BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular
session this the 6th day of December, 1994, with the following present:

The Pledge of Allegiance was led by Councilman Becky Ames.

One Proclamation was issued: "National Drunk and Drug Driving Prevention Month in
Beaumont" - December, 1994.

Police Chief Tom Scofield addressed Council to tell them about a program - P.A.L. or Police
Activities League - which is a program aimed at dealing with at-risk youths in an effort to offer
these kids positive alternatives to lives of crime. He said the program is designed to introduce
them to various types of activities such as athletics and scouting and to insure their grades in
school improve by tutoring and to have volunteers to ready to make these things happen.

State Representative Al Price was recognized and welcomed to today's session.

Citizen comment was invited on the Consent Agenda and Main Agenda Items 6 through 12.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held November 22, 1994;
Resolution No. 94-325 appointing Rocky Chase to the Convention and Tourism Advisory
Committee for a term expiring December 5, 1996;
Resolution No. 94-326 authorizing a 3% increase in compensation to the City Manager and
the City Attorney, effective October 1, 1994;
Resolution No. 94-327 authorizing a five-year lease agreement with the Southeast Texas
Community Development Corporation, Inc. (SETCDC) for the rental of a City building
located at 1190 Grant Street, effective December 1, 1994, for a total amount of$10;
Resolution No. 94-328 authorizing a License to Encroach on a portion of a fourteen-foot
drainage easement adjacent to the east property line of Lot 1, Block 13 of Calder Highlands
Addition, 4110 Calder, at the request of Anthony C. Parigi to construct a driveway to serve a a
proposed shopping center extension for a one-time fee of$500;
Resolution No. 94-329 authorizing purchase of a 1994 Ford Aerostar Minivan from Kinsel
Ford, Inc. in the amount of $16,449 for use by the Southeast Texas Auto Theft Task Force;
Resolution No. 94-330 authorizing demolition and removal of two structures located at
2850 and 2860 Laurel by Gissco-Inc. in the amount of $16,000 for the Liberty-Laurel
Overpass Project;
Resolution No. 94-331 authorizing Prime Bank, 8255 Gladys, to serve as as a collection
agent and depository for water utility payments for the City of Beaumont;
Resolution No. 94-332 authorizing Beverly Hodges, Kandy Daniel, Ray A. Riley and Sterling
R. Pruitt to sign on behalf of the City of Beaumont in the replacement and liquidation process of
SIG Holdings. Inc. preferred stock shares; and

Resolution No. 94-333 authorizing opening an account with Paine Webber, Inc. for the purpose
of liquidating various shares of stock received as compensation for amounts due the City by
companies in bankruptcy (Pizza Inn, 46 shares, and Greyhound Busline common stock, 1 share)
and authorizing Beverly Hodges, Kandy Daniel, Ray A. Riley, and Sterling R. Pruitt to sign on
behalf of the City.

center on the site of the existing church and a new parking area was considered:

Resolution No. 94-334 approving a janitorial services contract for four City facilities (City
Hall, the Police/Municipal Court Building, the Beaumont Public Library and the Tyrrell Historical
Library) with Omni Building Maintenance in the amount of $103,500 with the option to renew
for a second year was approved on a motion made by Councilman Cokinos and seconded by
Councilman Goodson.

Resolution No. 94-335 approving the purchase of a KME Fire Apparatus/Spartan chassis 1500
gpm fire pumper truck from Casco Industries, Inc. in the amount of $ 272,010.00 was
approved on a motion made by Councilman Cokinos and seconded by Councilman Ames.

Resolution No. 94-336 authorizing a five-year lease purchase agreement with Municipal
Leasing Credit Corporation at an interest rate of 6.05% for two excavating and grading
machines with payments made annually in advance in the amount of$59,332.11 was approved
on a motion made by Mayor Pro Tem Davis and seconded by Councilman Smith.

Resolution No. 94-337 approving a $25,000 contract with BUILD to promote the revitalization
and development of downtown Beaumont, in cooperation with Texas Mainstreet Projects and
the National Mainstreet Center from January 1 through December 31, 1995, was approved on
a motion made by Councilman Cokinos and seconded by Mayor Pro Tem Davis.

Resolution No. 94-338 approving a one-year contract in the amount of $25,000 (from the 1994
Community Development Block Grant Program Budget) with Programs for Human Services for
the Senior Aides Program to assist persons 55 years of age or older who have a need or
desire to return to the work force was approved on a motion made by Councilman Goodson
and seconded by Councilman Smith.

Resolution No. 94-339 approving a $15,000 contract with the Police Activities League, Inc.
(P.A.L.), a program which targets children ages 10 to 17 years from economically depressed
urban areas and provides "at-risk" youth with activities supervised by Beaumont police
officers (program funds to be provided by the Police Department's Confiscated Goods Fund)
was approved on a motion made by Councilman Cokinos and seconded by Councilman Ames.

Resolution No. 94-340 awarding a contract to Gissco-Inc. in the amount of $20,000 for the
demolition and removal of a dangerous structure located at 600 Pine Street (Keown
building) was approved on a motion made by Councilman Cokinos and seconded by
Councilman Davis.

Councilman Smith congratulated Mayor Moore on his appointment to the Board of the National
League of Cities.
Councilman Goodson thanked Chief Shelton for the invitation to the recent Annual Chiefs Banquet.
In addition, he mentioned that the police were also considering sponsoring a Citizens on Patrol
program that has been brought to the Tyrrell Park Neighborhood Association and to Amelia and
to other Neighborhood Associations. This is a program where citizens are asked to be on patrol -
not as police officers - but with cellular phones to be able to contact 911.
Councilman Ames congratulated Mayor Moore on his appointment to the NLC Board and
complimented this past weekend's Symphony of Trees, sponsored by the the Women's Symphony
League and recognized Carolyn Howard and Mary Donnally for all their work in the event. She
also thanked Fire Chief Shelton for the invitation to the Fire Chiefs Association dinner.
Mayor Pro Tem Davis thanked Dr. Smith and Mayor Moore for familiarizing him with the activities
for the National League of Cities Conference and expressed pride at the respect shown other
members of Council by members attending the conference. He also congratulated the Mayor for
his election as president of the National Black Caucus of Local Elected Officials (NBCLEO). Mayor
Pro Tem Davis also requested on the status of LeBlanc Road.
Councilman Williams joined in offering congratulations to Mayor Moore for his appointment to the
Board of NLC and further complimented him on the respect shown for him and Beaumont by
members of the conference.
Mayor Moore said that the conference had been really good and that he appreciated other
members of Council participating also. He also expressed warm feelings because several people
had expressed concern for our area with the recent flooding.

Ms. Beth Tibbitts, 2401 Liberty, addressed Council to question the status of the trees issue for the
Liberty-Laurel Corridor Project.
Mr. E. E. Shakelford, 11755 Carpenter Rd, addressed Council to complain that some large
household appliances had been removed from his yard allegedly by Solid Waste employees after
having been instructed the day before to leave them. They had been placed there to dry after Mr.
Shakelford's house had received 7-feet of water during the recent flood.
Ms. Lynne Hazlip, 4455 Washington Boulevard, addressed Council to offer assistance in areas of
prevention of crime, accidents, and other stress-related ills of society as a trained teacher of the
transcendental meditation program. She said the "mind is trained to very naturally and
systematically drop into this field of pure consciousness that is at the basis of all matter and

energy." She furnished copies of an independent scientific study which was conducted during the
summer of 1993 in Washington, D. C. which showed that the crime rate was reduced by 18%.
Mr. Rao Kantipudi, 4755 Elmhurst, addressed Council to say that the India Association of
Southeast Texas, 90 families of first-generation Americans, as a means of expressing gratitude and
"giving back to the community" have constructed a 4,200-square-foot community center at 1710
Major Drive at Gladys, to be opened December 17th and invited all to participate in the event as
well as in the use of the facility.
Mr. Henry Dannenbaum, 2880 Grand, again addressed Council on various matters.

There being no other business, the regular session of City Council was recessed to reconvene in
workshop session.

You' re heard the reading of Item 12, questions?
COUNCILMAN COKINOS
I got a question. Mr. City Manager, I know that discussion has been
made on several occassions about, about the roof of this building that
have some rare shingles, and I'm just wondering if, if that could
possibly, instead of destroying it completely--which it needs,
certainly, because it had several fires there already--but I'm wondering
about the shingles on the roof, and I know that there' s been several
discussions at the Historical meeting on this . And, I was just
wondering if rather than demolition it completely, to try to save those
shingles .
MR. RILEY
I' ll have to look at the bid specifications, Councilman. I'm not sure
that the salvage from this isn' t part of the bid price. That in affect,
the demolitioner may be actually acquiring this and able to handle that
in other words on their own. But, if in affect, they' re not trying to
preserve it themselves, then we' ll make every opportunity to do so.
COUNCILMAN COKINOS
Make sure that they--cause I know there' s, there' s (City Manager
responded "yes" ) two or three buildings in Beaumont needs some good.
shingles and probably could come in handy, but I'm concerned about
that . Will you keep an eye on it?
MR. RILEY
We' ll definitely do it

And not let them destroy the shingles. It' s in the front part of the
southwest part of the building.
