HELD APRIL 26, 1977
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas,
met in regular session this the 26th day of April, 1977, with the follow-
ing present:

The Invocation was given by the Reverend Andrew Radke, Evangelical
Temple.
The Pledge of Allegiance was led by Councilman Cash.

The Mayor issued the following proclamations : "Elk' s National Youth
Week in Beaumont" - May 2-8 , 1977; "Beta Sigma Phi Day in Beaumont" -
April 27 , 1977; "John Henry Faulk Day in Beaumont" - April 29, 1977;
"Consumer Credit Week in Beaumont" - April 25 - May 1, 1977; "Law Day
USA in Beaumont" - May 1 , 1977; "Secretaries Week in Beaumont" - April
24 - 30, 1977; "National Radio Month in Beaumont" - May, 1977 ; and
"Optimists ' Respect for Law Week in Beaumont" - May 1-7 , 1977.

The Minutes of the regular City Council session held April 19 , 1977, were
approved on a motion made by Councilman Evans and seconded by Councilman
Cash.

Resolution 77-128 authorizing the advertising for bids for furnishing a
classroom & storage building at the Fire Training Grounds was approved on
a motion made by Councilwoman McGinnis and seconded by Councilman Evans.

tlesolution 77-129 authorizing the execution of an annual contract (May 1,
Ja977 through April 30 , 1978) with Jack's Tire Service for furnishing new
t.iuck, heavy equipment and farm tires; and for retreading and section
repairing was approved on a motion made by Councilwoman McGinnis and se-
c,)n ed by Councilman Evans.

Resolution 77-130 authorizing the purchase of an exchange transmission
for a 1961 Ingram Roller from R. B. Everett Company of Houston at a cost
of $1,075. 00 was approved on a motion made by Councilman Cash and se-
conded by Councilwoman McGinnis.

Resolution 77-131 authorizing the acceptance, for City maintenance, the
water, sanitary sewer, storm sewer, and street improvements in Pine Glen
Addition, Block 2 , Lots 16-22 and Block 3 , Lots 9-15, was approved on a
motion made by Councilman Cash and seconded by Councilwoman McGinnis.

Resolution 77-132 authorizing final payment to E. R. Dupuis in the amount
of $16,148 . 57 for construction of Booker and South Fifth Streets Assess-
ment Paving Program #8 , was approved on a motion made by Councilwoman
McGinnis and seconded by Councilman Cash.

Ordinance No. 77-42 allocating and appropriating $2,765 in funds receiva-
ble from a contribution by General Indicator (Scoreboard) Corporation
to Fair Park Arena was considered:

ENTITLED AN ORDINANCE AMENDING THE BUDGET OF
THE CITY OF BEAUMONT FOR THE FISCAL PERIOD
COMMENCING OCTOBER 1 , 1976, AND ENDING SEPTEMBER
30 , 1977 , BY ALLOCATING AND APPROPRIATING
$2,765. 00 TO THE FAIR PARK ARENA FUND; AP-
PROVING CHANGE ORDER NO. 3; PROVIDING FOR
SEVERABILITY AND PROVIDING FOR REPEAL.
The ordinance was approved on a motion made by Councilwoman McGinnis and
seconded by Councilman Cash.

Resolution 77-133 authorizing the release of the following weed liens
was considered: George Battles ($17. 95) , A. L. Devine ($8 . 00) S. Fein-
berg Estate ($95. 00) , Gulf Building & Loan Company (11 liens @ $55. 00
each) , Charles F. Hogwood (2 at $15. 00, $20. 00, 3 at $55. 00) , Cecil
Pritchett ($17. 44) and Carl C. Smith ($17 . 31) . The Resolution was ap-
proved on a motion made by Councilwoman McGinnis and seconded by Council-
man Evans.

Mr. Raymond Chaison, 1130 Lamar Street, addressed Council to ask that
ordinances dealing with dangerous structures be enforced for the Charlton
Pollard School site which he says has become a haven for criminals. He
-1so asked for more trash pickup in the Census Tract 17 area.
"kiss . Charlotte Thibodeaux, 3430 S. Major Drive, addressed Council to pre-
� r.4. a. petition containing 23 names of residents of S. Major Drive pro-
3ting the proposed zoning change (requested by Phelan Properties) from
1 to R-1 , R-lA, R-2 and LR-1 for 642. 63 acres located on the east side
of S. Major Drive. Mrs. Thibodeaux was told the public hearing for this
zoning change had been held previously but she was allowed to present her
petition to Council . Patrick and Michael Phelan agreed to meet with
property owners to explain their proposals for the possible 15-year program.

There being no further business, the meeting was recessed before continu-
ing with the City Council Workshop Session.
