BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 11th day of May, 1993, with the following present: HONORABLE: Evelyn M. Lord Mayor Brian R. Riley City Manager Lane Nichols City Attorney Rosemarie Chiappetta City Clerk -000- The Invocation was given by the Reverend Charles Neville, Mount Calvary Missionary Baptist Church. The Pledge of Allegiance was led by Councilman Goodson. -000- Mayor Lord announced that an Executive Session will be held following the Workshop Session in accordance with Section 2 (e) of the Texas Open Meetings Act to discuss pending or contemplated litigation: Justin Bruno VS. City of Beaumont, Woodford Bouillon vs. City of Beaumont, Judith Cobbett vs. City of Beaumont, L. E. Johnson et al vs. City of Beaumont, Wanda Kaluzny vs. City of Beaumont, and Joe Turner et al vs. City of Beaumont. -000- Three Proclamations were issued: "Food Drive Day, " May 15, 1993 (a joint effort by the National Association of Letter Carriers and Boy Scouts of America to collect and replenish the food supply of the Southeast Texas Local Food Bank) ; "Family Week, " May 10-15, 1993; and "National Preservation Week, " May 9-15, 1993 ; -000- Mayor Lord introduced Dr. Ants Kallikorm from the University of Tartu in -98- May 11, 1993 Estonia who is a member of Tartu's Sister City Commission and presented him with an Honorary Citizenship Card from Beaumont and a book recounting Beaumont's history. Dr. Kallikorm expressed his surprise and appreciation and said he looks forward to full participation in the Sister City Program with Beaumont. -000- Citizen comment was invited on the Consent and Main Agendas. Mr. Jude Peredez, 920 Wisteria, congratulated Councilman Davis for his election to City Council and spoke in opposition to Agenda Item No. 2 authorizing purchase of lunches for the Summer Food Service Program sponsored by the Parks and Recreation Department. Mr. Peredez said the program is a burden to taxpayers whether locally or federally funded. -000- The following Consent Agenda item was considered: Approval of the Minutes of the regular City Council session held May 4, 1993. The Consent Agenda was approved on a motion made by Councilman Goodson and seconded by Mayor Pro Tem Alter. Question: Ayes: All Nayes: None -000- Ordinance No. 93-22 approving the Preliminary Official statement and Notice of Sale of approximately $6,530,000 in Refunding Bonds, Series 1993 , to retire previous debt at a lower interest rate and annual savings between $45,000 and $46, 000, rather than take 1985 Issues of Certificates of Obligation and General Obligation bonds out of circulation (refund 1985 Issues Certificate of Obligation, $4, 110,000 maturing principle, 8. 08%, and General Obligation--Water Works System, Sanitary Landfill and Golf Issue, $1, 165, 000, 8.85%) was considered: ORDINANCE NO. 93-22 ORDINANCE APPROVING NOTICE OF SALE AND PRELIMINARY OFFICIAL STATEMENT AND AUTHORIZING DISTRIBUTION THEREOF Bids are to be received in Houston by Frank Ildebrando, Bond Financial Advisor with the firm of Rauscher Pierce Refsnes, Inc. , and a report made to City Council on May 25, 1993 . Ordinance No. 93-22 was approved on a motion made by Councilman Goodson and seconded by Councilman Moore. Question: Ayes: All Nayes: None -99- May 11, 1993 Resolution No. 93-109 accepting the bid of Regal Food Service, Inc. to furnish approximately 1, 300 lunches for the Summer Food Service Program (SFSP) sponsored by the Parks and Recreation Department to be served at Carrol Street Park, Pine Street Park, Alice Keith Park, Bowie Junior High, Cottonwood Park, Magnolia Park, Roberts Park and Sprott Park in the amount of $1.53 per lunch, an anticipated total expenditure of $95,472. 00, reimbursed through U. S. Department of Agriculture funds administered by the Texas Department of Human Services, was considered. In response to citizen comment, Councilman Moore explained he supports the Summer Food Service Program because it provides a nutritious meal to children who may not receive staple food regularly at home, gives opportunity for interaction with the children by Councilmembers, the Clergy, and other community leaders, and serves as a preventative program that directs youth in organized summer activities. Councilman Moore said he feels it is money well spent and trusts that it is utilized as efficiently as possible in reflecting positive imaging. Councilman Smith said she understands the concern for spending the money for the Summer Food Program but thinks the alternatives are much worse. She said spending in the future could be much more if we don't reach out to these children now. She said that for many of them, the only meals they get each day are through the Breakfast and Lunch Programs at school, and it is important to carry this program on through the summer for them, and she is delighted that the program is being expanded in number of lunches served and in sites for distribution. Resolution No. 93-109 was approved on a motion made by Councilman Moore and seconded by Mayor Pro Tem Alter. Question: Ayes: All Nayes: None -000- Councilman Smith invited everyone to attend this season's second "Sunday in the Park" on May 16th at Riverfront Park. Councilman Cokinos said he enjoyed all of the activities provided by Kaleidoscope celebration this year. Councilman Moore informed Council of an event planned for Police Department personnel and their spouses by the South Park Neighborhood Association that was well received by both the officers and citizens, announced that the Charlton-Pollard Neighborhood Association will meet Thursday, May 13th, at the McCabe United Methodist Church, and said he enjoyed the Old Town tour conducted yesterday. Councilman Smith added that she thinks it is remarkable what the homeowners have done in cleaning up a lot of areas and exhibiting a lot of grass roots pride. -100- May 11, 1993 Councilman Davis said he had the good fortune to attend a South Park Neighborhood Association recently with Councilman Moore, said he wants to promote Neighborhood Association meetings in Ward III and invited everyone to attend his first Neighborhood meeting on May 26th at 7:00 p.m. at St. Pius Church. He reported that on Saturday, May 8th, he attended Bowie Day, a community and school program, but felt it should have been renamed "Dunk the Councilman Day" since he spent so much time in the dunking booth! Councilman Goodson expressed his appreciation to the Art Museum for a great three days of Kaleidoscope festival, said it increased interest in the Art Museum and Downtown Beaumont and thank the Director and volunteers for their service. Mayor Lord said she has received complimentary calls about the South Park Neighborhood Association meeting with Police personnel, and said she thinks Councilman Moore should be commended for the hours of work spent as well at the Police Department and Neighborhood Association. Councilman Moore thanked Council for taking time to attend the meeting and announced there will be a joint meeting with Pear Orchard and South Park Neighborhood Associations on May 27th at 6:30 p.m. at the South Park Baptist Church. -000- There being no further business, the Regular Session of City Council was recessed to reconvene in Workshop Session. -000- I, Rosemarie Chiappetta, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the Regular City Council Session held May 11, 1993 .
