BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session the 19th day of November, 1991, with the following present: HONORABLE: Evelyn M. Lord Mayor Andrew P. Cokinos Councilman At Large Brian R. Alter Councilman At Large Guy N. Goodson Councilman, Ward II Audwin Samuel Councilman, Ward III David W. Moore Councilman, Ward IV Absent: Lulu L. Smith Mayor Pro Tem Councilman, Ward I Ray A. Riley City Manager Lane Nichols City Attorney Rosemarie Chiappetta City Clerk -000- The Invocation was given by Mayor Lord. The Pledge of Allegiance was led by Councilman Cokinos. -000- One Proclamation was issued: "Texas Commerce Bank Anniversary Week, " November 18-25, 1991. -000- Citizen comment was invited on the Consent and Main Agendas. No one wished to address these items. -000- The following Consent Agenda items were considered: Approval of the Minutes of the regular City Council session held November 12, 1991; and Resolution No. 91-289 authorizing full and final settlement of a bodily injury claim in the amount of $8,536.90, brought against the City by Ms. Pauline Prudhomme as the result of a collision with a City vehicle driven by Errol Wildridge and an automobile driven by Ms. Gloria -294- November 19, 1991 Prudhomme, in which Pauline Prudhomme was a passenger on July 3, 1991, at the intersection of Washington Boulevard and Avenue B. The Consent Agenda was approved on a motion made by Councilman Cokinos and seconded by Councilman Goodson. Question: Ayes: All Nayes: None -000- Resolution No. 91-290 authorizing a ten-year historical preservation tax abatement, (requested by Marlin Williford, president of Fidentia Development Corporation in Connection with Crockett Street Station, Inc. ) for the Friedman Building at 508-530 Crockett Street and the Hegele Building (Old Crockett Street Market) at 596 Crockett was approved on a motion made by Councilman Alter and seconded by Councilman Goodson. Question: Ayes: Mayor Lord Nayes: None Councilman Cokinos Councilman Alter Councilman Goodson Councilman Moore Abstained: Councilman Samuel -000- Resolution No. 91-291 authorizing filing an application with the Texas Historical Commission for a 1992 Certified Local Government matching grant in the amount of $32,895.00 ($14,540 in state funds and a local match of $1, 050 cash and $17, 305 in in-kind services totaling $18, 355) based on four objectives: sending representatives to the annual CLG conference; continuing the SPARE Beaumont Update program with Phase IV; submitting a multiple national register listing application for four or five fire stations; and developing an educational program with brochures and lecture series was approved on a motion made by Councilman Cokinos and seconded by Councilman Moore. Question: Ayes: All Nayes: None -000- Resolution No. 91-292 authorizing Kandy Daniel, Treasurer; Michaele Lafferty, Deputy Treasurer; Walter Thomas, Finance Officer; and Ray A. Riley, City Manager; to be given authority to request electronic (wire) transfer of City funds on deposit with Texas Commerce Bank by using the TexStar Direct Access System software made available by Texas Commerce Bank under the depository agreement at a cost of $4. 00 for repetitive and $6. 00 for non-repetitive transfers was approved on a motion made by Councilman Moore and seconded by Councilman Samuel. Question: Ayes: All Nayes: None -295- November 19, 1991 Mayor Lord announced that the posted Executive Session has been cancelled. -000- Councilman Moore extended an invitation to attend a community meeting at 6: 30 p.m. tonight at South Park Baptist Church and acknowledged the recent demise of two community leaders, Mrs. Ruth Daniels, wife of the Reverend G. W. Daniels, and Mr. James F. Jackson, former principal of Hebert High School and Odom Middle School. Council expressed their regrets at the deaths of these two prominent and contributing citizens. Councilman Goodson reminded everyone to attend the City-wide Ecumenical Thanksgiving Service on Monday, November 25, at the Julie Rogers Theater. Mayor Lord said there will not be a speaker for the Thanksgiving service, but four citizens: a Vietnamese priest, a survivor of the Holocaust, a Russian immigrant, and a Staff Sergeant with the 644th who served in the Persian Gulf will relate their personal Thanksgiving stories. -000- Ms. Rebecca Woodland, with the Fire Museum of Texas, thanked Council for support of the CLG grant (Certified Local Government) . Ms. Woodland said she will report back to Council the progress of the Fire Station multiple national register listing, and, hopefully, bring back a plaque for presentation to Council. -000- There being no other business, the meeting was adjourned. -000- I, Rosemarie Chiappetta, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the Regular City Council Session held November 19, 1991.
