BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met
in regular session this 26th day of March, 1974 , with the following present:

dist Church.

The Mayor issued three proclamations: "Law Intern Week in Beaumont" - March
25-29, 1974; "Lions ' White Cane Day in Beaumont" - March 30, 1974; and
"Employer Support the Guard and Reserve Week in Beaumont" - April 1-6, 1974 .

The Minutes of the regular meeting held March 19, 1974 , of the City Council
were approved on a motion made by Councilman Evans and seconded by Councilman
Williams.

A resolution authorizing the award of bid for purchasing one (1) large Centri-
fuge for the Health Department to Fisher Scientific Company in the amount of
$1, 072 . 08, as the lowest and best bidder was approved on a motion made by
Councilman Williams and seconded by Councilman Cash.

A resolution authorizing the award of bid for Myrna Loy Drive, Charlotte Drive
and Bonnie Lee Lane Assessment Paving Project to E. R. Dupuis Concrete Co. ,
in the amount of $109, 034 . 00 with 180 working days, based on their alternate
bid as the lowest and best bid received was approved on a motion made by
Councilman Williams and seconded by Councilman Dishman.

A resolution authorizing the award of bid for furnishing reinforced concrete
pipe for construction of Mariposa Street from South Street to Cedar Street to
Pyramid Concrete Pipe Company, in the amount of $22, 059.32, as the lowest and
best bidder, was approved on a motion made by Councilman Evans and seconded by
Councilman Dishman.

- resolution authorizing the award of bid for records storage and retrieval
system for the City Clerk' s office to Data Graphic Business Forms, Inc. in
the amount of $24, 975. 00 as the best bid received was approved on a motion
made by Councilman Cash and seconded by Councilman Evans.

A resolution authorizing the award of bid for furnishing 5-20 cu. yd. rear
loader Packer Bodies and 2-24 cu. yd. Front Loading Packer Bodies to Pak-Mor
Mfg. Company in the amount of $16, 500 and $22, 510 respectively, as the lowest
and best bidder was approved on a motion made by Councilman Dishman and se-
conded by Councilman Cash.

A resolution authorizing the award of bid for furnishing uniforms for the
Fire Department to Winstons in the amount of $10, 825 as the lowest and best
bidder, was approved on a motion made by Councilman Evans and seconded by
Councilman Cash.

A resolution indicating the City of Beaumont ' s desire to implement the recom-
mendations of the Municipal Court Records and Management Study funded by
the Governor ' s Office of Traffic Safety was approved on a motion made by Coun-
cilman Dishman and seconded by Councilman Cash.

An ordinance which provides that not less than $3 , 000 of the assessed value
of residence homesteads of all persons sixty-five or older be exempted from
ad valorem taxes under certain conditions was considered:
ORDINANCE NO. 74-28
ENTITLED AN ORDINANCE WHICH PROVIDES THAT
THREE THOUSAND DOLLARS OF THE ASSESSED VALUE
OF RESIDENCE HOMESTEADS OF ALL PERSONS SIXTY-
FIVE YEARS OF AGE OR OLDER BE EXEMPTED FROM
AD VALOREM TAXES UNDER CERTAIN CONDITIONS;
PROVIDING THE EFFECTIVE DATE HEREOF; AND PRO-
VIDING FOR SEVERABILITY.
The ordinance was approved on a motion made by Councilman Dishman and secon-
ded by Councilman Evans.

A resolution authorizing release of tax judgment against George H. Norman, et
al, in the sum of $513. 29, was approved on a motion made by Councilman Evans
and seconded by Councilman Cash.

Chief of Police Willie Bauer addressed the City Council -to announce that Lieu-
tenant Harold Engstrom has been chosen to attend the FBV s National Academy in
Washington, D. C. - the three month session to begin April 1, 1974 .

Mr. McDaniel announced three meetings to be held March 28, 1974 : 1. Joint
meeting of the City Council and the Housing Authority at 3 : 00 p.m. ; 2. Spe-
cial Session of the City Council for an area-wide (Jefferson, Orange, and
Hardin Counties) meeting for the Manpower program; and 3. Public Hearing
for the Cablevision request for a rate increase.

Mayor Ritter asked that the City of Beaumont offer some support, by resolution
or other means, concerning the flood control situation in Port Arthur and Mid-
County, and asked the City Attorney if he would contact the City Attorney's
Office in the City of Port Arthur to determine the best way to voice Beau-
mont' s support.

Mr. Jerry Huddleston, 7285 Hurley, told the Council about a "fun calendar" .

Mr. W. J. Balmer, Director of Public Works, addressed the Council to announce
that senior students of the Texas A & M University Chapter of the American
Society of Civil Engineers are making their annual field trip in Beaumont this
year and are touring many of the City facilities and many business and indus-
trial sites.
