HELD MAY 10, 1977
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas,
met in regular session this the 10th day of May, 1977, with the follow-
ing present:

The Invocation was given by the Reverend Dyson Nickle, St. James Episco-
pal Church.
The Pledge of Allegiance was led by Councilman Cash.

Mayor Ritter issued the following proclamations : "YMBL Week in Beaumont"
May 15-21, 1977; "Bicycle Safety Week in Beaumont" - May 8-14, 1977 ;
"National Transportation Week in Beaumont" - May 15-21; and "Goodwill Week
in Beaumont" - May 8-14 , 1977.

Ordinance No. 77-50 abandoning a 2. 68 acre portion of Dowlen Road contin-
gent upon completion of construction of a new portion of Dowlen Road to
replace same was considered:
ORDINANCE NO. 77-50
ENTITLED AN ORDINANCE VACATING AND ABANDONING
A PORTION OF DOWLEN ROAD BETWEEN FOLSOM ROAD
AND THE PROPOSED DOWLEN ROAD CUT-OFF IN THE
CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS, AS
DESCRIBED HEREIN; PROVIDING THAT SAID ABANDON-
MENT SHALL BE EFFECTIVE UPON THE COMPLETION OF
NEW DOWLEN ROAD TO BE SUBSTITUTED THEREFORE;
AND SUSPENDING SUBSECTION 42-5 (7) , TO THE EX-
TENT IT MAY BE IN CONFLICT HEREWITH, UNTIL THE
PASSAGE OF THIS ORDINANCE BECOMES EFFECTIVE.
The ordinance was approved on a motion made by Councilwoman McGinnis and
seconded by Councilman Evans.

Resolution 77-136 authorizing the acceptance, for City maintenance, the
water, sanitary sewer, storm sewer, and street improvements in Longmeadow
Addition, Block 1, Lots 1-14; Block 2, Lots 1-27; and Block 3, Lots 1-15;
Shenandoah Drive and Shiloh Drive; was approved on a motion made by Coun-
cilwoman McGinnis and seconded by Councilman Cash.

Resolution 77-137 authorizing the acceptance, for City maintenance, the
water, sanitary sewer, storm sewer, and street improvements in Park North
Addition, Block 8 , Lots 1-32 and Block 9, Lots 1-26 (Roadrunner Lane,
Springdale Lane, and Park North Drive) was approved on a motion made by
Councilwoman McGinnis and seconded by Councilman Cash.

Resolution 77-138 authorizing the City Manager to enter into an agreement
with Streety Enterprises to participate in oversize street paving of
Shakespeare and Westgate Drives and oversize water lines; and enter into
an agreement with Schaumburg & Polk, Consulting Engineers for engineering
services for these projects (Revenue Sharing funds will be used) was approved
on a motion made by Councilman Cash and seconded by Councilman Evans.

19A OF THE CODE OF ORDINANCES OF THE CITY OF
BEAUMONT, TEXAS, TO BE ENTITLED "MASSAGE PAR-
LORS : " PROVIDING DEFINITIONS; PROVIDING FOR
A REQUIREMENT FOR A BUSINESS LICENSE; PROVIDING
FOR MASSAGISTS ' PERMITS; PROVIDING FOR CERTAIN
EXEMPTIONS; PROVIDING FOR A MASSAGE ESTABLISH-
MENT LICENSE FEE; ESTABLISHING APPLICATION RE-
QUIREMENTS FOR MASSAGE ESTABLISHMENT LICENSES;
PROVIDING FOR MASSAGISTS PERMIT FEES; ESTAB-
LISHING APPLICATION REQUIREMENTS FOR MASSAGISTS'
PERMITS; PROVIDING CERTAIN EXEMPTIONS; PROVIDING
FOR ISSUANCE OF LICENSES AND PERMITS; PROVIDING

ded by Councilwoman McGinnis.

Resolution 77-139 authorizing the City Manager to execute an amendment
to the freeway lighting agreement with the State of Texas was approved
on a motion made by Councilwoman McGinnis and seconded by Councilman
Evans.

Mr. L. P. Kinnear, 2395 Park ' Street, addressed Council in opposition to
a possible rate increase request by Gulf States Utilities Company (not
yet received by the City of Beaumont) .

ing with the City Council Workshop Session.
