The Pledge of Allegiance was led by Councilman Cash. -000 Messrs. Ben Rogers and Victor Rogers appeared before the Council to present a deed from the Rogers Family for land adjacent to Rogers Park to be used in expanding the Park. Mayor Ritter, in accepting the deed' expressed ap- preciation and thanks to the Rogers Family on behalf of the City Council and citizens of Beaumont. _000- The Minutes of the regular session held June 18, 1974, were approved on a motion made by Councilwoman McGinnis and seconded by Councilman Cash, Question: Ayes: All Nayes : None -000-- A resolution authorizing the award of bid to Armco Steel Corporation for furnishing ABS Gravity Sewer Pipe & Fittings ($0. 95/L.F - 6w, $1.52/'L,F. - 8" , and $2 . 43/L.F. - 10") for the Sewer Maintenance Department as the lowest and best bidder was approved on a .motion made by Councilman Williams and seconded by Councilman Evans. Question: Ayes: All Nayes: None -000- A resolution authorizing the award of bid to Fischer-Porter Company for furnishing two new chlorinators for service at the Water Utilities Produc- tion Division' s Loeb Well Pump Station in the amount'of $5, 45. 00, as the lowest and best bidder was approved on a motion made by Councilwoman McGinn.".. and seconded by Councilman Cash. Question: Ayes : All Nayes' ?, None -000- A resolution authorizing the award of bid to Allied Chemical Corporation-In- dustrial Chemical Division for furnishing approximately 600 tons of Alumi- num Sulfate to the Water Production Division for the period of July 1, 1974 to June 30, 1975 at $90.40/Ton, as the lowest and best bidder, was approved on a motion made by Councilman Williams and seconded by Councilman Cash. " (End of verbatim) -000- Permission to advertise for bids for furnishing an Ice Machine, a Water Meter Test Bench, Furniture and Shop Equipment for the new Water Utilities Service Center (CIP Project 11-WU-01) was granted on a motion made by Councilman Cash and seconded by Councilman Williams. Question: Ayes: All Nayes : None -000- Permission to advertise for bids for furnishing electrical and light equipment for landscaping of City Hall and Library Complex as part of the CIP Bond Pro- gram was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes: All Nayes: None -000 Permission to advertise for bids for the necessary traffic signal equipment and related electrical supplies for the 11th Street Metro Project (CIP Pro- ject. 11-ST-09) was granted on a motion made by Councilman Williams -and se- conded by Councilman Evans. Question: Ayes: All Nayes : None -00o- A resolution authorizing permission for the ITT Terryphone Corporation to in- stall a communications line overhead across the 2990 block of South 5th Street was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question: Ayes: All Nayes : None -000- A resolution authorizing the City Manager to execute two easements to Gulf States Utilities Company for supplying underground electric service to the new Library and Police & Municipal Court Building (Capital, Improvement Pro- gram) was approved on a motion made by Councilman Cash and seconded by Coun- cilwoman McGinnis. Question: Ayes: All Nayes : None -000- A resolution authorizing the City Manager to execute a contract with the City of Sour Lake to allow dumping at the City of Beaumont°s sanitary landfill was approved on a motion made by Councilman Evans and seconded by Councilman Cash. Question: Ayes : All Nayes : None -000- A resolution authorizing the City Manager to execute an agreement for a term. of two (2) years with the Beaumont Independent School District for construc- tion of a hardball diamond on Carroll Street Park was approved on a motion made by Councilman. Evans and seconded by Councilwoman McGinnis. Question: Ayes : Mayor Ritter Abstained: Councilman Councilman Cash Williams Councilwoman McGinnis Councilman Evans Dr. Rector of the Beaumont Independent School District addressed the Council ' to express his appreciation. -2- July 2, 1974 • i A resolution authorizing the City Manager to file an application for a sup- plemental amount of $6,000 with the U. S. Department of Housing & Urban TY velopment, from FY 74 funds was approved on a motion made by Councilman Williams and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- - resolution authorizing final payment to Trotti, & Thomson, Inc. , in the amount of $47 , 693 . 57 for the construction of 4th Street, CIP Project 11-ST-10 (total contract price $459,769. 30) was approved on a motion made by Council- man Cash and seconded by Councilman Williams. Question: Ayes : All Nayes : None -000- A resolution authorizing the City Manager to execute a sanitary sewer line agreement with Missouri Pacific Lines in the vicinity of Langham Road (CIP Project 11-SS-04) was approved on a motion made by Councilman Williams and seconded by Councilman Evans. The ordinance was passed to its third reading on a motion made by Councilman Williams and seconded by Councilman Cash. Question: Ayes: All Nayes : None -000- Mr. Carlton Baker, District Manager of the Southwestern Bell Telephone Company; appeared before the Council to request an increase in telephone rates to raise their rate of return from 1. 31% to 2 . 21% on the fair value of their property. This would mean under the new schedule, the monthly rate for one-party busi- ness telephones will be $18. 50; one-party residence $7. 50; two-party residence $5. 50; and other miscellaneous charges to conform with company standard rates. The application was filed with the Council for their consideration. -4- July 2, 1974 I li Mr. Ward McCurtain, Beaumont Division Manager for Gulf States Utilities Com- pany, appeared at the request of the City Council to answer questions concern- ing customer bills received from Gulf States Utilities. The Council stated that they had numberous calls from citizens complaining about high bills. In summary, Mr. McCurtain explained that the reason for the increase in billing was due to the high cost of their fuel. The Council asked that Gulf State- Utilities make a concerted effort toward better communications with citi:;ins so that they might understand the increase. -000- Mr. J. D. Moore, 9470 Shepherd, addressed the City Council to complain about the City ' s charge for sewer being based on quantity of water used; he said the fact that water used watering his yard should not have a sewer chargelr- cluded because it did not go through the sewer. The Mayor and Staff responded to Mr. Moore stating that this is the only way the charge can be made because sewer could not be metered; also, that a Federal Grant was given the City of Beaumont with the definite stipulation that billing had to be on a uniform charge over the City. -000- There being no further business, the meeting was adjourned. -000- I, Myrtle Corgey, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular session of the City Council held July 2, 1974.
