BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in
regular session this the 6th day of July, 1976, with the following present:

The Minutes of the regular City Council session held June 29 , 1976 , were ap-
proved on a motion made by Councilman Evans and seconded by Councilman Cash.

An ordinance authorizing a zoning change from R-2 (Two Family and Multiple
Dwelling) to C-2 (Central Commercial) of a 2 .41 acre tract of land described
as the North 1/2 of Lot 15, Block 3 , Wescalder Fig Acres Addition, located in
the 1200 Block of Reynolds Road on the east side of Reynolds Road (requested
by Bill Coffey) was cons, dered,-.

ZONING MAP OF THE CODE OF ORDINANCES OF
BEAUMONT, TEXAS, BY CHANGING THE ZONING
CLASSIFICATION OF A 2. 41 ACRE TRACT OF
LAND LOCATED IN THE 1200 BLOCK OF REYMONDS
ROAD ON THE EAST SIDE OF REYNOLDS ROAD TO
THE CITY OF BEAUMONT, COUNTY OF JEFFERSON,
STATE OF TEXAS, ACCORDING TO THE MAP OR
PLAT OF SAID TRACT OF LAND ON FILE IN THE
OFFICE OF THE COUNTY CLERK OF JEFFERSON
COUNTY, TEXAS, PRESENTLY ZONED "R-2" , TO
"C-2" ; PROVIDING FOR SEVERABILITY; AND

Ordinance 76-75 authorizing the abandonment of a portion of Prutzman Road right-
of-way, located in the 5400 Block of Prutzman Road between Calder Avenue and
Dowlen Road, was considered: (request by C. T. Friday)

ENTITLED AN ORDINANCE VACATING AND ABANDON-
ING A PORTION OF PRUTZMAN ROAD RIGHT-OF-WAY
LOCATED IN THE 6400 BLOCK OF PRUTZMAN ROAD
BETWEEN CALDER AVENUE AND DOWLEN ROAD TO THE
CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS,
PROVIDING THAT A GENERAL UTILITY EASEMENT IS
RETAINED, AS DESCRIBED HEREIN.
The ordinance was approved on a motion made by Councilwoman McGinnis and se-
conded by Councilman Evans.

Resolution 76-204 accepting a donation from E. J. Sherlock for property (10,200
square feet - N 50 ' Lot 177 and all Lot 178, Block 38 , Original Townsite of Beau-
mont - market value $28 ,000) needed in conjunction with the Pearl-Orleans Con-
nector (071-74-151) was approved on a motion made by Councilman Cash and secon-
ded by Councilwoman McGinnis.

Resolution 76-205 authorizing filing of proceedings in eminent domain to ac-
quire a tract of land out of Tract 34 , Plat B-11 in the J. W. Bullock League
(extension of Sarah Street) was approved on a motion made by Councilwoman Mc-
Ginnis and seconded by Councilman Evans.

- resolution authorizing filing of proceedings in eminent domain against all
claimants of interest in the south side of Sarah Street from Broussard to Bob
Street was held for action on request by Legal Department Staff.

seconded by Councilman Evans.

Resolution 76-208 authorizing the execution of a Quitclaim Deed to Dennis Bell
(successful bid at Sheriff' s sale - Harrison Addition) was approved on a motion
made by Councilman Cash and seconded by Councilman Evans.

Resolution 76-209 authorizing acceptance of a grant in the amount of $99 ,000
to establish a full service crime laboratory (Criminal Justice Grant) was ap-
proved on a motion made by Councilman Cash and seconded by Councilwoman McGimis.

Resolution 76-210 authorizing acceptance of a grant in the amount of $99 ,899
to implement an automated records system (Criminal Justice Grant) was approved
on a motion made by Councilwoman McGinnis and seconded by Councilman Cash.

The first reading of an ordinance granting the Atchison, Topeka, and Santa Fe
Railway Company a renewal franchise for Track No. 75 , which runs along and
across Long Avenue between North Pearl Street and Pine Street, was held:
AN ORDINANCE
AN ORDINANCE GRANTING TO THE ATCHISON, TOPEKA
AND SANTA FE RAILWAY COMPANY, ITS SUCCESSORS, ASSIGNS
AND LESSEES, THE RIGHT AND PRIVILEGE TO MAINTAIN AND
OPERATE INDUSTRIAL SPUR TRACK NO. 75 FROM A POINT IN
LONG AVENUE AT A DISTANCE OF 192 FEET, MORE OR LESS,
IN, UPON, OVER AND ACROSS SAID STREET IN THE CITY OF
BEAUMONT, JEFFERSON COUNTY, TEXAS, IN ACCORD WITH
EXHIBIT ATTACHED HERETO; PROVIDING THAT SAID TRACK
SHALL BE USED ONLY FOR THE PURPOSE OF LOADING, UN-
LOADING AND SWITCHING TO INDUSTRIAL TRACKS SERVING COM-
MERCIAL ENTERPRISES; PROVIDING REGULATIONS AND RESTRIC-
TIONS FOR THE USE OF SAID TRACKS; PROVIDING THAT SUCH

PROVIDING FOR INDEMNIFICATION OF THE CITY OF BEAUMONT.
The ordinance was passed to its second reading on a motion made by Councilman
Evans and seconded by Councilwoman McGinnis.

Ordinance 76-76 - third and final reading - granting the Atchison, Topeka and
Santa Fe Railway Company a renewal franchise for Spur Track 85 , crossing the
intersection of Main and Blanchette Streets was considered:

AN ORDINANCE GRANTING TO THE ATCHISON, TOPEKA, AND
SANTA FE RAILWAY COMPANY, A DELAWARE CORPORATION
ITS SUCCESSORS, ASSIGNS AND LESSEES, THE RIGHT AND
PRIVILEGE TO MAINTAIN AND OPERATE ITS INDUSTRY LEAD
TRACK NO. 85 FROM A POINT IN THE SOUTHEASTERLY LINE
OF BLANCHETTE STREET TO A POINT IN THE NORTHEASTERLY
LINE OF MAIN STREET AT A DISTANCE OF 110 FEET, MORE
OR LESS, IN, OVER AND ACROSS SAID STREETS IN THE
CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS, IN ACCORD
WITH EXHIBIT ATTACHED HERETO: PROVIDING THAT SAID
TRACK SHALL BE USED ONLY FOR THE PURPOSE OF LOADING,
UNLOADING AND SWITCHING TO INDUSTRIAL TRACKS SERVING
COMMERCIAL ENTERPRISES; PROVIDING REGULATIONS AND

Mr. Gerald D. White, 4325 Flamingo Lane, addressed Council to request a stop
sign or traffic signal be installed at the intersection of West Virginia and
Avenue A.
