BE IT REMEMBERED that the City Council of the City of Beaumont, Texas met in
regular session on the 10th day of April, 1973, with the following present:

The mayor issued three proclamations : "Coin Week in Beaumont" - April 15-21,
1973; "H. B. "Pete" Renfro Day" - April 14 , 1973 ; and "Garden Club Week in
Beaumont" - April 15-21, 1973 .

The Minutes of the regular meeting held on April 3 ,, 1973 , were approved on a
motion made by Councilman Cash and seconded �y �_our-,,cilinan Evans .

In response to an advertisement previously published, the following bids for
furnishing necessary materials, superintendence and labor for erecting fencing
and gates on city property east of Pine Street were received as follows ,

ing up the concrete slab floor at the north side of Fire Station No. 4 , 1301

In response to an advertisement previously published, the following bids for
furnishing liquid chlorine requirements (approximately 350, 000 lbs . ) for the
City of Beaumont Water Utilities Department were received as follows :

The following resolution was introduced and read:
A RESOLUTION
WHEREAS, on March 27, 1973, the City of Beaumont received bids for con-
struction of Corley Avenue from 839 feet East of 23rd Street to 785 feet West
of 23rd Street (excluding intersection) , and of ocean Street from Corley Ave-
nue South 145 feet; and,
WHEREAS, Greer Construction, Company submitted a bid in the sum of
$77 , 288 . 05 with 100 working days to complete the construction of Corley Avenue
from 839 feet East of 23rd Street to 785 feet West of 23rd Street (excluding
intersection) and of Ocean Street from Corley A�,renue South 145 feet; and,
WHEREAS, this is a participation contract in which Beaumont Associates
has agreed to pay two-thirds of the cost of the construction of the street and
has agreed to pay said sum before construction commences on the paving of said
streets; and,
WHEREAS, the City. Council is of the opinion that the bid submitted by
Greer Construction Company is the lowest and best bid and should be accepted
and a contract entered into with Greer Construction Company for said construc-
tion of Corley Avenue from 839 feet East of 23rd Street to 785 feet West of
23rd Street (excluding intersection) , and of ocean Street from Corley Avenue
South 145 feet;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
That the bid of Greer Construction Company be accepted and the Acting City
Manager be, and he is hereby, authorized to execute on behalf of the City of
Beaumont a contract with Greer Construction Company for the construction of
Corley Avenue from 839 feet East of 23rd Street to 785 feet West of 23rd Street
(excluding intersection) , and of Ocean Street from Corley Avenue South 145 feet
for the sum of $77 ,288 . 05 with 100 working days to complete the work; and the
City Clerk is hereby authorized to attest to said contract and to affix the
seal of the City of Beaumont thereto.

The following resolution was introduced and read:
A RESOLUTION
WHEREAS , the City received bids on April 3 , 1973 , for furnishing one (1)
Crawler Type Tractor with 12 yard loading bucket for the Street Department?
and,
WHEREAS, Gardner machinery Corporation submitted a bid for furnishing
one (1) Crawler Type Tractor with 12 yard loading bucket; and,
WHEREAS, the City Council is of the opinion that the bid submitted by
Gardner Machinery Corporation is the lowest and best bid and should be accepted,
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
That the bid of Gardner Machinery Corporation in the amount of $20, 830 . 00 be
accepted by the City of Beaumont.

Permission to advertise for bids for furnishing one used 2530 ton mobil
crane for the Street Department was granted on a motion made by Councilman
Evans and seconded by Councilman Cash.

Tractor for the Sewage Treatment Plant was granted on a motion made by Coun-
cilman Williams and seconded by Councilman Evans.

The recommendation of the Planning & Zoning Commission to abandon the five-
foot wide utility easement located 22 feet along either side of the common
side lot lines of Lots 6 and 7, Block 4 , McAnelly Place Addition (Planning
Division File 201-OB. ) was made and the following ordinance was introduced
and read:

DELIVERY OR GIFT TO ANY PERSON UNDER SEVEN-
TEEN (17) YEARS OF AGE OF CERTAIN TYPES OF
GLUE, CEMENTS, AND PAINTS; MAKING IT UNLAW-
FUL FOR ANY PERSON TO INHALE THE VAPORS OF
SUCH GLUES, CEMENTS AND PAINTS; PROVIDING A
PENALTY; PROVIDING FOR SEVERABILITY; AND

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT:
That the Acting City Manager be, and he is hereby, authorized to exe-
cute an agreement with Brink's, Incorporated for daily transportation of the
cash receipts of the bus lines for a term. of one year from and after May 1,
1973 , at a cost to the City of $67. 10 per, month and the City Clerk is autho-
rized to attest to same and to af:Cix the seal of the City thereto.

Two members of the Plumbing Board of Review, Mr. Elsworth Sperling and Mr.
Raymond Noack, were re-appointed on a motion made by Councilman Cash and se-
conded by Councilman Williams.

Mayor Ritter announced the resignation of Mr. Thad Heartfield, City Attorney,
effective June 1, 1973 .

Mayor Ritter also congratulated Miss Maurine Gray, Director of the Library,

for her election to vice president- president-elect of the Texas Library Asso-
ciation.

Councilman Williams applauded the action of the County Commissioners for re-
questing legislation to do away ddit - signing ballots for the present voting
system.
