CITY COUNCIL - CITY OF BEAUMONT
HELD JULY 9, 1991 - 1:30 P.M.
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas,
met in regular session this the 9th day of July, 1991, with the
following present:

The Invocation was given by Councilman Brian Alter.
The Pledge of Allegiance was led by Councilman Goodson.

Citizens ' comments were invited on items contained in the Consent and
Main Agendas:
Mr. John Melton and Mrs. Pam Melton, 9350 Gross, and Mr. Jude Paredez,
920 Wisteria, addressed Council to express their opposition for the
Solid Waste management plan, including one-time each per week collection
of garbage, recyclables and yard waste, to be considered for action
today.

The following items of the Consent Agenda were considered:
Resolution No. 91-161 appointing the Reverend Myron Barnes to the Martin
Luther King, Jr. , Parkway Commission, term ending January 1, 1993 ; and
Resolution No. 91-162 accepting for maintenance a 185-foot extension of
Easley Drive northwest to and including a cul-de-sac and water and
sanitary sewer lines serving Lots 3-7, Block 1 and Lots 1-6, Block 3,
Greenfield Village, Section One.

The Consent Agenda was approved on a motion made by Councilman Cokinos
and seconded by Councilman Goodson.

Resolution No. 91-163 adopting a solid waste management plan for
standard service consisting of weekly separate collections of (1)
household garbage in automated 90-gallon containers, (2) curbside
recycling materials, including glass, newsprint, non-ferrous metals,
and plastic, and (3) yard waste in plastic bags or boxes; and an option
for residents requiring twice a week collection of household garbage
in automated 90-gallon containers for an additional charge sufficient
to offset the cost, expected to amount to about $2 . 65 a month was
approved on a motion made by Councilman Alter and seconded by Councilman
Samuel.

Resolution No. 91-164 authorizing a one-year contract with Beeco Sand
Company for the purchase of cement-stabilized sand at $7. 65 per ton for
1-1/2 sack mixture and $8.90 per ton for 2 sack mixture was approved on
a motion made by Councilman Cokinos and seconded by Councilman Goodson.

Resolution No. 91-165 granting a 125-acre temporary soil disposal
easement in the widening of Hillebrandt Bayou by the U. S. Corps
of Engineers, a temporary dredge pipe easement and two permanent
drainage easements for widening of the bayou and maintenance of Drainage
District 6 's Ditch No. 107 crossing City property in the vicinity of the
water reclamation plant, the landfill and artificial wetlands was
approved on a motion made by Councilman Alter and seconded by Councilman
Goodson.

Resolution No. 91-166 requesting the Jefferson County Sheriff to sell
the west 45 feet of the south 93 feet of Lot 6, Block 1, South
Blanchette Addition located at 1185 Bradley which was acquired through
foreclosure in 1977 for taxes owed to the City and the Beaumont
Independent School District was approved on a motion made by Councilman
Moore and seconded by Councilman Samuel.

Resolution No. 91-167 awarding a contract to NIS Corporation of
Inglewood, California, for furnishing and installing a CTV-90 automatic
vehicle washing system in the amount of $20,900 at the Fleet Service
Center was approved on a motion made by Councilman Cokinos and seconded
by Councilman Samuel.

Resolution No. 91-168 awarding a 12-month contract to Sourceone
Environmental of Beaumont for furnishing laboratory testing services for
the Water Utilities Department's Industrial Wastewater Pretreatment
Program an an approximate cost of $11,429. 00 was approved on a motion
made by Councilman Goodson and seconded by Councilman Cokinos.

Councilmembers enthusiastically reviewed and commended the various
events of the 4th of July festivities, including the parade, symphony,
fireworks, participation by other cities . . . . . . "a Golden Triangle
Day. "
Councilman Alter mentioned the unveiling of the Desert Storm monument in
Riverfront Park; congratulated Mayor Lord for serving as Chair of the
National Conference of Mayors ' Committee on Arts Culture and Recreation
Subcommittee on Tourism; reminded citizens that "Concerts on the Move"
is scheduled for August 8th in Rogers Park with Jimmy Simmons Band and
Orchestra providing the entertainment; and Sunday in the Park will be
held July 14, 1991 in Riverfront Park from 2 : 00 to 4: 00 p.m.
Councilman Moore mentioned old cast iron water pipes and the
deterioration of the lines and requested a preventative maintenance
program be established to replace the old pipes. In addition, he
questioned whether the ditching program is progressing with the amount
of rain we've experienced.
Mayor Lord told Council that she has requested that the City Attorney
prepare an ordinance requiring handicapped parking be provided at
privately-owned places. Because the item was not posted for Council
consideration, no discussion could be held, but she requested members
contact the City Attorney if they would prefer the item be workshopped
first.

Mayor Lord called an Executive Session, pursuant to Section 2 (e) of the
Texas Open Meetings Act, to be held immediately following the close of
the regular City Council session, to consider pending or contemplative
litigation as follows: Edward Roberts v. Chief George Schuldt, et al;
Wanda Kaluzny v. City of Beaumont, et al; Larry Lee Mandoza v. Officer
Porter, et al; Hazel Fisher v. City of Beaumont; and claim of Gay Lynn
Johnson.

Mrs. Delores Davis, 4292 Detroit, addressed Council to express her
appreciation for the participation of Mayor Lord and Councilman Moore in
the 4-mile "Walk With Jesus" youth parade held June 29th and to present
them with tee shirts and caps and a plaque which reads "In recognition
of Mayor Evelyn M. Lord and Councilman David Moore, with deep
appreciation for outstanding leadership and tireless support in the Walk
with Jesus parade, from Darlene Monique Parkinson Foundation, Reverend
C. E. Davis, and Delores Davis, June 29, 1991. "
Mr. Amos Smith, 3575 Franklin, addressed Council representing the Isetta
E. Dunlop Child Care and Family Outreach Center, to request funding for
the program through Community Development Block Grant.
Henry Dannenbaum, 1567 Wall, addressed Council in appreciation for the
various activities involved with the City's 4th of July festivities.

There being no further business, the regular City Council session was
adjourned.
