CITY COUNCIL - CITY OF BEAUMONT
HELD DECEMBER 9, 1975
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in
regular session this the 9th day of December, 1975, with the following present:

The Invocation was given by the Reverend F. A. Washer, Westminster Presbyterian
Church.
The Pledge of Allegiance was led by Councilman Cash.

Mayor Ritter issued one proclamation: Forest Park Trojans "Dan Pastorini Days
in Beaumont" - December 8 & 9, 1975.

The Minutes of the regular City Council session held November 25, 1975, were
approved on a motion made by Councilman Cash and seconded by Councilwoman
McGinnis.

Resolution 75-439 authorizing the award of bids for furnishing 1/2-ton through
one-ton trucks for the City to Myron Gray Chrysler Center in the total amount
of $7,027 .68 and GMC-Dixie in the total amount of $53 ,518 . 00, these being the
lowest and best bids received to meet specifications, and authorizing the re-
jection of bids received for furnishing three (3) one-ton flat bed trucks was
approved on a motion made by Councilman Evans and seconded by Councilman Cash.

Resolution 75-440 authorizing the award of bids for furnishing reef oyster shell
for various City departments to Keown Supply in the amount of $4 . 97 per cubic
yard for the 90-day period December 9, 1975 through March 8 , 1976 , this being
the lowest and best bid received was approved on a motion made by Councilman
Evans and seconded by Councilman Cash.

Resolution 75-441 authorizing the award of bids for furnishing an annual con-
tract for the purchase of PVC or ABS drain pipe in 6" and 8" sizesfor Water
Utilities Department to Coburn Supply Company ' in the amounts of $0.777 per
foot for 6" and $1. 386 per foot for 8" PVC pipe, this being the lowest and
best bid received, was approved on a motion made by Councilwoman McGinnis and
seconded by Councilman Evans.

Resolution 75-442 authorizing the award of informal bids to Kinsel Ford, Inc.
to repair a 1975 Ford Police Interceptor Patrol Car, No. 1054 , in the approxi-
mate amount of $1, 000. 00, was approved on a motion made by Councilwoman McGinnis
and seconded by Councilman Evans.

Rejection of all bids for furnishing four (4) compact cars, seven (7) staff
cars, and fifteen (15) police cars and consideration of authorizing the read-
vertising was approved on a motion made by Councilwoman McGinnis and seconded
by Councilman Evans.

Ordinance 75-72 abandoning a portion of Travis Street between Elizabeth and
Magazine Streets, subject to the retention of the entire 60 ' x 240 ' area as a
general utility easement (request by Comet Construction Company) was considered:

SIXTY FOOT (601 ) BY TWO HUNDRED FORTY FOOT (2401 )
PORTION OF TRAVIS STREET IN THE CITY OF BEAUMONT,
JEFFERSON COUNTY, TEXAS, AS DESCRIBED HEREIN.
The ordinance was approved on a motion made by Councilman Evans and seconded by
Councilwoman McGinnis.

Resolution 75-443 authorizing water service to Loeb Baptist Church (City to be
reimbursed for cost of installation of meter, water line and water), located out-
side the City in Hardin County, was approved on a motion made by Councilwoman
McGinnis and seconded by Councilman Cash.

Resolution 75-444 authorizing and directing the Community Development Department
to commence negotiation with landowners for right-of-way needed in the Sarah
Street Project, CIP 11-ST-122, in accordance with "Summary of Appraisal Reports"
approved by the City Council, was approved on a motion made by Councilwoman
McGinnis and seconded by Councilman Cash.

Resolution 75-445 authorizing American National Bank to pledge additional se-
curities in the amount of $390, 000 was approved on a motion made by Councilwoman
McGinnis and seconded by Councilman Evans.

Resolution 75-446 authorizing the purchase of eighteen (18) R. L. Polk Di-
rectories for various City offices, in the total amount of $1,170. 00, was
approved on a motion made by Councilman Cash and seconded by Councilwoman
McGinnis.

Resolution 75-447 authorizing payment to Wathen, DeShong and Henderson for spe-
cial audit of Texas State Library Grants to the City of Beaumont for the period
of July 1, 1974 through August 31, 1975, in the amount of $275. 00, and audit
and consulting service in conjunction with the audit of the City of Beaumont
for the year ended September 30, 1975, in the amount of $9,335.00, for a total
amount of $9,610. 00, was approved on a motion made by Councilman Evans and se-
conded by Councilwoman McGinnis.

Appointment of Councilman Cash as ad hoc member of the Airport Advisory Commit-
tee and Councilwoman McGinnis as ad hoc member of the Transit Study Committee
were approved on a motion made by Councilman Evans and seconded by Mayor Ritter.

Councilwoman McGinnis invited all citizens to attend the City of Beaumont' s
137th Birthday Party to be held in the City Auditorium and Mall Area December
16, 1975 from 11: 00 a.m. to 1 :00 p.m.

Mr. Larry Hayes, 3950 Garden, addressed Council to register a complaint against
the Police 'Department's screening procedures for employment saying that he was
rejected without reasons given after taking a polygraph examination.
The City Manager is to investigate the matter and report findings to Council.
