : "Allison Liggett Day in
Beaumont" - September 20, 1977 and "P.T.A. Week in Beaumont" September
18-23 , 1977.

Mayor Ritter recognized Government students from Beaumont Charlton Pollard
High School in attendance at today 's meeting.

The Minutes of the regular City Council session held September 13 , 1977 ,
were approved on a motion made by Councilwoman McGinnis and seconded by
Councilman Evans .

Resolution 77-269 authorizing the award of bid to East Texas Service Corpora-
tion for furnishing valves with accessories for the Water Distribution Divi-
sion in the amount of $1 , 568. 00 was approved on a motion made by Councilman
Cash and seconded by Councilwoman McGinnis.

Resolution 77-270 authorizing the acceptance, for City maintenance, the
water , sanitary sewer, storm sewer , and street improvements in Pine Glen
Addition , Block 1 , Lots 1-10 and Block 2 , Lots 1-10 (Kristin Lane) was
approved on a motion made by Councilman Williams and seconded by Council-
man Evans . -

Resolution 77-271 authorizing the City Manager to make application to the
Law Enforcement Assistance Administration and the Criminal Justice Division
of the Governor ' s Office for a Discretionary Grant for a research and com-
munications unit for the Police Department was approved on a motion made by
Councilman Cash and seconded by Councilman Evans.

Resolution 77-272 authorizing the City Manager to execute Change Order #4
to the Fair Park Arena (CAP 45-P-01 -- 073-74-021) contract with 'Spaw-Glass
for additional 10 ' high chain link fence and 6 ' gate at a cost of 83 ,434 .00
was approved on a motion made by Councilwoman McGinnis and seconded by Coun-
cilman Evans.

Resolution 77-273 appointing W. W. Phillips, Jr. ; Mark Steinhagen; Charles D.
Glass; Herbert Joseph and Gilbert Adams, Sr. to serve two year terms begin-
ning September 20, 1977 on the City Board of Development and designating
W. W. Phillips, Jr. as Chairman was approved on a motion made by Councilman
Cash and seconded by Councilwoman McGinnis .

PUBLIC HEARING for the PROPOSED BUDGET FOR FISCAL YEAR 1977-78 was declared
open.
Mrs. Delia Harrington, 815 Willow, addressed Council to request funds to
solve problems with the sewer in the 28-2900 Block of Grand Avenue.
There being no other citizens wishing to address Council concerning the
proposed budget , the hearing was closed.

Resolution 77-274 certifying the assessment roll for 1977 (total taxable
property of $593 , 920,480 based upon 60`0 market value) was approved on a
motion made by Councilwoman McGinnis and seconded by Councilman Williams

Ordinance No. 77-99 providing for the levying, assessing, and collecting
of ad valorem taxes for the year 1977 was considered :

ENTITLED AN ORDINANCE PROVIDING FOR THE
LEVYING, ASSESSING AND COLLECTING OF AD
VALOREM TAXES FOR THE YEAR 1977 FOR THE
PURPOSES OF PROVIDING A GENERAL FUND, A
CAPITAL IMPROVEMENT FUND, AND A SINKING
FUND TO MEET THE PAYMENT OF ALL BONDED
INDEBTEDNESS OF THE CITY OF BEAUMONT AND
THE PAYMENT OF ACCRUING INTEREST THEREON;
AND PROVIDING FOR SEVERABILITY.
The ordinance was approved on a motion made by Councilman Williams and
seconded by Councilman Cash.

Ordinance No . 77-100 appropriating funds for the fiscal year 1977-78 and
adopting the budget for the year 1977-78 ; and adopting the General Revenue
Sharing Budget for 1977-78 was considered :

ENTITLED AN ORDINANCE REFERRED TO AS THE "ANNUAL
APPROPRIATING ORDINANCE" ADOPTING A BUDGET FOR
THE ENSUING FISCAL PERIOD BEGINNING OCTOBER 1 ,
1977 , AND ENDING SEPTEMBER 30, 1978 , IN ACCORDANCE
WITH THE CHARTER OF THE CITY OF BEAUMONT, APPORTION-
ING THE FUNDS OF THE CITY OF BEAUMONT; PROVIDING FOR
LINE-ITEM TRANSFERS ; REPEALING ALL ORDINANCES OR PARTS
OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR
SEVERABILITY.

by Councilwoman McGinnis .

Ordinance No. 77-101 establishing the number of positions and the rates of
pay in the Fire and Police Departments was considered:

ENTITLED AN ORDINANCE AMENDING CHAPTER 12 ,
SECTIONS 12-19 and 12-20 ESTABLISHING
POSITIONS AND PAY GRADES IN THE POLICE AND
FIRE DEPARTMENTS ; PROVIDING FOR SEVER,ABILITY
AND PROVIDING FOR REPEAL.
The ordinance was approved on a motion made by Councilman Cash and seconded
by Councilman Evans.

Resolution 77-275 adopting the five-year Capital Program was approved on a
motion made by Councilman Evans and seconded by Councilwoman McGinnis.

Mrs. Delia Harrington, 815 Willow, asked that the City adopt an ordinance
regulating the height of C-B antennas. She complained about television
and telephone interference caused by a 45 ' high antenna at 850 Grand.
Mr. George McLaughlin , Vice President of Student Affairs at Lamar Univer-
sity , addressed Council to request consideration be given to amending the
Alcoholic Beverage Ordinance to exclude universities from the distance re-
quirement to allow for sale of alcoholic beverages on campus .
Reverend R. C. Pemberton, 4310 Coolidge, spoke in opposition to the re-
quested change of the alcoholic beverage ordinance.
Richard Wyche, 30 Morrogh, asked that turning lanes be designated at the
intersections of Calder & 11th Street and 'North and 11th Street . The City
Manager told him that the project was not complete and that the lanes would
be marked with reflectorized buttons before completion of the project .
Reverend_-Tracy Bledsoe of the Lamar Baptist Church, Reverend Harold Ealcomb
of North End Baptist Church, Mr. Roy Huckaby of 550 Weatherford Place, Dr.
Roy Lambert , Superintendent of Missions of the Golden Triangle Baptist Asso-
ciation and Mr. Gene ,Vestbrook, a student at Lamar University, addressed
Council in opposition to the requested change of the alcoholic beverage ordi-
nance which would allow sale of alcoholic beverages on the Lamar campus .

There being no further business, the meeting was recessed before continuing
with the City Council Workshop Session .
