HomeMy WebLinkAboutMIN MAY 18 1976 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT MAY 18 , 1976 BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 18th day of May, 19769 with the following present: HONORABLE: Ken Ritter Mayor Don Cash Councilman, Ward I Vi McGinnis Councilwoman, Ward II Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Kenneth Wall City Attorney Myrtle Corgey City Clerk Ronald E. Platt Asst. City Manager -000- The Invocation was given by Councilman Cash, The Pledge of Allegiance was led by Councilman Evans . -00c- Mayor Ritter issued the following proclamations : "Heart Study & Licensed Voca- tional Nurses Week" - May 22-29 , 1976 and "National Public Works Week" - May 23-29, 1976 . -000- Authorization to advertise for bids for the widening of Fourth Street from Rock- well Street to Gilbert Street was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams. Question: Ayes : All Nayes : None -000- Ordinance 76-62 restricting parking in the City parking lot was considered: ORDINANCE NO. 76-62 ENTITLED AN ORDINANCE RESTRICTING PARKING IN THE CITY PARKING LOT; REQUIRING A PARKING PERMIT FOR USE OF SAID PARKING LOT; PROVIDING FOR A PRESUMPTION THAT THE REGISTERED OWNER PARKED SAID VEHICLE; PROVIDING A PENALTY; PRO- VIDING FOR SEVERABILITY AND PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilwoman McGinnis and secon- ded by Councilman Evans. Question: Ayes : All Nayes: None -000- Resolution 76-157 authorizing the City Manager to submit an application to the Federal Highway Administration for the construction of a bikeway demonstration project was approved on a motion made by Councilman Evans and seconded by Coun- cilman Williams. Question: Ayes: Mayor Ritter Nayes : Councilwoman McGinnis Councilman Cash Councilman Williams Councilman Evans -000- -78- May 18 , 1976 Resolution 76-158 authorizing emergency repairs be made to the transmission of the 1972 Allis Chalmers 12G Dozer, City #50-0664 , used by the Solid Waste De- partment, in the maximum amount of $5 ,800 , was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -000- Ordinance 76-63 establishing the Community Development Advisory Committee to provide for 25 members was considered: ORDINANCE NO. 76-63 ENTITLED AN ORDINANCE AMENDING ORDINANCE NO. 76-27 PASSED FEBRUARY 24 , 1976 , TO PROVIDE FOR TWENTY-FIVE (25) MEMBERS OF THE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE; PROVIDING THE TERM FOR SAID MEMBERS; PROVIDING FOR SEVER- ABILITY; AND PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis. Question: Ayes : All Nayes : None -060- Resolution 76-159 appointing members to the Community Development Advisory Com- mittee was considered: RESOLUTION No. 76-159 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the following persons are hereby appointed to one-year terms on the Com- munity Development Advisory Committee: Olivia Gonzales, Sharon McCabe, Jim Swicegood, Walter Keneson and Patty Cantella® The following persons are hereby appointed to two-year terms on the Com- munity Development Advisory Committee: Charles V. Hill, Carl Levy, Connie Flatten, Mary Landry, A. B. Bernard, Jr. , Chick Dollinger, Marie Hubbard, Clarence Jackson, and David Taylor. The following persons are hereby appointed to three-year terms on the Community Development Advisory Committee: Regina Rogers, Richard Haussner, Marilyn Adams, Shirley Gleason, Dave Martin, E. P. Pierre, Raymond Chaison, Collis Cannon, James A. Sheffield, George Self. is hereby appointed Chairman of said committee and Clarence Jackson is hereby appointed Vice Chairman of said committee. Question: Ayes : All Nayes: None -000- Reverend Sam Jernigan, 5010 Browning, spoke in favor of b; keways and aidewaiks and asked that the citizens of Beaumont be allowed to decide whether, sidewalks and bikeways are high priority items for the City, Mr. James Henderson, 1145 Lamar, extended pe--sonal Invil--atfon to Council to attend a "town meeting" June 5th beginning at 9 : 00 a ,m, at the Knights of Peter Claver Hall on Carroll Street for the residents of Census Tract 17 . The -801- May 18 , 1976 meeting is designed as a, Workshop for residents to rebuild their area in con- junction with the $4 . 4 million Cortu twit y Development Block want funds to be used in Census Tract 17 . Mrs. Myrna Brocato, 195 Ridgeland, addressed Council in: favor of bikeways .
