HELD DECEMBER 21, 1993 - 1:30 P.M.

The Invocation was given by City Attorney Lane Nichols.
The Pledge of Allegiance was led by Councilman Davis.

Mayor Lord welcomed students from other countries studying at Lamar
University under Dr. Sisk's program to City Council. She said it was a
pleasure to have luncheon with them today and expressed a desire that
they will "observe with interest a little bit of American government in
action on the local level. "

Citizen comment was invited -�n the Consent Agenda and Main Agenda Items
1 and 2 . No one wished to address these subjects.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held
December 14, 1993;
Resolution No. 93-319 approving a Community Development Block Grant

program amendment to fund a special economic development loan based on
criteria used by the City's Micro-Enterprise Loan Program in the amount
of $5, 000. 00 to Ron's Grocery and Market;
Resolution No. 93-320 accepting the bid of Texas Printing Company for
printing of the monthly City Highlight's newsletter for the City's
Executive Offices in the amount of $1, 602. 30 per month, totalling
$19, 227. 60 per year;
Resolution No. 93-321 authorizing a License to Encroach Agreement with
Thurman R. Crawford, 299 Manor Avenue, for a carport encroaching 8. 0
feet a distance of 20.2 feet and a swimming pool encroaching 3.0 feet
for a distance of 10. 00 feet on an eight foot utility easement on Lots
137 and 138, Calder Terrace Addition, for a one-time fee of $500.00; and
Resolution No. 93-322 authorizing settlement of a lawsuit styled Jeff
Chadney vs. the City of Beaumont in the amount of $40, 000. 00.
The Consent Agenda was approved on a motion made by Councilman Cokinos
and seconded by Councilman Davis.

Resolution No. 93-323 authorizing conversion of all the outstanding
Regular Rehabilitation and Neighborhood Housing Service loan accounts,
for the period 1979 through 1990, to Deferred Loans, which would be
fully amortized after five years from their origination date, to conform
with the current Owner-Occupied Rehabilitation Program provisions was
considered.
Councilman Cokinos questioned the prudence of requiring life insurance
policies by the borrowers to cover the loan. It was said by other
members of Council and the City Manager that the cost would be
prohibitive due to the age of most of the clients and those are the
people the program was designed to help.
Resolution No. 93-323 was approved on a motion made Councilman Davis and
seconded by Councilman Smith.

Mayor Lord recognized Todd Rogas, Manager of H-E-B Pantry Foods, who
wished Council a Merry Christmas and announced that a Holiday Dinner
will be provided at the Civic Center on Thursday, December 23, 1993,
from 11: 00 a.m. to 4: 00 p.m. where they hope to feed about 4, 000 needy
or lonesome people. Mr. Rogas said there will be entertainment that
will include the Happy Steppers from Best Years Center and choirs from
West Brook and Central High Schools. Mr. Rogas presented Council with

one of 2, 000 coconut cakes that H-E-B annually gives to community
leaders during the holiday season.
Mayor Lord said that more than receiving the gift, Council appreciates
all that H-E-B does in the community and is looking forward to working
with them at the Holiday Dinner on Thursday.

Resolution No. 93-324 authorizing an annual contract with Delta
Security, Inc. to provide Guard Services and Event Staff for the
Convention Facilities Department at $7.50/hr. for Guard Service
Supervisors, $7. 15/hr. for Ticket Taker Supervisors, $6.75/hr. for
Ticket Takers, $7. 15/hr. for Usher Supervisors, $6.75/hr. for Ushers,
and $6.75/hr. for Door Guards for a total estimated amount of $73,830. 00
was approved on a motion made by Councilman Cokinos and seconded by
Mayor Pro Tem Goodson.

Beaumont's Dangerous Structure Ordinance, Article III, Section 14-50:

The above-listed parcels of property have been inspected, are vacant,
and have been found to be in violation of Article III, Section 14-50 of
the Code of Ordinances. Notices have been sent to owners by Certified
Mail and published in the Beaumont Enterprise.
The eleven (11) structures listed below have been condemned by City
Council and the owners ordered to either raze or repair them within
specified time frames. Reinspection of these structures have revealed
non-compliance with the Council 's order. The Community Development
Division of the Administrative Services Department is requesting
authorization from the City Council to demolish these structures in
accordance with the Dangerous Structure Ordinance and charge the
property owners with the cost of demolition:
2395 Avenue A, 2286 Blanchette, 1458 Concord, 2045 Dexter, 1670
Doucette, 1232 Euclid (shed), 2037 Laurel, 3265 Roland Road, 3265 Roland
Road (shed), 2078 Tulane, and 3295 Westmoreland.
There being no one to address Council, the Public Hearing was closed.
Ordinance No. 93-83 declaring certain dilapidated structures to be
public nuisances and ordering their repair or removal by the owners and
authorizing the removal of certain other structures whose owners failed
to comply with condemnation orders was considered:

ENTITLED AN ORDINANCE FINDING CERTAIN
STRUCTURES TO BE PUBLIC NUISANCES AND
ORDERING THEIR DEMOLITION AND/OR REPAIR;
PROVIDING FOR SEVERABILITY AND PROVIDING
FOR A PENALTY.
Ordinance No. 93-83 was approved on a motion made by Councilman Smith
and seconded by Councilman Davis.

Council extended holiday greetings to fellow Councilmembers, City Staff
and citizens.
Councilman Smith also reminded everyone of the H-E-B sponsored Holiday

Dinner at the Civic Center on Thursday.
Mayor Pro Tem Goodson said that Mr. Forrest F. "Ted" Posey informed him
he could not stay for the Council meeting, and asked him to read a short
note, a quote from Edmond O'Neal, "Forever I 'm grateful for all the
gifts you share with me, and forever I 'll carry in my heart my most
precious treasure of all, the gift of your loving friendship. (signed)
Joy to the World, Forrest Posey. "
Councilman Davis reported a very interesting meeting this morning with
leaders from the African-American community and Congressman Jack
Brooks. He said that while the meeting was somewhat productive, he
believes "a lot of what needs to be done in the communities that have a
lot of need must be done by those people who live in those
communities. " Councilman Davis challenged fellow Councilmembers to
analyze the MBE program and try to meet those goals in 1994 for good of
minority businesses.
Councilman Moore stated that 1993 has been most interesting with a lot
of accomplishments and new beginnings. He said it's like we're "on the
cutting edge" in terms of the work being put forward. Also, he said
that after 10 years as a Councilman, this year has been one of the most
challenging and most fruitful for the community. He said that in every
sector of the city, something positive is taking place, expressed a
desire that 1994 will be a special year and asked that this Council make
a statement in 194 "to serve everybody even better. "
Mayor Lord said that the good things happening in Beaumont is because
this Council cares a lot about every corner of the city and has been
working to make those good things happen, and that "it's fun to be
Captain of a team that works like this, " and that it has been a
wonderful year.

Mr. Henry Dannenbaum, 2880 Grand, addressed Council to express
appreciation for being part of the Beaumont community.
Mr. Todd Christopher, 650 Thomas Road, addressed Council on behalf of
his brothers and mother to request that Council favorably consider the
Workshop item extending Rolfe Christopher Drive to include a seven-block
section near Lamar University after his father, the late Rolfe
Christopher. Mr. Christopher expounded on his father's twenty-four
years of community service and said first his father was proud to be an
American, secondly, proud to be a Texan, thirdly, proud to be a
Beaumonter, fourthly a proud Lamar Cardinal, although he never graduated
from Lamar, and fifthly, a proud South Parker. He said it is very
appropriate that Christopher Drive is located in the heart of Lamar
University and in South Park.

Mayor Lord announced that an Executive Session will be held following
the Workshop Session in accordance with Section 551.071 of the
Government Code to discuss contemplated or pending litigation: Marvin
LeDay vs. City of Beaumont. Excavators & Constructors, Inc. vs. City of
Beaumont, et al and Melissa McCarter vs. City of Beaumont.

There being no further business, the Regular Session of City Council was
recessed to conduct a Workshop Session.
