HELD OCTOBER 9, 1973
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in
regular session on the 9th day of October, 1973 , with the following present:

The Mayor issued two proclamations: "International Credit Union Month" -
month of October with special emphasis on the week of October 14-20, 1973 , as
"Credit Union Week in Beaumont" and "Clean Air Week in Beaumont" - October 14-
20, 1973.

Several members of the YMBL appeared before Council to announce the opening of
the South East Texas State Fair October 12, 1973 , and to present packets to
the Mayor and Council.

- motion to approve the Minutes of the Special Session for September 28 , 1973
and the Regular Session October 2, 1973 was made by Councilman Dishman. Coun-
cilman Williams seconded the motion.

_ resolution authorizing the award of bid and execution of a contract to E. R.
Dupuis Concrete Co. , Inc. for the paving of Eighth Street from Washington
Boulevard to Terrell Street, in the amount of $31,267 . 00 as the lowest and
best bidder (Street Participation Paving Project) was considered. A motion
to pass this resolution was made by Councilman Williams and seconded by Coun-
cilman Cash.

Permission to advertise for bids for furnishing nineteen (19) new cars, 18 for
the Police Department and 1 for the Solid Waste Department, was granted on a
motion made by Councilman Cash and seconded by Councilman Dishman.

Permission to advertise for bids for furnishing dictating equipment for the
Legal Department was granted on a motion made by Councilman Williams and se-
conded by Councilman Evans.

A motion to deny the recommendation of the Planning and Zoning Commission re-
garding Planning Division File 498-Z to change the zoning of 8 .68 acres of
land being Plat D-23, Tract 64, in the F. Bigner Survey from R-1 to R-2 was
made by Councilman Cash and seconded by Councilman Evans.

- motion to deny the recommendation of the Planning and Zoning Commission re-
garding Planning Division File 499-Z to change the zoning of Tracts 3B, 3C,
3D, and 3E in Plat 21 of the J. A. Veatch Survey to change from R-1 to C-1
on those portions of a certain group of properties fronting on West Cardinal
Drive and going deep as a lane parallel and 150 feet southwest of the south-
western right of way line of Kenneth, leaving R-1 on Kenneth 150 feet toward
West Cardinal Drive was made by Councilman Evans and seconded by Councilman
Williams.

The following ordinance regarding Planning Division File 500-Z to change the
zoning of Lots 13 and 14, Block 7 , Wescalder Fig Acres Subdivision consisting
of 9. 924 acres out of the A. Savery League from R-1 to R-2 was considered:

ENTITLED AN ORDINANCE AMENDING CHAPTER 42 OF
THE CODE OF ORDINANCES OF BEAUMONT, TEXAS
AND IN PARTICULAR THE BOUNDARIES OF THE ZON-
ING DISTRICTS� AS INDICATED UPON THE ZONING
MAP OF THE CODE OF ORDINANCES OF BEAUMONT,
TEXAS, BY CHANGING THE CLASSIFICATION OF ONE
TRACT OF LAND. AS FOLLOWS: LOTS 13 AND 14 OF
BLOCK 7 OF THE WESCALDER FIG ACRE SUBDIVISION
OF THE A. SAVERY LEAGUE, AS RECORDED IN THE
MAP RECORDS OF JEFFERSON COUNTY, TEXAS , PRES-

A resolution authorizing the City Manager to execute a contract with Municipal
Code Corporation for the recodification of the Code of Ordinances of the City
of Beaumont at a cost to the City of $13 .50 per page and $5. 00 per binder, the
total cost not to exceed $8=, 000 was considered. A motion to approve the re-
solution was made by Councilman Dishman and seconded by Councilman Cash.

A resolution authorizing the City Manager to make grant application to the Gov-
ernor's Office of Traffic Safety for traffic engineering services in the amount
of $110, 000 was approved on a motion made by ,Councilman Evans and seconded by
Councilman Williams.

Governor's Office of Traffic Safety for community impact program was approved
on a motion made by Councilman Cash and seconded by Councilman Evans.

$1, 069.72 for parts and freight for a 1969 Maintainer, Unit No. 61, in the
Street. Maintenance Department was approved on a motion made by Councilman

A resolution authorizing emergency repair of an autoclave sterilizer at the
Health Department by Striegler Service in Houston, Texas, at a cost of approx-
imately $3, 000 was approved on a motion made by Councilman Cash and seconded
by Councilman Evans.

securities was approved on a motion made by Councilman Dishman and seconded

A Public Hearing on the proposed transfer of Central Park Property was set for
October 23, 1973, immediately following the Regular Council Session on a mo-
tion made by Councilman Cash and seconded by Councilman Williams.

Mr. James Donatto, 3255 Elmira; Mrs. Leon Sonnier, 4415 Booker; Miss Valina
Haynes, 3240 South 5th; Mr- Ben Williams, 3485 Edmond; and Mr. Joseph Jules,
3935 Bob; all addressed the City Council urging them to reconsider and make
Fourth Street two-lanes with sidewalks instead of four-lane thoroughfare;
their main reason being safety of citizens and school children in the area.

DILAPIDATED STRUCTURE HEARING
The following were present for the Dilapidated Structure Hearing:
Councilman Don Cash Lane Nichols, Asst. City Attorney
Councilman George Dishman Milton Palmer, Dir. Environmental Control
Councilman Calvin Williams Fred Minton, Fire Marshal
Due to the temporary absence of the Mayor, Councilman Evans made a motion to
appoint Councilman Cash to preside over the meeting; Councilman Dishman secon-
ded the motion.

3350 Avenue B - In answer to questions asked by Mr. Lane Nichols, Assistant
City Attorney, Mr. Palmer stated that this structure had 18 violations of the
Dangerous Structure Ordinance. He recommended that it be condemned and de-
molished immediately. A motion to condemn this structure was made by Coun-
cilman Cash and seconded by Councilman Evans.

2245 & 2255 Bradley Alley - owned by Ethel Skinner. Mr. Palmer stated that
these structures were in violation of the Dangerous Structure Ordinance and
he recommended they be condemned and torn down immediately. A motion to con-
demn these structures was made by Councilman Dishman and seconded by Council-
man Evans.

790 Catalpa Street - Mr. Palmer stated that this structure is in violation of
the Dangerous Structure Ordinance and he recommended it be condemned and demol-
ished as soon as possible. A motion to condemn this structure was made by
Councilman Evans and seconded by Councilman Dishman.

3482 Glenwood Street - Mr. Palmer stated that this structure is partly down
and in violation of the Dangerous Structure Ordinance. He recommended that
this structure be condemned and demolished as soon as possible. A motion to
condemn this structure was made by Councilman Cash and seconded by Councilman
Evans.

635, 645, and 655 Grant - Mr. Palmer stated that these 3 structures were in
violation of the Dangerous ,Structure Ordinance and recommended that they be
condemned and demolished as soon as possible. A motion to condemn these
structures was made by Councilman Evans and seconded by Councilman Cash.

650 Grant Street - Violet O'Fiel, owner. Mr. Palmer stated this structure is
in violation of the Dangerous Structure Ordinance and he recommended that it
be condemned and demolished as soon as possible. A motion to condemn this
structure was made by Councilman Dishman and seconded by Councilman Evans.

656 Grant Street - Violet O'Fiel, owner. Mr. Palmer stated that this structure
has 20 violations of the Dangerous Structure Ordinance and recommended it be
condemned and ordered demolished as soon as possible. A motion to condemn was
made by Councilman Dishman and seconded by Councilman Evans.

3360 Roland Road - J. P. Morgan, owner, appeared before Council concerning this
structure. 7—mayor Ritter entered the meeting at this point. ) Mr. Palmer
stated that this structure is halfway down and has 24 violations of the Danger-
ous Structure Ordinance. Mr. Palmer recommended it be condemned and the owner
allowed 60 days to complete this work. A motion to condemn this structure and
grant the owner 60 days was made by Councilman Evans and seconded by Council-
man Dishman.

660 Grant & 666 Grant - Mr. Palmer stated that these two structures were in
violation of the Dangerous Structure Ordinance and recommended they be con-
demned and demolished as soon as possible. A motion to condemn these struc-
tures was made by Councilman Cash and seconded by Councilman Dishman.

670 Grant - Mr. Palmer stated that this structure was in violation of the
Dangerous Structure Ordinance and recommended it be condemned and demolished
immediately. A motion to condemn was made by Councilman Evans and seconded

705 Isla Street - Mr. Palmer stated that this structure was in violation of
the Dangerous Structure Ordinance and recommended it be condemned and demol-
ished immediately. A motion to condemn was made by Councilman Dishman and
seconded by Councilman Evans.

Irving & Sherman Streets - Mr. Palmer stated that this church had been burned
and was in violation of the Dangerous Structure Ordinance and recommended it
be condemned and that 60 days be allowed to clear this property. A motion to
condemn this structure and grant the 60 days was made by Councilman Cash and
seconded by Councilman Dishman.

1194 Miller - Mr. Palmer stated that this structure had been burned and has
19 violations of the Dangerous Structure Ordinance. He recommended it be con-
demned and demolished as soon as possible. A motion to condemn was made by
Councilman Cash and seconded by Councilman Evans.

1925 Nora Street - Mr. Palmer stated that this structure has 23 violations of
the Dangerous Structure Ordinance and recommended it be condemned and demol-
ished immediately. A motion to condemn was made by Councilman Evans and se-

1815 011ie Street - Mr. Palmer stated that this structure was in violation of
the Dangerous Structure Ordinance. Mr. Minton, Fire Marshall, stated that this
structure ,. was a fire hazard. Mr. Palmer recommended the structure be con-
demned and the owner allowed 30 days to clear the property. A motion to con-
demn the structure was made by Councilman Cash and seconded by Councilman Dish-
man.

1915 Pecos Street - Mr. Palmer stated that this structure has the frame only
and is in violation of the Dangerous Structure Ordinance. He recommended it
be condemned and demolished immediately. A motion to condemn was made by Coun-
cilman Cash and seconded by Councilman Dishman.

the Dangerous Structure Ordinance and recommended it be condemned and demol-

Park Street, Owner. Mr. Palmer stated that these six (6) structures were in
violation of the Dangerous Structure Ordinance and recommended they be con-
demned and demolished as soon as possible. A motion to condemn was made by
Councilman Cash and seconded by Councilman Dishman.

595 Schwarner - Mr. Palmer stated that this structure has 12 violations of the
Dangerous Structure Ordinance and recommended it be condemned and demolished
as soon as possible. A motion to condemn was made by Councilman Cash and se-
conded by Councilman Evans.

465 E. Simmons Street - Mr. Palmer stated that this structure has 22 violations
of the Dangerous Structure Ordinance and recommended it be condemned and de-
molished as soon as possible. A motion to condemn was made by Councilman
Williams and seconded by Councilman Evans.

2928 Taliaferro Street & 2930 Taliaferro - Mr. Palmer stated that these struc-
tures are in violation of the Dangerous Structure Ordinance and recommended
the owner be given 90 days to refurbish or demolish them. A motion to condemn
these structures was made by Councilman Dishman and seconded by Councilman
Williams.

2002 Texas Street - Mr. Palmer stated that this structure is in violation of
the Dangerous Structure Ordinance and recommended it be condemned and demol-
ished immediately. A motion to condemn this structure was made by Councilman
Cash and seconded by Councilman Williams.

69 Third Street - Mr. Palmer stated that this structure is in violation of
the Dangerous Structure Ordinance and recommended it be condemned and demol-
ished immediately. A motion to condemn was made by Councilman Dishman and
seconded by Councilman Williams.

820 21st Street (Rear) - Mr. Palmer stated that this structure is in violation
of the Dangerous Structure Ordinance and is in the process of being sold. He
recommended it be condemned but the new owner be allowed 90 days to refurbish
this structure. A motion to condemn and allow 90 days to owner was made by
Councilman Cash and seconded by Councilman Williams.

978 Wall - Mr. Palmer stated that this is a two-story structure and is in vio-
lation of the Dangerous Structure Ordinance and recommended it be condemned
and the owner given 30 days to clear the property. A motion to condemn and
allow 30 days to clear the property was made by Councilman Cash and seconded
by Councilman Williams.
