CITY COUNCIL - CITY OF BEAUMONT
HELD JUNE 5, 1990, 1:15 P.M.
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas,
met in regular session this the 5th day of June, 1990, with the
following present:

(*Councilman Samuel left the meeting at 1: 32 p.m. after the Mobil Oil

The Invocation was given by the Very Reverend Rick Benson, Saint
Matthew's Episcopal Center Lamar University.
The Pledge of Allegiance was led by Councilman Moore.

Four Proclamations were issued: "Safe Boating Week, " June 3-9, 1990;
"Texas Association of Mental Retardation Days, " June 10-15, 1990;
"Management Week, " June 4-9, 1990; and a Proclamation honoring "East
Mount Olive Church" in celebration of their 122nd anniversary of
service to the community and the Reverend Clarence Williams, Jr.
completing his second year as their pastor.

Mayor Lord asked Mr. Bill Blackmon, General Manager of Mobil Oil
Corporation, to come forward to make a presentation.
Mr. Blackmon asked members of his staff to stand and introduce
themselves. They were Mr. Ken Richardson, Controller, Mr. Chuck
LaChapelle, Engineering Department Manager, Leo Mills, Manager of
Employee Relations, Jean Mitchell, Community Affairs, and Margaret

MR. BILL BLACKMON•
I 'm here today to represent the Mobil's Beaumont Refinery and all our
employees there, and we want to make a presentation to the City. And,
that presentation is a grant for $30, 000 to be used in support of the
City's summer youth employment program. We think this is a good
program. We think it will provide a meaningful work experience for some
of our youth while at the same time giving benefit to the city. So,
we're proud to be a part of that. We'd like to make this presentation
to you now.
Mr. Blackmon presented an oversized replica of a check in the amount of
$32, 000. 00 payable to the City of Beaumont from Mobil Oil Corporation.
MAYOR LORD:
That really is special. These young people will be working in our
libraries and in our parks, and it's really wonderful. There'll be
twenty of them that will be involved, and we're very fortunate. Why
don't you stand up, those of you young people who are going to be
working for the City, thanks to Mobil, this summer. And, we're
delighted to have you with us.
MR. BLACKMON•
There's one more. Just a moment. You know everybody now-a-days seems
to like to express things with tee shirts, and so we employees at Mobil
are no different. So, we had special tee-shirts made up for the youth
this summer. It's Mo-Beau Team. I hope they'll enjoy these tee-shirts,
and Mayor, I 'd like to present you with one.
MAYOR LORD:
Well, I 'd be proud to wear it. Thank you very much. . .
Mr. Blackmon and Mobil staff members presented tee-shirts to Council
with the inscription "Mo-Beau Team. "
Each Councilmember expressed gratitude to Mobil Oil Corporation for
their generous corporate support in community affairs, including
Concerts in the Park, both the Southend and Northend Community Uplift
Programs, and the grant for summer jobs for twelfth-grade high school
students.

A fifth Proclamation was issued: "Charles L. (Charlie) Schmucker Day, "
June 7, 1990.

Citizen comment was invited on the Consent and Main Agendas. No one
wished to address these items.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held May 29,
1990;
Resolution No. 90-104 authorizing Texas Commerce Bank, Beaumont to
release $1, 000, 000. 00 and pledge $1, 050, 000. 00 held as securities at
the Federal Reserve Bank of Dallas/Houston Branch effective June 5,
1990; and
Resolution No. 90-105 appointing Mayor Evelyn M. Lord as Beaumont's
representative on the Transportation Planning Committee for the
Jefferson Orange Regional Transportation Study (JORTS) for the 1990 and
1991 calendar years.
The Consent Agenda was approved on a motion made by Councilman Cokinos
and seconded by Councilman Smith.

City Manager Ray A. Riley introduced the new Assistant City Manager, Mr.
Sterling Pruitt. Mr. Riley said Mr. Pruitt is a graduate of Kansas
University City Management Program and has spent fifteen years in the
City of Phoenix, Arizona, working in various administrative positions.

On a motion made by Councilman Moore and seconded by Councilman Cokinos,
Resolution No. 90-106 accepting a $32, 000 Mobil Summer Youth Employment
Grant from Mobil Oil Corporation to provide twenty (20) jobs (ten (10)
in the library and ten (10) in the Recreation Division of the Parks
Department) for students between the eleventh and twelfth grades of low
and low-moderate income families at a pay rate of $4. 00 per hour was
approved by acclamation.

Resolution No. 90-107 authorizing an amended Wastewater Treatment and
Collection System Engineering Plan to designate an artificial wetlands
treatment system as the means of meeting the permit requirements for
effluent from the sewage treatment plant and authorizing appropriate
efforts to obtain funding for remaining phases of the project, including
applications for additional State Revolving Fund loans, was approved on
a motion made by Councilman Alter and seconded by Councilman Smith.

Resolution No. 90-108 authorizing purchase of Parcel 154, 0. 110 of an
acre of land out of the Hezekiah William Survey on the east side of
Major Drive about 150 feet north of Collier Road from Mr. and Mrs. Peter
Lightfoot in the amount of $7, 300 for widening and improvement of Major
Drive (Farm Road 364) was approved on a motion made by Councilman
Brumley and seconded by Councilman Moore.

Councilman Smith invited everyone to "Sunday in the Park" to enjoy an
excellent program and lots of entertainment and activities at 2 : 00 p.m.
Sunday with Councilman Cokinos reading to the children. A bear theme
will coordinate the activities.
Councilman Cokinos added his invitation to attend "Sunday in the Park. "
Councilman Alter commented that according to an article in the
newspaper, our area has been singled out regarding toxic conditions, but
on page three was an article about DuPont being committed to reducing
its toxic emission by 60% by 1993 and eliminating or rendering them non-
toxic by the year 2, 000 as part of an industry-wide trend to reduce or
eliminate toxic emissions. Councilman Alter said that he feels this is
wonderful and should be headline news since it is a positive step toward
economic development. He said we are improving our air quality, not
pulling it down, and that is good corporate citizenship. He suggested
that a reporter contact DuPont and make that a front-page story.
Councilman Brumley announced that the next Concert in the Park will be
June 13th at 7: 30 p.m. with Vince Vance and the Valliants with the
Vallianettes at Babe Zaharias Park.

Mr. A. J. Maggio, 3855 Empire Row, addressed Council regarding flooding
in his neighborhood and asked that a study be conducted to eliminate the
problem. Mr. Maggio was informed that studies have been conducted and
was invited to attend next week's workshop to receive an overview of the
pending construction in that area.
Mrs. Delia Harrington, 815 Willow Street, addressed Council to extend an
invitation to attend the Woodmen of the World Lodge 61775 Flag Raising
Ceremonies, 12 : 00 Noon, Wednesday, June 6, 1990, at the Individualized
Learning Services, 705 Martin Luther King, Jr. Parkway at North Street.
Mr. Henry Dannenbaum, 1567 Wall Street, addressed Council in support of
proclaiming June 10-15 at Texas Association of Mental Retardation Days
and discussed other subjects.

There being no other business, the meeting was recessed before
continuing with the Workshop Session in the Executive Conference Room on
the third floor.
