HomeMy WebLinkAboutMIN FEB 27 1975 SPECIAL SESSION CITY COUNCIL - CITY OF BEAUMONT HELD FEBRUARY 27 , 1975 BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in special session this the 27th day of February, 1975, with the following present: HONORABLE: Ken Ritter Mayor Calvin Williams Councilman, Ward III Leroy Evans Councilmam, Ward IV Absent: Don Cash Councilman, Ward I Vi McGinnis Councilwoman, Ward II Appointed Officials : Kenneth Devero City Manager Myrtle Corgey City Clerk Lavon Jones Asst. City Attorney -000- Mr. Joe Impey, Community Development Director, summarized the Community Devel- opment Block Grant application for federal assistance under the Community De- velopment Act of 1974 . Included in this application is a statement of needs: Housing, Health & Social Services, Neighborhood Preservation, Pedestrian-Bi- cycle Safety, Recreation, and Environmental Quality or Beautification. He stated that $629, 000. 00 has been indicated as the eligible amount of the City of Beaumont. The first year will be devoted to assembling facts needed to im- plement the program in the second and third year of funding. Mrs. Marty Reimers, Chairwoman of the Community Development Block Grant AdviT- , spry Committee, said that the Committee, while working with a March lst dead- line, tried to be as thorough as possible yet keep the application as flexi- ble as possible. Mr. Collis Cannon, 4735 Pine Street, member of the Advisory Committee, asked that consideration be given to adding Census Tracts 5, 6, 10, 11, 12, 19 & 20 to the application because he said there is considerable housing in these tracts that can be rehabilitated without moving low-income families into areas where the homes are from $18, 000 to 40, 000 and also too far from social ser- vices and public transportation. Mr. Cannon was told that adding these tracts would not effect the application but they would be added if he would feel more comfortable with the application. Mrs. C. J. Landry, member of the Advisory Committee, asked if adding these tracts would interfere with the City receiving the grant. She was told that they should not effect the application because tracts all. over the City would be considered when funds are received and the program is begun. Mr. W. E. Kinnear, 1810 Washington Blvd. , asked if a location would be provided as a meeting place for Senior Citizens under this program. He was told that nothing would be provided for such a facility in this first year but he was reminded that these facilities are provided by the Beaumont Housing Authority in the Senior Citizen Housing and that programs were conducted there by the City Parks & Recreation Department. Mr. A. B. Bernard, 4135 Pierre Drive, member of the Advisory Committee, asked if the application would be revised as requested. He was told that it would be revised. -32A- February 27, 1975 Unknown, Beaumont Housing Authority, addressed the Council to say that the Beau- mont housing Authority wishes to cooperate any way they can. She further stated that the Committee had just learned that they were still in the process of processing applications from elderly citizens for places to live in the Housing Authority Properties from 1972 . Ms. Olivia Gonzales, 999 Avenue E, said that her own mother had been waiting. since 1970 for housing. A resolution authorizing the City Manager to apply for a Community Development Block Grant under Title I of the Housing & Community Development Ac:t. of 1974 was approved on a motion made by Councilman Williams and seconded by Councilman Evans.
