CITY COUNCIL - CITY OF BEAUMONT
HELD OCTOBER 16, 1973
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in
regular session on the 16th day of October, 1973, with the following present:

The Invocation was given by Mr. J. D. Martin.
The Pledge of Allegiance was led by Councilman Evans.

The Mayor issued the following proclamations: "Business Women's Week in
Beaumont" - October 21-27, 1973; "Y-Teen Week in Beaumont" - October 14-20,
1973; "United Nations Week in Beaumont" - October 22-26, 1973; "Day in Court
for Secretaries" - October 16, 1973; and "Band Week in Beaumont" - October
15-21, 1973, with special emphasis given October 19th and 20th.

The Minutes of the regular City Council session held October 9, 1973, were
approved on a motion made by Councilman Cash and seconded by Councilman
Evans.

Permission to advertise for bids for construction of sanitary sewer improve-
ments, CIP Projects 11-SU-03 and 12-SU-04 was granted on a motion made by
Councilman Evans and seconded by Councilman Dishman.

Permission to advertise for bids for 95 two to eight yard front loading con-
tainers (65 new containers and 30 replacement containers) for the Solid
Waste Department was granted on a motion made by Councilman Cash and seconded
by Councilman Evans.

- resolution authorizing the Legal Department to obtain appraisals and a sur-
vey as a preliminary step in the acquisition of approximately 384 acres north
of the existing sanitary landfill site for the public purpose of additional
landfill site was approved on a motion made by Councilman Dishman and seconded
by Councilman Cash.

A resolution authorizing the City Manager to execute a permit to Lamar Uni-
versity for placement of utility tunnels in certain streets was approved
on a motion made by Councilman Evans and seconded by Councilman Dishman.

- resolution accepting a utility easement from Urbane Constructors, Inc. at
French Road and Eastex Freeway was approved on a motion made by Councilman
Dishman and seconded by Councilman Cash.

- resolution authorizing Southwestern Laboratories to perform preliminary
soils investigation in conjunction with the construction of the Municipal
Athletic Complex was approved on a motion made by Councilman Evans and
seconded by Councilman Dishman.

An application filed by Scoggins Petroleum Company for an oil well drilling
permit was approved on a motion made by Councilman Dishman and seconded by
Councilman Evans.

A joint public hearing of the Beaumont City Council and the State Department
of Mental Health and Mental Retardation on the proposed transfer of Central
Park property was set for November 30, 1973, at 10:00 a.m. , subject to con-
firmation by the State Department of Mental Health and Mental Retardation on
a motion made by Councilman Dishman and seconded by Councilman Cash.

Letters received by the Mayor 's Office will be held to be counted at the Pub-
lic Hearing.

Mr. A. J. Palermo, 5290 Kenneth Street, appeared before Council to request
help concerning the drainage ditch in front of his house.
Mr. Elijah Moye, 4125 South 4th Street, appeared before Council to speak of
his concern for making Fourth Street four-lanes.

There being no further business, the meeting was adjourned.
