HELD DECEMBER 3, 1991 - 1:30 P.M.
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas,
met in regular session this the 3rd day of December, 1991, with the
following present:

The Invocation was given by The Reverend Harland Merriam, pastor of
Saint Andrew' s Presbyterian Church.
The Pledge of Allegiance was led by Councilman Moore and eleven (11)
students from Sallie Curtis Elementary School.

Four Proclamations were issued: "Christmas Seal Month, " December, 1991;
"Home Care Week, " December 1-7, 1991; "Drunk and Drug Awareness Week, "
December 7-13 , 1991; and "Sallie Curtis School Day, " December 3 , 1991,
in commemoration of the November 1991 issue of the National Geographic
featuring Ms. Doris D'Ann Douglas, first grade teacher at Sallie Curtis
Elementary, and her 1989-90 first grade members: Ryan Baker, Andrew
Beekman, Megan Coleman, Ashley Dean, Ali Duffel, Abby Eisen, Trey
Jackson, Aaron Merriam, Samantha Naman, Ian Oubre, Nevin Partain, Erin
Pearce, Sonny Recia, Peyton Ritter, Matt Roberts, Lindsay Ruckstuhl,
Cynthia Smith, Matthew Swerdlow, Jeffrey Thorne, Andre Valmore and Chad
Wagner for participation in NASA's Space Exposed Experiment Developed
for Students (SEEDS) Program.

Citizen comment was invited on the Consent and Main Agendas. No one
wished to address these items.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held
November 19, 1991;
Resolution No. 91-293 reappointing M. L. "Buddy" Lefler, Jr. , Milton
Bell and Joseph D. Deshotel to the Historical Landmark Commission for
terms expiring October 31, 1993 ; appointing Patsy Clapper to the
Community Development Advisory Committee for a term expiring May 31,
1992 ; appointing Jaimie Green to the Parks and Recreation Advisory
Committee for a term expiring June 30, 1992 ; reappointing Carol Gertz to
the Library Commission for a term expiring October 31, 1993 ; and
appointing Johnnie Marie Durden to the Convention and Tourism Advisory
Committee for a term expiring September 30, 1993 ;
Resolution No. 91-294 authorizing a one-year contract with Mike
Harrell's Pest Control for furnishing pest control for 51 City
facilities in the amount of $1,542 .00 per month, a total annual cost of
$18,504. 00, plus $55. 00 per hour for flea treatment as required; and
Resolution No. 91-295 accepting a 0. 0122 acre tract of land out of the
Noah Tevis Survey at the intersection of Sawyer and Smart Street from
Mr. and Mrs. Donald J. Corbello for street right-of-way in exchange for
the City of Beaumont piping approximately seventy feet (701 ) of open
ditch covered by the easement.
The Consent Agenda was approved on a motion made by Councilman Cokinos
and seconded by Councilman Goodson.

Resolution No. 91-296 authorizing a contract in the amount of
$347, 400. 00 with G & G Enterprises for construction of Fire Station No.
14 on Chinn Lane at Old Voth Road to serve northwest Beaumont was
approved on a motion made by Councilman Cokinos and seconded by
Councilman Goodson, after a brief discussion concerning the relocation
of personnel and engine from Fire Station No. 5 to No. 14 and equitable
service for the area.

Resolution No. 91-297 authorizing reallocation of $530,877.00 of
unobligated 1990 Community Development Block Grant funds to: Northridge
Manor Housing Complex in the amount of $235, 000. 00; Beaumont Community
Foundation in the amount of $100, 000. 00; Main Street Program in the
amount of $25, 000. 00; Housing Authority of Beaumont in the amount of
$25, 000. 00; Programs for Human Services in the amount of $18,500.00;
Cardinal Day Care Center in the amount of $8, 000. 00; the Clearance and

Demolition Program for removal of dangerous structures in the amount of
$73,500. 00; and the Innovative Housing Development Corporation for
assistance to first-time homebuyers in the amount of $45,877. 00 was
approved on a motion made by Councilman Moore and seconded by Councilman
Alter.

Resolution No. 91-298 authorizing purchase of an articulated off-road
dump truck, with buy-back options, (first three years, $92 , 659; four
years, $72,422 and five years, $52,948) from Mustang Tractor and
Equipment Company in the amount of $170, 176. 00 for use at the sanitary
landfill was approved on a motion made by Councilman Goodson and
seconded by Councilman Samuel.

Resolution No. 91-299 authorizing purchase of a landfill compactor, with
buy-back options, ($121,275 up to three years after purchase, $103, 950
during fourth year, and $69, 300 the fifth year) from Mustang Tractor
and Equipment Company in the amount of $219,914 . 00 was approved on a
motion made by Mayor Pro Tem Smith and seconded by Councilman Goodson.

Resolution No. 91-300 authorizing renewal of depository agreements for
investment purposes for the period October 1, 1991, through September
30, 1993, with Lamar Bank, First Interstate Bank, First City Texas Bank -
Beaumont, NCNB - Beaumont, Bank one - Beaumont, and Parkdale State Bank
was approved on a motion made by Councilman Samuel and seconded by Mayor
Pro Tem Smith.

Mayor Pro Tem Smith announced there will not be a December "Sunday in
the Park" program because of a conflict with the Symphony of Trees and
lack of sponsorship. She said the 1992 "Sunday in the Park" season will
begin the second Sunday in March.
Councilman Alter congratulated Mayor Lord, the Reverend Harland Merriam,
and City Staff for a terrific community Thanksgiving program. Also, he
wished Mayor Lord an early "Happy Birthday. " Mayor Lord will celebrate
her birthday Saturday, December 7.
Councilman Moore echoed the sentiments of Councilman Alter and said the
Thanksgiving service was extremely timely and most interesting.

Mayor Lord complemented the Thanksgiving service speakers for sharing
very moving experiences, said the music was good, but reported the video
attempt was not successful, and that many parents and shut-ins will be
disappointed that the program will not be reshown on Channel 31. Mayor
Lord announced there will be no City Council meetings on December 17,
24, and 31. She said there will be meetings on Tuesday, December 10,
and on Thursday, December 19.

City Manager Riley informed Council that word has been received through
Congressman Brooks that the funds applied for through the Public Works
Demonstration Act to be used for construction of Major Drive have been
granted. A minimum of $3 .5 million will be available to offset expenses
for relocation, capping or protection of pipelines or utilities. The
remainder of the $10.4 million in funds will be used to accelerate the
construction of Major Drive and possibly provide for the overpass at
College Street.

Mr. Henry Dannenbaum, 1567 Wall Street, addressed Council to announce
that The Gospel According to Scrooge, featuring The Singing Christmas
Tree, will be presented by First Baptist Church on December 14, 15, and
16.

There being no other business, the Regular Session of City Council was
adjourned to reconvene in Workshop Session.
