The Minutes of the regular City Council session held June 17 , 1975, were ap-
proved on a motion made by Councilwoman McGinnis and seconded by Councilman
Cash.

Resolution 75-223 authorizing the award of informal bids for furnishing tee
shirts for the Police Department® s Summer Youth Program to Mark' s in the
amount of $1,190. 10 (funded by Criminal Justice grant) , this being the lowest
and best bid received, was approved on a motion made by Councilman Evans
and seconded by Councilwoman McGinnis.

After much discussion, Councilman Cash made a motion that LR-1 zoning be al-
lowed; Councilman Evans seconded the motion. Mr. Wall, City Attorney, ad-
vised Council that an ordinance for LR-1 zoning had not been prepared but
could be for consideration next week. The motion and second were withdrawn
and action tabled for one week on recommendation of the City Attorney.

Resolution 75-225 authorizing payment to the Eastin-Phelan Distributing Cor-
poration for library materials in the amount of $1,051. 64 (Pilot Club gift of
$1, 000. 00 and City cost of $51. 64 from general funds) was approved on a motion
made by Councilman Evans and seconded by Councilwoman McGinnis.

Resolution 75-226 authorizing payment to Steinman, Gordy & Huffhines ($2,467.42);
Gruen Associates, Inc. ($6, 489 . 13) ; and Pitts, Phelps & White ($2,751012) for
architectural services in reimbursable costs for the month of May on the Civ#
Center Complex (CAP 45-B-01) was approved on a motion made by Councilwoman Mc7
Ginnis and seconded by Councilman Cash.

Resolution 75-227 authorizing acquisition of right-cf-way for Lavaca Street
Project was approved on a motion made by Councilman Cash and seconded by Coun-
cilwoman McGinnis.

Resolution 75-228 authorizing final payment to Work and Daniels Construction
Company in the amount of $10,000 for the Central Library Building Project (CIP
11-B-02) was approved on a motion made by Councilman Evans and seconded by
Councilman Cash.

Councilman Evans suggest that consideration be given during budget discussions
to opening the Library on Sunday afternoons . Mrs. Rienstra, 213 W. Caldw000,
and a member of the Library Commission, urged increased funding for the Library.

Resolution 75-229 authorizing all but 5% for retainage on Contract III-C (CIP
12-SS-043) with Holloway Sand & Gravel Company was approved on a motion made
by Councilwoman McGinnis and seconded by Councilman Cash.

Resolution 75-230 authorizing the City Manager to enter into a contract with
the U. S. Civil Service Commission and the Intergovernmental Personnel Programs
Division for technical services on Phase III of the Personnel Study (study not
to exceed $10, 000 and to be funded by C.E.T.A. ) was approved on a motion made
by Councilwoman McGinnis and seconded by Councilman Cash.

Resolution 75-231 approving Supplemental Agreement No. 2 to the Phelan Boule-
vard Revenue Sharing Project (RS-T-11 - total cost $42 , 521. 00/property owners
portion $19 ,813 . 00 and city portion $22 , 708 .00) was approved on a motion made
by Councilman Cash and seconded by Coidncilman Evans.

Resolution 75-232 authorizing the City Manager to execute a contract with South-
western Lab for soil test necessary for the transit building design (CAP 45-1
TS-01 - test cost not to exceed $1, 200. 00 and 80% reimbursable) was approved
on a motion made by Councilwoman McGinnis and seconded by Councilman Evans.

Resolution 75-233 authorizing the City Manager to execute a lease contract be-
tween the City of Beaumont and San Jacinto Savings & Loan Association for a
period of five years covering the land at the southwest corner of the inter,
section of the southbound surface road of IH 10 North & Calder Avenue at an
annual rental of $336 . 00 was approved on a motion made by Councilman Cash and
seconded by Councilman Evans. In answer to an earlier question concerning
the possible sale of this property, the City Manager told Council that this
land could be in the a..Aqnment of '--he proposed Lamar Freeway and should be
retained until that determination '_s made.

Resolution 75-234 authorizing release of tax judgments against Mike Lopez,
Samuel J. Gasaway, Thurston House, Mary Balston, Lovella Linder, Willie P.
Williams, Julian A, Mazzola, John Carabin, Paul Sam, Donald H. Taft, and
Robert Lee Stoker was approved on a motion made by Councilman Cash and secon-
ded by Councilman Williams.

Resolution 75-235 authorizing the City Manager to execute an amended contract
with C. A, Kohler for engineering services on the Transit Maintenance Facility
(CAP 45-TS-01) was approved on a motion made by Councilman Cash and seconded

Ordinance 75-44 adopting the Ciassification-Compensation Plan as on file in
the City Clerk ' s 0_ffice as of June 24 , 1975 , and to become effective July 1,
1975, was ccnsidered:

CODE OF ORDINANCES OF THE CITY OF BEAUMONT BY RE-
PEALING SECTIONS 12-34 AND 12-35 AND PROVIDING NEW
SECTIONS 12-34 AND 12-35, ADOPTING A NEW POSITION
CLASSIFICATION-COMPENSATION PLAN FOR THE CITY OF
BEAUMONT; PROVIDING AN EFFECTIVE DATE; PROVIDING
FOR SEVERABILITY AND REPEALING ALL ORDINANCES AND
PARTS OF ORDINANCES IN CONFLICT HEREWITH.
The ordinance was approved on a motion made by Councilman Evans and seconded
by Councilman Williams .,

Resolution 75-236 ratifying the proposed contract between the City of Beaumont
and Local #491 of the International Brotherhood of Police Officers, effective
October 1, 1975, was approved on a motion made by Councilwoman McGinnis and
seconded by Councilman W-Jillams.

Mayor Ritter commended Howard McDaniel and the Police Officers involved in col-
lective bargaining and said we are pleased that we have reached an agreement.
Mr. McDaniel thanked Council for setting guidelines for discussions and Chief
Bauer and the Legal Department for help in developing the strategy used by the
City. He commended the police officers involved for their sincerity and hard
work in reaching the -agreement,
Detective Don Geen, President of the IBPO Local #491, addressed Council to ex-
press his appreciation to the management of the City and Mr. McDaniel , the
City Attorney and Chief Bauer for "the fine manner in which they handled them-
selves . We gave the citizens a look at how collective bargaining can work. "

Mr. McDaniel introduced Mr, Ronald E. Platt (former manager of Public Utilities
Customer Service Division) as the new Assistant City Manager.

Lt. Jack McCanne presented Alien Woolley, Jim Dowies , Terry Pelz and George
Rienstra who are Lamar University Criminal Justice Interns working with the
Beaumont Police Department.

Mr. C. R. "Chick" Dollinger, Jr. , 630 22nd Street, addressed Council to commend
the Beaumont Police Department for the outstanding job of security afforded Mr.
Ronald Reagan during his stay in Beaumont.
Mr. Fairburn Moseley, President of the 011, Chemical, & Atomic Workers Interna-
tional Union, Local #4-243 and Member of the CAP Steering Committee, addressed
Council to urge that the mandate of the CAP Committee to construct the Madison
Street Underpass first be done. Mr. Moseley was told that even though this
project will be 100% funded by the Clty, we must wait until the Texas Highway
Department determines t=hf alignment of the proposed Lamar Freeway. He also
told Council that he was opposed to reactivating the CAP Committee.
Mr. Walt Kaczmarz , 8755 Homer, addressed Council to ask why Civic Center facil-
ities had not been visited prior to the CAP election. Mr. Kaczmarz was told
this is generally not done by municipalities because expenses would have been
incurred before knowing whether or not citizens wanted this type facility.
Reverend W. W, Como, Precinct 12 election judge, addressed Council to commend
them for the -,ob being done.

Mayor Ritter recognized Mr. Duffee, Entex.
Mr. L, A, Duffee, District Manager of Entex, 1050 22nd Street, presented a
request for rate increase for Council consideration.
This item is to be discussed in a future workshop session after an analysis
by the Manager and Finance.

It was announced that a Neighborhood Meeting is scheduled for 7 :30 p.m. , June 26 ,
1975, at the All Saints School, to discuss the widening of Delaware.

The meeting was reconvened for this hearing with the following present:

3476 West Euclid Street - In answer to questions by Mr. Nichols, Mr, Hardy said
this structure had 18 violations to the Dangerous Structure Ordinance and re-
commended it be condemned and ordered demolished by the Council. Mr. Fred All-
red, owner, requested additional time to repair this structure. After discus-
sion, it was decided that the structure be condemned but Mr. Allred be allowed
60 days to make substantial repairs after obtaining a remodeling permit on a
motion made by Councilman Evans and seconded by Councilman Cash.

2146 Irving Street (Front) - In answer to questions by Mr. Nichols, Mr. Hardy
said this structure has 28 violations to the Dangerous Structure Ordinance and
that it would cost in excess of 50% to rehabilitate the structure. He recom-
mended it be condemned and ordered demolished by the City Council. Mrs. Jef-
ferson, owner, told Council that she would like to be able to find someone to
tear down the structure for her,, A motion to condemn and order demolished was
made by Councilman Cash and seconded by Councilman Evans .

7727 Broussard Road - In answer to questions by Mr. Nichols , Mr. Hardy said
this structure has 22 violations to the dangerous structure ordinance and re-
commended it be condemned and ordered demolished by the City Council. Rev. W.W.
Como, Chairman and Trustee Board member of the Trinity Valley District Associa-
tion, told Council that his group agreed the structure needed to be demolished
but did not have the equipment to accomplish this . He asked if he might be
given an estimate of the costs involved with the City crews demolishing. After
a discusslon by staff and Council, it was agreed that an estimate could be made.
A motion to condemn and order demolished was made by Councilman Cash and secon-
ded by Councilman Evans .

104 , 120 & 130 Avenue A - In answer to questions by Mr. Nichols, Mr. Hardy said
that 104 Avenue A has 18 violations to the Dangerous Structure Ordinance, 120
Avenue A has 19 violations to the Dangerous Structure Ordinance, and 130 Avenue
A has 17 violations to the Dangerous Structure Ordinance. He recommended they
be condemned and ordered demolished. Such a motion was made by Councilwoman
McGinnis and seconded by Councilman Evans.

130 Avenue A, Rear #18 & #20 - in answer to questions by Mr. Nichols, Mr. Hardy
said that there were 39+ violations to the Dangerous Structure Ordinance and
recommended it be condemned and ordered demolished. Such a motion was made by
Councilman Cash and seconded by Councilman Evans.

4020 Agnes Street - In answer to questions by Mr. Nichols, Mr. Hardy said there
are twenty-two violations to the Dangerous Structure Ordinance and recommended
it be condemned and ordered demolished. Such a motion was made by Councilman
Williams and seconded by Councilman Evans .

1360 Andrus Alley - in answer to questions by Mr. Nichols, Mr. Hardy said there
are 24 violations to the Dangerous Structure Ordinance and there is 60,%+ deter-
ioration; he recommended it be condemned and ordered demolished. Such a motion
was made by Councilwoman McGinnis and seconded by Councilman Cash.

1408 , 1416 , 1421, 1424 , 1429 , & 1432 Andrus Alley - In answer to questions by
Mr. Nichols, Mr, Hardy said the follbwing violations to these structures are as
follows : 1408 (18 violations) , 1416 (14 violations) , 1421 (19 violations) ,
1424 (16 violations) , 1429 (21 violations) , and 1432 (19 violations) . He re-
commended these structures be condemned and ordered demolished. Such a motion
was made by Councilman Evans and seconded by Councilman Williams.

structure has 26 violations to the Dangerous Structure Ordinance and he re-
commended it be condemned and ordered demolished. Such a motion was made by

205 Bonnie May Ct. - In answer to questions by Mr. Nichols, Mr. Hardy said there
are 27 violations to the Dangerous Structure Ordinance and recommended it be-
condemned and ordered demollshed. Such a motion was made by Councilman Evans
and seconded by Councilman Williams .

structure has 19 violations and recommended it be condemned and ordered demol-

Hardy said there are 23 violations to the Dangerous Structure Ordinance and

1348 Collis Street - In answer to questions by Mr. Nichols, Mr. Hardy said
there are 21 violations to the Dangerous Structure Ordinance and recommended
it be condemned and ordered demolished. Such a motion was made by Councilman

1420 Corley Street (Rear Garage) - In answer to questions by Mr. Nichols, Mr.
Hardy said there are 7 violations to the Dangerous Structure Ordinance and re-
commended this garage be condemned aid 'oj°pered demolished. Such a motion was
made by Councilwoman McGinnis and seconded by Councilman Evans.

1265 Craig Street (Garage Apt. ) - In answer to questions by Mr. Nichols, Mr.
Hardy said there are 25 violations to the Dangerous Structure Ordinance and the
structure is 60%+ deteriorated. He recommended it be condemned and ordered
demolished. Such a motion was made by Councilman Evans and seconded by Coun-
cilwoman McGinnis.

Mr. Hardy said there are 22 violations to the Dangerous Structure Ordinance and
recommended the structure be condemned and ordered demolished. Such a motion
was made by Councilman Williams and seconded by Councilman Evans.

there are 23 violations to the Dangerous Structure Ordinance and recommended it
be condemned and ordered demolished. Such a motion was made by Councilman Evans

2927 Glenwood - In answer to questions by Mr. Nichols, Mr. Hardy said there are
21 violations' to the Dangerous Structure Ordinance. He said the owner had
asked for 60 days to start rehabilitation of the structure. He recommended the
structure be condemned and ordered demolished but that the owner be given 30
days to make substantial repairs to the structure. Such a motion was made by
Councilman Cash and seconded by Councilwoman McGinnis.

this structure has 17 violations to the Dangerous Structure Ordinance; he re-
commended the structure be condemned and ordered demolished. Such a motion

26 violations to the Dangerous Structure Ordinance and recommended it be

there are 34 violations to the Dangerous Structure Ordinance and recommended

10520 Vinson Road - In answer to questions by Mr. Nichols, Mr. Hardy said the
structure had burned and there are 40 violations to the Dangerous Structure
Ordinance and recommended it be condemned and ordered demolished. Such a motion
was made by Councilman Williams and seconded by Councilman Evans.

9782 Wall Street - In answer to questions by Mr. Nichols, Mr. Hardy said there
are 20 violations to the Dangerous Structure Ordinance and recommended it be
condemned and ordered demolished. Such a motion was made by Councilman Williams
and seconded by Councilman Evans .

3575 Washington Blvd . (I, II, III & IV) - In answer to questions by Mr. Nichols,
Mr. Hardy said these structures are in violation of the Dangerous Structure
Ordinance as follows: I - 22 violations, II - 23 violations, III - 12 viola-
tions, and IV - 14 violations. He recommended these structures be condemned
and ordered demolished. Such a motion was made by Councilman Evans and secon-
ded by Councilman Williams.

A discussion concerning the demolition of the structures was again held and
Council was told they would receive a report from the Manager' s Office shortly.
