CITY COUNCIL - CITY OF BEAUMONT
HELD MAY 22, 1990, 1:15 P.M.
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas,
met in regular session this the 22nd day of May, 1990, with the
following present:

The Invocation was given by the very Reverend John Baden, St. Michael 's
Orthodox Christian Church.
The Pledge of Allegiance was led by Assistant City Attorney Tyrone
Cooper.

Mayor Lord announced that Councilman Moore has received a very
prestigious appointment. He is enroute to Washington, D.C. to attend
the American Council of Young Political Leaders. He will be at the
State Department tomorrow for a briefing session.

Citizen comment was invited on the Consent and Main Agenda items. No
one wished to address these items.

Resolution No. 90-94 awarding a construction contract for a pre-
engineered metal warehouse extension at the Water Utilities Service
Center to B & B Enterprise in the amount of $48,880. 00 was approved on a
motion made by Councilman Alter and seconded by Councilman Samuel.

Resolution No. 90-95 authorizing a contract for furnishing laboratory
testing services for the Industrial Wastewater Pretreatment Program for
the Water Reclamation Division with Texas Environmental Services, Inc.
at an estimated cost of $14,834. 00 (GC Scan - Organic Priority
Pollutants, $60. 00 each; GC/MS Scan - Toxic Pollutants, $465. 00 each;
GC/MS Scan - Xylene, $200 each; Biochemical Oxygen Demand, $10. 00 each;
Chemical Oxygen Demand, $8. 00 each; Suspended Solids, $3 . 00 each; Oil
and Grease, $7 . 00 each; Phenol, $15. 00 each; Cyanide, $15. 00 each; pH,
$1. 00 each; Metal Content, $60. 00 each; and Metals including Arsenic,
$68. 00 each) was approved on a motion made by Councilman Smith and
seconded by Councilman Samuel.

Resolution No. 90-96 authorizing purchase of Parcel No. 151, 0. 112
acres out of Hezekiah Williams Survey, Abstract 56, situated on the
southeast corner of Major Drive and Collier Road from Mrs. Ultima Hardin
for the appraised value of $30,751. 00 ($5,855 for 0. 112 of an acre of
land, $2, 037 for improvements, and $22,859 for damages to remainder of
property) for the widening and improvement of Major Drive was approved
on a motion made by Councilman Brumley and seconded by Councilman Smith.

Mr. Henry Dannenbaum, 1567 Wall Street, addressed Council in support of
another public park and a recreation program for children.

Councilman Brumley extended belated congratulations and welcome to Mayor
Lord and Councilman Alter in winning Council seats at the May 5, 1990
General Election. Councilman Brumley reminded everyone that a reception
honoring former Mayor Meyers and former Councilman Lee for their years
of service to the City of Beaumont will be held at the Civic Center this
afternoon from 4: 00 p.m. to 6: 00 p.m. , and that a "Concert in the Park"
featuring the Jimmy Simmons Band will be conducted at 7: 00 p.m. at
Rogers Park.
Councilman Alter announced that two families from Russia are immigrating
to Beaumont. One family will be arriving today and the other tomorrow.
More information will be available soon.
Mayor Lord said the lovely magnolia blossom placed on the dais by Mrs.
Delia Harrington makes her feel at home and reminiscent of her previous
tenure on Council, and the beer bottle serving as a vase is one less
littering the streets since Mrs. Harrington is an avid advocate of
picking up trash and litter in her community.

There being no further business, the meeting was recessed before
continuing with the Workshop Session in the Executive Conference Room on
the third floor.
