The Pledge of Allegiance was led by Councilman Evans. -000- The Mayor issued the following proclamations: "Join Today - PTA Week" - Sep- tember 20-24 , 1976 and "Constitution Week in Beaumont" - September 17-23 , 1976 . -000- The Minutes of the regular City Council session held September 7 , 1976, were approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- Resolution 76-260 authorizing the advertising for bids for employees ' group health and life insurance was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes: All Nayes : None -000- Ordinance No. 76-98 transferring funds to various deparrments within the Gen- eral Fund to cover current fiscal year' s cost-of-living increase was consid- ered: ORDINANCE NO. 76-98 ENTITLED AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF BEAUMONT FOR THE FISCAL PERIOD COMMENCING OCTOBER 1, 1975, AND ENDING SEPTEMBER 30, 1976 , BY TRANSFERRING $202 ,442 . 00 FROM EXCESS REVENUES AND $14 , 000. 00 FROM ACCOUNT NO. 24-101 TO VARIOUS SALARY ACTIVITY ACCOUNTS . The ordinance was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes : All Nayes : None -000- -147- September 14 , 1976 Resolution 76-261 authorizing payment for insurance policies coverage in the amount of $125,535 (Stone, Doiron & Wolfrom - $20,612; Williamson Insurance - $22,475; Sherlock Insurance Agency - $20,612; Maida Insurance Agency - $20,612; T. E. Moor & Company - $20,612; J. S. Edwards - $20,612 for Comprehensive DDD & Depositors, Forgery Coverage, Standard Boiler & Machinery Policy, Fire & Ex- tended Coverage, Explosion, Vandalism & Malicious Mischief) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes: All Nayes: None -000- Resolution 76-262 authorizing the retention of Underwood Neuhaus & Company as fiscal agent and Vinson, Elkins, Searls, Connally & Smith as bond attorneys for the sale of certificates of obligation for the construction of the Fair Park Arena (CAP 45-P-01 -- 073-74-021) was considered. Councilwoman McGinnis made the motion to approve this resolution; it was secon- ded by Councilman Evans. Councilman Cash made an amended motion to use Revenue Sharing funds - if they become available - instead of Certificates of Obligation. The motion failed for lack of a second. Question: Ayes: All Nayes: None -000- City Manager announced the second public hearing on the proposed 1976-77 Budget will be held on Friday, September 24 , 1976, at 10 : 00 a.m. -000- Mr. L. P. Kinnear, 2395 Park Street, addressed Council in opposition to the proposed construction of the Orleans Street Mall area and also questioned con- tracts between utility companies and natural gas suppliers (opposed to the high utility rates) . Mr. W. E. Kinnear, 1810 Washington Boulevard, addressed Council in opposition to the proposed construction of the Orleans Street Mall area. Mr. J. C. Leggett, 1849 Washington Boulevard, addressed Council in opposition to the proposed construction of the Orleans Street Mall area and high utility rates.
