HomeMy WebLinkAboutMIN AUG 12 1975 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD AUGUST 12, 1975 BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 12th day of August, 1975, with the following present: HONORABLE: Ken Ritter Mayor Don Cash Councilman, Ward I Vi McGinnis Councilwoman, Ward II Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Appointed Officials: Howard McDaniel Acting City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Father Eugene Farrel, Our Mother of Mercy Catholic Church® The Pledge of Allegiance was led by Councilman Cash. -000- The Mayor issued one proclamation: Lions ' "Operation Slow Down Day in Beaumont" August 18, 19750 -000- The Minutes of the regular session of the City Council held August 5, 1975, were approved on a motion made by Councilman Williams and seconded by Council- man Cash. Question: Ayes: All Nayes: None -000- Resolution 75-277 authorizing the award of bids for traffic signal equipment (10 traffic controllers) to Eagle Signal Company, in the amount of $23,691.60, this being the lowest bid received, was approved on a motion made by Council- man Evans and seconded by Councilman Cash , Question: Ayes: All Nayes : None -000- Resolution 75-278 authorizing the award of informal bids for furnishing print- ing of Bond Sale Brochures to Lamb' s in the amount of $1, 276000 , this being the best bid received was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes: Mayor Ritter Nayes: Councilman Cash Councilwoman McGinnis Councilman Williams Councilman Evans ®o0'- Resolution 75-279 authorizing services and materials to renovate Room L187 and Room L168 A, B, and C (Police and Municipal Court Building ® CIP 11-B-01) not to exceed $5, 200. 00, was approved on a motion made by Councilman Cash and seconded by Councilman Evans® Question: Ayes: All Nayes : None -000- -139- August 12, 1975 Resolution 75-280 authorizing the City Manager to apply to the South East Texas Resource Conservation and Development Project for development grant for River- front Park (to be funded through U. S. Department of Agriculture) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams, Question: Ayes: All Nayes : None -000® Resolution 75-281 authorizing payment to Beaumont Armature Works for emergency repairs to the Main Mobil Oil Transformer at the Water Production Plant, in the amount of $1, 865. 00 (to be reimbursed by Mobil Oil) was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis. Question: Ayes: Mayor Ritter Abstained: Councilman Evans Councilman Cash Councilwoman McGinnis Councilman Williams _000- Resolution 75-282 authorizing the release of weed liens (Phillip Horwitz - $17 . 19 and Ray McDill - $55. 00) was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes: None -000- Resolution 75-283 authorizing the filing of proceedings in eminent domain against Mr. and Mrs. Temple 0. Looney (for the northeast corner of Goodhue at Phelan Boulevard) was approved on a motion made by Councilman Cash and seconded by Councilman Evans. Question: Ayes : All Nayes: None -000- The City Manager' s proposed budget for the fiscal year 1975-76 was presented and the public hearing for the budget was scheduled for August 26, 1975, irmme- diately following the regular City Council session on a motion made by Council- woman McGinnis and seconded_by Councilman Evans. Question: Ayes: All Nayes : None -000® Resolution 75-284 accepting and adopting the Master Plan for Fair Park and authorizing immediate construction of trailer park facilities and demolition of horse stalls was considered. Mr. Tommy Leicht, Young Men' s Business League, told Council the Y.M.B.L. is anxiously looking forward to these improvements. Mr. Kenesaw Bernsen, 2271 Fillmore, asked if the Pony League Ballpark would be moved for these improvements. He was told no. The resolution was approved on a motion made by Councilwoman McGinnis and se- conded by Councilman Evans. Question: Ayes: All Nayes : None -000- Resolution 75-285 authorizing the City to engage the architectural services of Dickson, Dickson & Bullock for design of Fair Park Improvements (at a fixed fee of $57, 000 . 00) was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis . Question: Ayes: All Nayes : None Mr. 0. C. Galloway, Spindletop Foundation, told Council time was of the essence for these improvements because of the Fair and Horse Show schedules . -000- -140® August 12, 1975 Resolution 75-286 authorizing the retention of Orgain, Bell & Tucker, Attorneys, to represent the City in an eminent domain case (additional land for the sani- tary landfill) was approved on a motion made by Councilman Cash and seconded by Councilwoman McGinnis® Question: Ayes: All Nayes : None -000- The reappointment of Mr. Curtis Linton for a three-year term to serve on the Civil Service Commission was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Kinnear, 1810 Washington, representing the Beaumont Chapter of the Texas Senior Citizens, addressed Council to request that the Tax Homestead Ex- emption for Senior Citizens over the age of 65 be raised from $3,000 . 00 to $5, 000. 00. Rabbi B. M. Wallach addressed Council to request a bicycle ordinance be adopted for registration and annual inspection of safety features such as lights, re- flectors and brakes. Mr. Kenesaw L.
