CITY COUNCIL - CITY OF BEAUMONT
HELD FEBRUARY 22, 1994 - 1:30 P.M.
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas,
met in regular Session this the 22nd day of February, 1994, with the
following present:

The Invocation was given by the Reverend James Blackwell, South Park
Baptist Church.
The Pledge of Allegiance was led by Councilman Smith.

Two Proclamations were issued: "Purchasing Month, " March, 1994; and
"National Engineers Week, " February 21-26, 1994 .

Citizen comment was invited on the Consent Agenda and Main Agenda Items
1 through 5. No one wished to address these subjects.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held
February 15, 1994 ;
Resolution No. 94-39 appointing John Raney, Chairman, of the Community
Development Advisory Committee, Victoria Price, Chairman, and Kendall
Blanchard, Vice-Chairman, of the Sister City Commission for one-year
terms; and

Resolution No. 94-40 authorizing settlement of the lawsuit of Angela
Jacobs vs. City of Beaumont, et al in the amount of $3, 338.00.
The Consent Agenda was approved on a motion made by Councilman Davis and
seconded by Mayor Pro Tem Goodson.

Resolution No. 94-41 authorizing the City Manager to apply for, accept,
and spend up to $698,000. 00 in federal grant funds under the 1994 HOME
Program, created under Title II (Home Investment Partnerships Act) of
the National Housing Act of 1990, to expand the supply of decent
affordable housing, was approved on a motion made by Councilman Moore
and seconded by Councilman Smith.

Resolution No. 94-42 authorizing the City Manager to apply for, accept
and spend federal grant funds available from HUD under the Stewart B.
McKinney Homeless Assistance Act of 1987, in the amount of $65, 000. 00,
to pay for essential services, homeless prevention assistance, operating
costs and administrative expenses was considered.
Councilman Cokinos said he will abstain from voting on this item because
he is a Boardmember of the Trinity Valley Emergency Shelter for the
Homeless.
Resolution No. 94-42 was approved on a motion made by Councilman Moore
and seconded by Councilman Alter.

Resolution No. 94-43 authorizing an agreement with Jefferson County
Drainage District No. 6 for joint participation in expansion of the
drainage ditch crossing at Tolivar Road at a cost to the City of
$44,450. 00 (total estimated project cost of $88,900. 00) was approved on
a motion made by Councilman Cokinos and seconded by Mayor Pro Tem
Goodson.

Resolution No. 94-44 authorizing purchase and installation of a closed
circuit TV surveillance camera and recording system from Neches Alarm
service, Inc. in the amount of $42,350. 00 for the Police Department was
approved on a motion made by Councilman Smith and seconded by Councilman
Cokinos.

Resolution No. 94-45 authorizing purchase of protective clothing for the
Fire Department from Casco Industries, Inc. at $378. 00 for coats and
$245. 00 for trousers at a total cost of $31, 150.00 for 50 sets of bunker
gear, with prices remaining firm for 12 months to allow for additional
purchases, was approved on a motion made by Councilman Cokinos and
seconded by Councilman Alter.

dilapidated structures found to be in violation of the City of
Beaumont's Dangerous Structure Ordinance, Article III, Section 14-50:
805 College (commercial) - 1st Federal Savings & Loan, owner (19
violations) , Staff recommendation to raze within 30 days; 2055 Hemlock -
Goodrich Employees Federal Credit Union, owner (23 violations) , Staff
recommendation to raze within 30 days; 1990 St. Anthony - Ethel Steinman
Dickson c/o W. S. Dickson, owner (24 violations) , Staff recommendation
to raze within 30 days; 1438 Liberty - William O. Babin, owner (24
violations) , Staff recommendation to raze within 30 days; 2112 Rusk -

within 30 day; 1925 Harrison (23 violations) and 1925 Harrison (garage)

The above-listed parcels of property have been inspected, are vacant,

and have been found to be in violation of Article III, Section 14-50 of
the Code of Ordinances. Notices have been sent to owners by Certified
Mail and published in the Beaumont Enterprise.
The fourteen (14) structures listed below have been condemned by City
Council and he owners ordered to either raze or repair them within
specified time frames. Reinspection of these structures have revealed
non-compliance with the Council 's order. The Community Development
Division of the Administrative Service Department is requesting
authorization from the City Council to demolish these structures in
accordance with the Dangerous Structure Ordinance and charge the
property owners with the cost of demolition:
2205 Avenue A, 5540 Bigner, 655 Blanchette, 695 Blanchette, 2180
Caldwell, 3076 Concord, 3076 Concord (garage), 3025 Crockett, 2790
Edmonds, 170 Fletcher, 3850 Johnstown, 2700 Smart (utility house) , 5190
Tyrrell Park Road, and 2615 Washington Boulevard.
There being no one to address Council, the Public Hearing was closed.
Ordinance No. 94-9 declaring certain dilapidated structures to be
public nuisances and ordering their repair or removal by the owners and
authorizing the removal of certain other structures whose owners failed
to comply with condemnation orders was considered:

STRUCTURES TO BE PUBLIC NUISANCES AND
ORDERING THEIR DEMOLITION AND/OR REPAIR;
PROVIDING FOR SEVERABILITY AND PROVIDING
FOR A PENALTY
Ordinance No. 94-9 was approved on a motion made by Councilman Alter and
seconded by Councilman Davis.

Councilman Cokinos congratulated the Vietnam Veterans for an impressive
groundbreaking ceremony Saturday for its Memorial Park and Veterans Home
on Keith Road at Highway 105 and said the Cat Show held this weekend was
very good and well attended.
Councilman Alter added his appreciation for the facility the Vietnam
Veterans are constructing and to the Convention and Visitors Bureau for
business increase in Beaumont of almost 20% over the last four years and
announced that the Convention and Visitors Bureau will hold a reception
at the Civic Center next Monday evening in honor of those responsible
for increasing tourism activity in Beaumont.

Councilman Davis invited Council to attend the Northend Neighborhood
Association meeting to be held at 7: 15 p.m. on February 23rd at Saint
Pius Catholic Church.
Councilman Moore also complimented the Vietnam Veterans's groundbreaking
ceremony and congratulated Councilman Cokinos for the interesting
address he gave at the ceremony. Also, Councilman Moore invited Council
to a four-mile Walk-A-Thon-Read-A-Thon, sponsored by the L. L. Melton
YMCA Saturday morning at 8: 00 a.m. , announced that the Pear Orchard
Neighborhood Association will meet tonight at 7: 00 p.m. at our Mother of
Mercy Hall, and expressed birthday wishes to his recently deceased
father, who would have celebrated his (67th) birthday today.
Mayor Lord said that along with the Governor of Texas, the Canadian
Ambassador, Secretary Pena of President Clinton's Cabinet and the
Governor of the Mexican State across the border from Laredo, she had the
pleasure of being a guest of the City of Laredo at their annual George
Washington festival this past weekend. She explained their Day of the
Embracos tradition. She said two children from Nuevo Laredo and two
from Laredo meet in the center of a bridge joining the two countries,
embrace and then the American children bring the Mexican children back
across the border to participate in the festival. Then, the officials
and their guests and counterparts repeat the act. She said there was a
lot of hugging in this impressive gesture of friendship, and that some
of the other dignitaries present for the celebration included the
President and Regents of A & M University. She said that an invitation
was extended to attend the groundbreaking of A & M's new international
college that will be a wonderful addition for Laredo and Nuevo Laredo.

Mr. Bobby Matthews, 1119 South Main, Lumberton, addressed Council to
question the homeless and their rehabilitation. It was explained to Mr.
Matthews that individuals may stay at the Shelter for a limited period
of time, and that there is a rehabilitation process.
Mr. Henry Dannenbaum, 2880 Grand, addressed Council to discuss Transit
System provisions for handicapped and elderly and to again announce the
upcoming Passion Play to be presented by First Baptist Church at the
Julie Rogers Theatre.
Mr. Tony Sacker addressed Council to inquire about the disposition of
the building that formerly housed Saint Therese Hospital. Mr. Riley
informed him that an updated report with a recommendation from Staff
will be presented to Council in about two weeks regarding that building
and other dilapidated structures.
Mr. Tony Jones, 508 Garland, addressed Council to say that he has spoken
with Mr. Munson of the Beaumont Transit System and signs stating seeing-
eye dogs are allowed on buses will be installed within the next few

weeks and thanked Council, especially Councilman Cokinos, for support of
this issue.

Mayor Lord announced that an Executive Session will be held following
the Workshop Session in accordance with Section 551. 074 of the
Government Code to discuss appointment, employment, evaluation,
reassignment, duties, discipline, or dismissal of a public officer or
employee; specifically: (1) City Magistrate (2) City Attorney (3) City
Manager.

There being no further business, the Regular Session of City Council was
recessed to conduct the Workshop Session.
