CITY COUNCIL - CITY OF BEAUMONT
HELD JANUARY 27, 1976
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in
regular session this the 27th day of January, 1976 , with the following present:

The Invocation was given by the Reverend Claude E. Payne, St. Mark' s Episcopal
Church.
The Pledge of Allegiance was led by Councilwoman McGinnis.

The Mayor issued one proclamation: "Children' s Dental Health Week in Beaumont"
February 1-7 , 1976.

The Minutes of the regular session of the City Council held January 20, 1976,
including an excerpt of the Community Development Block Grant discussion,
were approved on a motion made by Councilman Cash and seconded by Councilwoman
McGinnis.

- resolution authorizing the award of bids for furnishing an annual maintenance
agreement on the closed circuit TV equipment in the Police Department to Coas-
tal Electronics Company, in the amount of $1,877 .10, this being the only bid
received was considered. Councilman Cash made a motion to approve; the motion
died for lack of a second. After a brief discussion, it was decided that the
matter would be discussed at a Workshop Session.

Resolution 76-30 authorizing the award of bids for furnishing one (1) 1250 GPM
pumper truck for the Fire Department to American LaFrance, in the amount of
$66, 974 . , this being the lowest and best bid received to meet specifications,
was approved on a motion made by Councilwoman McGinnis and seconded by Council-
man Evans. (replacement for 1960 model put into reserve)

Resolution 76-31 authorizing the renewal of contracts for petroleum products
with Gulf Oil (for furnishing gasoline) and Union 76 (for furnishing diesel,
kerosene, oils, and greases) for the period February 1, 1976 through January
31, 1977 , was approved on a motion made by Councilman Evans and seconded by
Councilwoman McGinnis.

Resolution 76-32 authorizing the purchase of a piece of sculpture "Muse" by
Charles Umlauf in the amount of $2,000 (Mobil Foundation donation of $2,000
is for the sculpture only, the base is not included) for the Beaumont Public
Library, was approved on a motion made by Councilwoman McGinnis and seconded
by Councilman Cash.

Resolution 76-33 authorizing the award of bids for furnishing one (1) 25-cubic
yard front loader for the Solid Waste Department for $15,449. 00 to Perfection
Cobey was approved on a motion made by Councilman Cash and seconded by Coun-
cilwoman McGinnis.

Resolution 76-34 authorizing the award of bids for furnishing five (5) 20-cubic
yard rear loaders for the Solid Waste Department, in the amount of $16 ,000. 00
to Pak-Mor Manufacturing, this being the lowest and best bid received, was ap-
proved on a motion made by Councilman Cash and seconded by Councilman Evans.

An ordinance establishing an area on Multimax property for the use of mini-bikes
and providing for restrictions on the use thereof was considered:
ORDINANCE NO. 76-12
ENTITLED AN ORDINANCE AUTHORIZING THE OPERATION
OF MINI-BIKES AND MOTORCYCLES ON A PORTION OF
MULTIMAX VILLAGE; PROVIDING REQUIREMENTS AND
LIMITATIONS ON SAID OPERATION; PROVIDING FOR
SEVERABILITY; PROVIDING FOR REPEAL; AND PROVID-
ING A PENALTY.
The ordinance was approved on a motion made by Councilman Williams and seconded
by Councilman Evans.

Resolution 76-35 authorizing the City Manager to execute a traffic signal agree-
ment between the City of Beaumont and the State Department of Highways and Pub-
lic Transportation (Eastex Freeway and Crow Road) was approved on a motion made
by Councilman Cash and seconded by Councilman Evans.

Resolution 76-36 accepting dedication from John M. Blackwell of a drainage
easement across Lot 21, Block 8 , Home Addition, required for the proposed drain-
age system for the Home Addition Assessment Paving Project to serve Perth Drive;
and expressing the City' s appreciation for the dedication, was approved on a
motion made by Councilwoman McGinnis and seconded by Councilman Williams .

Resolution 76-37 granting a pipe line permit to Butler Drilling Company to
cross Frint Drive, east of Fannett Road, with a temporary 2" gas line (to be
bored under the street) was approved on a motion made by Councilman Evans and
seconded by Councilman Cash.

Resolution 76-38 authorizing reimbursement to Sun Pipeline Company for the cost
of adjusting and lowering their pipeline crossing the Delaware Street Revenue
Sharing Project #RS-T-12, in the amount of $4 ,810. 00, was approved on a motion
made by Councilman Cash and seconded by Councilwoman McGinnis.

Resolution 76-39 authorizing Change Order No. 1 to Daniels Construction Company
contract, Athletic Complex (change specifications for concession areas from
alphalt to concrete at no additional cost) was approved on a motion made by
Councilwoman McGinnis and seconded by Councilman Evans.

Resolution 76-40 approving the budget and authorizing the City Manager to extend
a renewal contract for the Economic Development Foundation for the period Janu-
ary 1, 1976 through December 31, 1976, was approved on a motion made by Council-
man Cash and seconded by Councilwoman McGinnis.

Resolution 76-41 authorizing the release of a weed lien against Betsy Marie
Knighton, in the amount of $26. 85, was approved on a motion made by Councilman
Cash and seconded by Councilman Evans.

Councilman Cash read the following petition:
"To the Mayor and City Councilmen
We, all the neighbors on Reynolds Road and Faggard Road wish to complain about
the parking on the road at the Knights of Columbus. There seems to be plenty
of land for parking without blocking our roads.
Complaints have been made to the Police Department, but instead of doing any-
thing about it, they're out here directing traffic and parking the cars.
Thanking you in advance for all you can do. "
The petition contains 21 signatures.

Mr. Maurice Luguette, Box 36, Silsbee, Texas, addressed Council to compliment
the Police Department.

Council commended the Staff for the improved railroad crossings in the City.

Mr. Eddie Whitnell, Director of Traffic and Transportation, told Council that
8100 citizens had ridden the new buses on "Nickel Days" - January 26, 1976.
Council suggested that C_B. radios be used on the new buses until the new facil-
ity is finished.

with the Council Workshop Session.
