BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session
this the 30th day of May, 1995, with the following present:

The Invocation was given by the Reverend Timothy Green, Ebenezer Baptist Church.
The Pledge of Allegiance was led by Mayor Moore, assisted by this three-year-old nephew, Evan
Brown.

Ordinance No. 95-36 canvassing the results of the May 20, 1995, Runoff Election to elect a
Councilmember for Ward IV with Get Williams receiving votes 540 votes, 49.95%, and Bobbie
Patterson receiving 541 votes, 50.05%, resulting in Bobbie Patterson elected as Councilmember
for Ward IV, and whereas a recount petition was filed and a recount was held Thursday, May
25th, at 3:00 p.m., verifying that 1,094 votes were cast in Ward IV: Get Williams--540 votes,
Bobbie Patterson--541 votes and elected to the office of Councilmember, Ward IV, was
considered:

ENTITLED AN ORDINANCE
CANVASSING THE RETURNS OF THE
RUNOFF ELECTION HELD IN THE CITY
OF BEAUMONT ON THE 20TH DAY OF
MAY, 1995; FOR THE PURPOSE OF
ELECTING A COUNCILMEMBER FOR
WARD IV; PROVIDING FOR
SEVERABILITY AND PROVIDING FOR
REPEAL.
WHEREAS, a runoff election was held in the City of Beaumont on the 20th day of May,
1995, for the election of a Councilmember, Ward IV; and,
WHEREAS, the returns of said election were canvassed on the 23rd day of May, 1995; and,
WHEREAS, a recount of the returns for the office of Councilmember, Ward IV, was
requested prior to such canvass; and,
WHEREAS, a recount of such Councilmember, Ward IV's race was conducted on May 25,
1995; and,
WHEREAS, as a result of said recount in the election returns thereof there were 1,094 votes
cast in said election and were canvassed for the official:
For the officer for the office of Councilmember, Ward IV.
WHEREAS, after duly canvassing said returns, the City Council finds that the votes cast at
said election for the officer for the office of Councilmember, Ward IV, were as follows:

CITY OF BEAUMONT:
Section 1.
THAT the results of said regular city election for the officer for the office of Councilmember, Ward

person was elected to the following office:
For Councilmember, Ward IV: Bobbie Patterson
The City Council of the City of Beaumont further finds that notice of said election was duly
and properly given as required by law and provided in the ordinance calling for said election and
that said election was duly and regularly held and returns thereof were duly and regularly made
by the proper officials of said election and in all things according to law...
Section 2.
That if any section, subsection, sentence, clause or phrase of this ordinance or the
application of same to a particular person, or to a particular set of circumstances, should for any
reason be held invalid, such invalidity shall in no way affect the remaining portions of this

The Honorable James D. McNicholas, Municipal Court Magistrate, administered the Oaths of
Office to Lulu L. Smith, Councilman Ward I; Guy N. Goodson, Councilman Ward II; John K. Davis,
Councilman Ward III; and Bobbie Patterson, Councilman Ward IV.
Mayor Moore ascertained to Councilman Patterson that she has had "a most interesting run to get
here"with a regular election, a runoff election, a recount election and said he thinks she has "the
record for longest election." He asked the newly installed Councilman for Ward IV, Bobbie
Patterson, to turn over her name plate and make any appropriate remarks.
Councilman Patterson
Well, first of all...I want to say thanks to God, thanks to all of my family, all of the supporters and
voters. I will try my best to serve you and represent you well. I will, hopefully, bring to Council
some positive things, and I will, hopefully, learn a lot from the present Councilmembers. This is
a historical event for me. Sorry, I kept you waiting, but I had to wait a long time! I thought it was
time I let somebody else wait, but thanks again to all of you, and I will do my best to be the best
City Council (member) for Ward IV. Thank you.
Mayor Moore invited other Councilmembers to add their comments, beginning with Councilman
Smith.
Councilman Smith
Well, I want to thank my voters and all my supporters in Ward I, and I'm looking forward to two
more years of working on some projects and getting in, just working with the rest of Council, and
I'm just happy to have this behind me and to be back.

Councilman Goodson
...To Bobbie, it's great to have you. It's another historic first for the City of Beaumont. You are not
only the first female to sit there, certainly a lot cuter than the two predecessors, at least in my
tenure. But, you have big shoes to fill, as you know, and you've had people that've done a great
job for your ward, as John has done for Ward III and as Lulu has done, and I'm looking very much
forward to the time that we get to spend together. And, I think the most historic thing that we've
done is that we have been a Council that has always worked together as a team to do the very best
for this city through our Mayor, and that's what I'm looking forward to for the next two years. Thank
you.
Mayor Moore asked Councilman Davis to comment and then Councilman Cokinos.
Mayor Pro Tem Davis
Well, I say 1 know that you're a very talented individual, and I know that you have all of what it
takes to bring some of the desires of the community to the forefront at Ward IV City Council, but
I think it's a very, very good day for the City of Beaumont, and it's a historic day. And, it's a day
that I'm glad to see come. I know that you're an extremely hard worker, and I know, I think, that's
probably going to be...(indiscernible on tape)...there's a lot of good work for you to
do..(indiscernible on tape)...I am very pleased to have you here. I also want to say thank you to
the citizens of Ward III. Thank you very much! I'm quite appreciative for running unopposed, and
I'm quite happy you're here (to Councilman Patterson).
Councilman Cokinos
...Congratulations to Lulu and Guy and John and congratulations to you, Bobbie. You'll make a
fine City Councilman and fine Ward member for the Ward IV. So, congratulations to you. It's been
a long time, but, but it's worth it.
Councilman Ames
...I just want to say congratulations again, also, to Lulu, Guy and John. I've only been on Council
for a year, but all of you have helped me in many ways and all in different ways. I only hope,
Bobbie, that I can help you as much as they've helped me. And, that's what my goal is, and I just
stand here saying if there's anything I can do for you--you know we've already talked about that-4d
be happy to do it, and I wish you the very best, and congratulations to all of you. Looking forward
to my second year.
Mayor Moore
Well, Bobbie, I would welcome you to this team, and you'll find out that we try real hard to work as

a team. I've know Bobbie for a long time. Not only has she been a faithful worker in our
community, but we attend the same church, we went to the same high school, we live in the same
neighborhood. I am so happy she's here so I have somebody to call about that pothole in the front
of my house! When you walked up, I was tied to my microphone, but I'll come over and welcome
you. We're going to break for a brief recess so that all of the Ward winners can thank their
supporters and you all can congratulate them and we'll meet right back in here to take care of our
business agenda promptly at 6:30 p.m., promptly at 6:30 p.m. The Rockets do play tonight!

C. C. McKinnis, Promotions Director for Radio Station KKMY, accompanied by Karen Glidden of
the Convention and Tourism Department, presented a check for over $2,500 to Mayor Moore to
be sent to the Mayor's Oklahoma Disaster Relief Fund to aid victims or their families of the
Oklahoma City federal building bombing. KKMY, assisted by Beaumont's Convention and Tourism
Department and local sponsors, held a Crawfish Boil at their studio on May 22 and played
requested songs for donations of$10 or more for the fundraiser. Ms. McKinnis said the results of
the fundraiser shows the compassion Southeast Texans have as Americans.
Mayor Moore said that the mayors from Silsbee and Orange joined him for this event, and that he
called Oklahoma City's mayor's office with the results of the fundraiser and they expressed sincere
appreciation for this assistance.

A proclamation was issued recognizing "Beautify Beaumont, Inc." for their effots in beautifying
Beaumont and for sponsoring the "Trees for Beaumont" program to improve the appearance and
quality of life in our community and enhancing and preserving one of nature's most precious
commodities.

Citizen comment was invited on the Consent Agenda and Main Agenda Items 1 through 5. No
one wished to address these topics.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held May 23, 1995;
Resolution No. 95-145 authorizing purchase of two (2) Kawasaki KZ 1000 P14 motorcycles for
the Police Department from Kawasaki Country, Inc. in the amount of$9,000.00 per unit for a
total of $18,000.00; and
Resolution No. 95-146 accepting Street and Storm Sewer Improvements: Wespark Drive from
existing Wespark Drive approximately 305 feet northeast to 3 Type OM-4P markers and Water and
Sanitary Improvements: Lot 1, Block 3 in Willow Creek Commercial Park, contingent on
required filings of dedicated rights-of-way, easements and final plat.
The Consent Agenda was approved on a motion made by Councilman Smith and seconded by
Councilman Ames.

Resolution No. 95-147 naming the multipurpose activity center located at Magnolia Park as the
Sterling R. Pruitt, Jr. Activity Center was approved on a motion made by Mayor Pro Tem Davis
and seconded by Councilman Ames.

Resolution No. 95-148 authorizing a contract with Regal Food Service, Inc., Houston, Texas, to
furnish approximately 1,300 lunches per day at $1.85 per lunch for the Summer Food Service
Program (SFSP) sponsored by the Parks and Recreation Department to be distributed at Alice
Keith Park, Bowie Junior High, Caroll Street Park, Cottonwood Park, Magnolia Park, Pine Street

Park Roberts Park and Sprott Park was approved on a motion made by Councilman Cokinos and
seconded by Councilman Goodson.
Question: Ayes: All Nayes: None
Mayor Pro Tem Davis mentioned his concern that children from the housing complex on Maida
Drive and from Plymouth Village could not be adequately served at the locations listed because
of the distance from their homes. Councilman Cokinos mentioned that Lefler Park might be a
better site. The City Manager said Staff could look at the demographics of the sites and move the
distribution to other sites if children could be served better in those locations.

Resolution No. 95-149 authorizing a contract with Automatic Lawn Systems in the amount of
$87,925.00 for installation of an underground irrigation system at the ball fields at the Municipal
Athletic Complex was approved on a motion made by Councilman Smith and seconded by
Councilman Cokinos.

Resolution No. 95-150 authorizing contracts with Badger Meter, Golden Triangle Pipe, ABB
Kent Meters, International Supply and The Rohan Company to supply various sizes of water
meters for the Water Utilities Department, Customer Service Division for an estimated total
expenditure of $70,000.00 was approved on a motion made by Councilman Goodson and
seconded by Councilman Ames

Resolution No. 95-151 authorizing an annual contract with DXI Industries, Inc. for approximately
200 tons of caustic soda at $311.65 per ton at an estimated total expenditure of$62,330.00 for
the purpose of treating the City's drinking water at the Water Production Plant was approved on
a motion made by Councilman Cokinos and seconded by Councilman Ames.

Mayor Moore acknowledged that Will Goodson, son of Councilman Goodson, a 6th grade student
at St. Anne's is in the audience obser!ing a Council meeting, and welcomed Mrs. Beverly Hatcher,
president of the Golden Triangle Minority Business Council.

Councilman Smith again voiced congratulations to recently elected Councilmembers and said she
looks forward to working with them.
Councilman Goodson thanked Mayor Moore for recognizing his son and said he is here to witness
the swearing-in ceremonies, and as a member of Boy Scout Troop 85 at St. Anne's Catholic
School, is working on his Citizenship in the Community Merit Badge, as well. Also, Councilman
Goodson commended the worth of the summer food service program and said he thinks "it is one
of the really good things that we do." Councilman Goodson recalled Mayor Lord's advocacy of a
Police Canine Unit in 1991 and fruition of that program, Councilman Cokinos' questioning use of
motorcycle patrol and said he is happy that motorcycles are again being used for traffic control and
hopes it will be as successful as the Canine Unit.
Councilman Cokinos also voiced his support of the use of motorcycles and mentioned the ACORN
Neighborhood Association also has two motorcycles. He thanked the City Manager for purchasing
the motorcycles, said they provide high response, high visibility and good public relations for the
City.
Councilman Ames reminded everyone that on June 3rd, the Mobil Mile on Main Run will be held
to support the foster grandparent program, thanked everyone present for attending the swearing-in
ceremony for ward councilmembers and acknowledged the presence of her husband.
Mayor Pro Tem Davis again congratulated winners of the recent ward election and said he thinks
this Council will be a great team.
Councilman Patterson thanked everyone for their warm hospitality in welcoming her, recognized
her parents, daughter, sister and family in the audience, again thanked her campaign supporters
and fellow church members in the audience, and said she is very happy to work with this team and
is sure they will work well together. She said that in addition to learning, she hopes to bring
something to this Council. Councilman Patterson said she has learned a lot by attending Council
meetings during the past two years, is very impressed with Council leadership and because of this
favorable impression, a desire to be Ward IV Councilman was born.
Mayor Moore thanked everyone for their attendance, said he and his wife were guests of Mayor
and Mrs. John Berthalot at the World Champion Jambalaya Cookoff in Gonzales, Louisiana this
past weekend. Mayor Moore said it was a great day and being there has stimulated a lot of ideas
that he wants to consider in the future for celebrating Beaumont at Fair Park. He said Mayor
Berthalot sent warm wishes back to Council and everyone that participated in the Jambalaya taste
party for Beaumont recently, expressed delight in Beaumont's hospitality. Also, Mayor Moore
commented that U. S. Senator Phil Gramm and Congressman Steve Stockman were in the
community this weekend for Memorial Day observances.

Mrs. Beverly Hatcher, 890 Chatwood, as a member of the Martin Luther King, Jr. Parkway
Commission, and Ms. Marie Easley, 465 East Lavaca, as a member of the Martin Luther King, Jr.
Parkway Commission and Chairperson for the Monument Committee, addressed Council to review
progress of the Martin Luther King Parkway and to solicit support of Council in securing state-wide
transportation enhancement monies that will soon be available to fund a bronze monument of
Martin Luther King, Jr. The statue is to sculpted by local artist David Cargill and possibly placed
in an open median area north of College Street, inside of Wall Street below Becker Printing
Company.

Mayor Moore said that Councilman Williams has been ill and unable to attend Council recently,
but took opportunity to publicly thank him for his many years of service to the community as an
elected councilmember and for accepting the appointment to fill the unexpired term in Ward IV.
Mayor Moore said it has been a personal privilege to serve with Councilman Williams, that it has
been a rewarding education for him, and that Councilman Williams is truly a statesman.
