CITY COUNCIL - CITY OF BEAUMONT
HELD JUNE 3, 1975
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in
regular session this the 3rd day of June, 1975, with the following present:

The Invocation was given by Rev. Hoyt Hudgens, Minister of Education, North End Baptist Church.
The Pledge of Allegiance was led by Councilman Cash.

Mayor Ritter issued one proclamation: "Licensed Vocational Nurses Week" - June 1-7, 1975.

The Minutes of the regular City Council session held May 27 , 1975 , were approved
on a motion made by Councilwoman McGinn.-Is and seconded by Councilman Evans.

Resolution 75-204 authorizing the award of bids for furnishing a Combination
Oil Field Type Body for a 30,000 GVW Winch Truck to Williams Machine Shop in
the amount of $6,375. 90, this being the best bid received, was approved on a
motion made by Councilman Williams and seconded by Councilwoman McGinnis.

Resolution 75-205 authorizing the sale at Public Auction vehicles and other
items per listing (Schedule A) attached (Auction to be held June 28 , 1975)
was approved on a motion made by Councilman Evans and seconded by Councilman
Cash.

Ordinance 75-39 (amendatory ordinance to the Assessment Paving Ordinance) was
considered:

ENTITLED AN ORDINANCE ESTABLISHING A PROGRAM AND
POLICY OF RESIDENTIAL STREET PAVING ASSESSMENT
BY THE CITY' OF BEAUMONT, TEXAS; PROVIDING FOR
AVAILABILITY OF ASSESSMENT PAVING; PROVIDING FOR
APPLICATION BY THREE-FOURTHS OF THE PROPERTY OW-
NERS AND TWO-THIRDS OF TOTAL PROPERTY FRONTAGE
OR THREE-FOURTHS OF TOTAL PROPERTY FRONTAGE AND
TWO-THIRDS OF PROPERTY OWNERS; PROVIDING FOR AS-
SESSMENT RATES; PROVIDING FOR CITY PAYMENT FOR
ALL COSTS OF STORY, SEWERS AND APPURTENANCES;
PROVIDING FOR FINANCE OF STREET ASSESSMENT CER-
TIFICATES BY THE CITY AND MONTHLY PAYMENTS; PRO-
VIDING A POLICY WITH REFERENCE TO THE PAVING OF

approved on a motion made by Councilman Evans and seconded by Councilman Wil-
liams:

Ordinance 75-40 authorizing the amendment to the Operating Budget for 1974-75
was considered:
ORDINANCE NO. 75-40
ENTITLED AN ORDINANCE AMENDING THE BUDGET OF THE
CITY OF BEAUMONT ADOPTED SEPTEMBER 24 , 1974 , FOR
THE FISCAL PERIOD BEGINNING OCTOBER 1, 1974 , AND
ENDING SEPTEMBER 30 , 1975, BY TRANSFERRING $50,000
FROM CONTINGENCY ACCOUNT NO. 79-420 TO VARIOUS
OTHER CITY ACCOUNTS AND TRANSFERRING $268 ,438 FROM
UNAPPROPRIATED RESERVES TO VARIOUS OTHER CITY AC-
COUNTS.
The ordinance was approved on a motion made by Councilman Evans and seconded
by Councilman Williams.

A motion setting a public hearing on dilapidated structures for June 24 , 1975,
was made by Councilwoman McGinn-is- and ' seconded by Councilman Evans.

Resolution 75-207 authorizing the conveyance of an easement to Gulf States
Utilities Company at the Traffic & Transportation Maintenance Center (Pine
Street Interchange) was approved on a motion made by Councilman Evans and
seconded by Councilwoman McGinnis.

Mr. Maurice Meyers, 1260 Nottingham, addressed the Council to ask for Council
unity.
Reverend Sam Jernigan, 6630 Westgate Drive, asked questions about discrepancies
and errors involved with the new Police Building and other City projects and
questioned the responsibility for such.
Mr. Devero responded that the buildipqwa,s..Ibeing studied and analysed so that
responsibility can be placed but tm .,City and the architects would be U* lti-
mately responsible.
Mayor Ritter said that Mr. Devero was not t I he Manager when this project was
begun and commended Mr. Devero and the City Staff by saying "the City Staff
is the finest the City has ever had. " He also said Mr. Devero' s dismissal
would lead to Chief of Police Willie Bauer 's dismissal.
Councilman Williams stated that any comments dealing with the firing of Chief
Bauer are not true and are an attempt to cover up the`main issues.

In answer to questions by Mayon Ritter, Chief Bauer stated that he hoped he
and the Police Depart ens_ cculd be left. 0ut. of political matters and died, after
further quest . oning, stated that he did feel his Aob was in jeopardy if the
Manager is tired,
Councilman �llams asked for a p0il of the Council members concerning their
knowledge of any kembe - of -Che Councll having asked Mr.. Devero to fire the
Police Chief.
Councilmen Cash and Evans and Councilwoman McGinnis all said they had no know-
ledge of such,
Councilman Evans said that Chief Sauer is used as a political football any
time the City has a. problem.
Councilwoman. McGinnis said that "two of us" had had a meeting with the City
Manager to discuss their dissatisfaction and wanted to discuss the ratter with
the entire Councl! In an Executive Session.
Councilman Cash said he learned of the ratter Saturday night and that he asked
each member to discuss the matter in Executive Session;. In answer to a ques-
tion by Councilman Wil.I.Aams concerning the reaction of the Council to this re-
quest, Councilman Cash said he was assured it would be discussed in Executive
Session
Mr. Ben Rogers, 2020 'Thomas Road,, urges Council unity.
Mr. Everett Prashear, 1845 E, Lucas , addressed Council to speak on behalf of
Mr. Dever0 and Chief Bauer.
Mr. Leantha J, Redd, Execut ve Secretary, Beaumont Chapter of N A.A.C.P. , 2720
San Antonio, addressed Ccuncll to say he agreed that Chief Bauer should not
be involved in this situation and urged Mayor Ritter to be more responsive and
cooperative to Council.
Mr. C. L. Sherman, Jr, , 505 Belvedere, addressed Council to ask for Council
unity and to urge a "cooling off" perlod.
Mr. Ricardo :Ramirez , 21120 Harrlson, addressed Council to commend the City
Manager and Ch3_ef of Police
