BE IT REMEMBERED that the City Council of the City of Beaumont, Texas,
met in regular session this the 27th day of March, 1990, with the

The Invocation was given by the Very Reverend Byron Crocker, Saint
Stephen's Episcopal Church.
The Pledge of Allegiance was led by Councilman Cokinos.
CHARLIE PRUITT RECOGNITION
Mayor Meyers introduced Mr. Charlie Pruitt by commenting about his
recent appearance on the cover of Beaumont magazine. Mr. Pruitt started
the Charlie Pruitt Country Show in August, 1982, and it continues to
grow with performances on the third Saturday of each month at the
Jefferson Theater. Mayor Meyers said the performance "showcases
aspiring Country and Western singers and draws about nine to ten
thousand people annually to Downtown Beaumont for a very family-oriented
stage show. " The show was started to give local young people an
opportunity to perform. In addition, Mr. Pruitt helps young people
select the right songs and get started in their careers. Mayor Meyers
said, "Charlie does this for love of music and helping others, not for
profit. " Mr. Pruitt is an employee of DuPont and produces the show as
an extra-curricular activity. Mayor Meyers asked the audience to join
in recognizing Mr. Pruitt for providing a little something extra special
in our community with a good round of applause and invited Mr. Pruitt's
comments.
MR. CHARLIE PRUITT:
Mayor Meyers and Councilmembers and special guests, to a man that hitch-

hiked from Searcy, Arkansas in 1951 and came to Beaumont to visit my
Aunt and Uncle with a suitcase in my hand, this is an honor that--I'm
speechless--I can't believe. I appreciate it very much, and I will
never forget this. First of all, I 'm not a big-time promoter, I 'm a
mechanic at DuPont. For thirty (30) years I 've been working at DuPont.
Like Mayor Meyers said, a love for music--I went to Nashville in 178 and
recorded an album. I might have been over-the-hill or not good enough,
but I didn't make it. I said, well, if I had a chance when I was young,
maybe I could have made it. Maybe I could have been another Johnny Cash
or a Merle Haggard or someone. So, like the Mayor said, we started from
there. And, to you folks that listen to the radio and read the paper,
names like Mark Chestnut, Tracy Byrd, Red Godwin, Brad Brinkley, Bevel
Deckert, and a few names like that are playing in all the clubs now,
started on my show in 1982 . So, money can't buy this. When you see
someone sing on your show and then they say, man, I can do it and they
start a band of their own and they go out and play in clubs and do their
thing. This is family-oriented, and if it wasn't family-oriented, I
wouldn't be doing it. I just want to thank you again. I guess the
other honor I had was when Channel 6 filmed us in 188 . We were the
number one watched show for an hour that night. And then this honor is,
I ' ll never forget it. Like I told some people in those days, I 'm not
doing this for me. I 've been living here since 151, making a living in
this County, and in Beaumont and in Nederland, Texas. I love it down
here, and I want the best to happen to this community, and if my show
can help in some way, we're going to keep doing it.

A Proclamation was issued declaring April 1, 1990 as "Census 190 Day. "

Mrs. Pat Henderson announced that Saturday, March 31, 1990, has been
designated as "Tyrrell Park Alive" in an effort by the Tyrrell Park
Coalition to raise funds to restore Tyrrell Park. Activities will
include a time of festival with a golf tournament, parade, media
softball tournament, horse show, a hot-air balloon, children's
activities, arts and craft show, more food and drinks than previously,
flower show, recreational vehicle and antique car display and bus tour
of the park. Everyone was invited to join in a day of fun.

Councilman Moore and Councilman Samuel presented Certificates of Special
Recognition for corporate and citizen volunteer participation in a
special effort to cleanup Irving and Gladys Streets. Recipients were:

Councilman Samuel expressed appreciation to everyone for their help and
asked that "everyone do a little bit" to make the effort a lot easier.
Councilman Moore added his thanks for everyone's participation to an on-
going process for the past two years beginning with the Southend
Community Uplift Program coining the slogan, "Let's Keep Pride Alive. "

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held March
20, 1990;
Resolution No. 90-51 appointing Lee Frank and Karen McLane to the
Beaumont Advisory Commission for Prevention of Child Abuse and Neglect
for terms expiring June 30, 1991; Richard Chappell, Van Daniels, and
Gregory Boutee to the Community Development Block Grant Citizens
Advisory Committee for terms expiring May 31, 1991; Catherine Tyrrell
and Sally Dooley to the Library Commission for terms expiring October
31, 1991; Ozella Raspberry to the Senior Citizens Advisory Committee for
a term expiring September 30, 1991; George Hudspeth to the Sister City

Resolution No. 90-53 authorizing sale of a dilapidated house and lot
acquired in a sheriff's sale for delinquent taxes at 1070 Center Street,
described as the South 1/2 of Lots 5 and 6, Block 18, Jirou Addition,
to H. H. Houseman in the amount of $5, 000. 00.
The Consent Agenda was approved on a motion made by Councilman Cokinos
and seconded by Councilman Samuel.

An ordinance requesting a change in zoning from R-S (Residential Single
Family) to GC-MD (General Commercial Multiple Family Dwelling) by B. W.
Taylor to allow automobile sales on a 0.40 of an acre tract of land at
2425 S. Major Drive next to his residence was considered:

Ordinance No. 90-18 amending the Zoning Ordinance in Chapter 30 of the
Code of Ordinances to eliminate references to the R-3 zoning
classification was considered:

Ordinance No. 90-19 authorizing changing the name of Short Street to
Winfield Drive in honor of Jerry Winfield who is an associate minister
and owner of Winfield's Barber and Beauty Supply at the intersection of
Short and Crockett Streets as submitted by Attorney Gilbert I. Low and
others was considered:

ENTITLED AN ORDINANCE AMENDING CHAPTER 23 OF THE CODE OF
ORDINANCES OF THE CITY OF BEAUMONT AND IN PARTICULAR THE
NAME OF THAT CERTAIN STREET AS INDICATED UPON THE
OFFICIAL STREET MAP OF BEAUMONT, TEXAS, BY CHANGING THE
NAME OF "SHORT STREET" TO "WINFIELD DRIVE;" PROVIDING FOR
SEVERABILITY AND PROVIDING FOR REPEAL.
After Councilman Samuel pointed out that a previous attempt for the
street name change was made before Council established passed street
name change criteria, Ordinance No. 90-19 was approved on a motion made
by Councilman Cokinos and seconded by Councilman Samuel.

Resolution No. 90-54 authorizing purchase of a Human Resources/Payroll
Information System for use by the Personnel and Finance Departments from
HTE, Inc. in the amount of $48,766. 00 was approved on a motion made by
Councilman Brumley and seconded by Councilman Lee.

Resolution No. 90-55 accepting the $31,561.00 bid of Ambulance Sales and
Service for furnishing a new chassis for an Emergency Medical Services
ambulance and remounting the ambulance body on the chassis was approved
on a motion made by Councilman Cokinos and seconded by Councilman Lee.

Ordinance No. 90-20 amending Chapter 21 of the Code of Ordinances to
establish grades, positions, and classifications in the Fire
Department: Grade I - Firefighters, 92 positions; Grade II - Fire
Engineers, Fire Prevention Investigators I and Assistant Training
Officer, 74 positions; Grade III - Fire Captains, Fire Prevention
Investigator II, and Supply Officer, 41 positions; Grade IV - District
Fire Chiefs, Training Officer, Fire Dispatcher Supervisor, and Fire
Marshal, 12 positions; Grade V - Deputy Fire Chiefs, 3 positions; and
Grade VI - Assistant Fire Chief, 1 position was considered:

16 positions; and Grade IV - Police Captains, 8 positions was

These parcels of property have been inspected, are vacant, and found to
be in violation of Article III, Section 14-50 of the Code of Ordinances.

Notices have been sent to owners by Certified Mail and published in the
Beaumont Enterprise.
The eighteen (18) structures listed below have been condemned by City
Council and the owners ordered to either raze or repair them within
specified time frames. Reinspection of these structures have revealed
non-compliance with the Council 's order. The Public Safety Department
is requesting authorization from City Council to demolish these
structures in accordance with the Dangerous Structure Ordinance and
charge the property owners with the cost of demolition.

Mr. Forrest "Ted" Posey, 3695 Edmonds, addressed Council to express his
desire for the rehabilitation of structures rather than demolition.
There being no one else to address Council, the public hearing was
closed.
Ordinance No. 90-22 declaring certain dilapidated structures to be
public nuisances and ordering their repair or removal by their owners
was considered:

After a brief discussion, Ordinance No. 90-22 was approved with an
amendment to change the raze within thirty (30) days requirement to raze
or repair within thirty (30) days for the first thirty-two (32)
structures on a motion made by Councilman Moore and seconded by
Councilman Cokinos.

Councilman Moore thanked Mr. Riley and City Staff for a speedy response
regarding a lighting situation in the Blanchard School area.
Councilman Cokinos reminded everyone to attend "Tyrrell Park Alive" on
Saturday.

(Councilman Moore left the Chambers during Mr. Chaison's comments at
2: 10 p.m. and returned at 2 : 12 p.m. before Mr. Chaison's conclusion. )
Mr. Raymond Charles Chaison, Sr. , 1130 Lamar, addressed Council again
regarding his concern that the property purchased by the Port of
Beaumont on the South side of Buford Street will be rezoned commercial.
Staff and Council assured Mr. Chaison there are no such applications
pending, and that before any zone changes in the area could occur they
would have to brought before the Planning and Zoning Commission for
approval. Mr. Chaison also expressed concern that the Port of Beaumont
has purchased property on Stewart Street.
Mr. Henry Dannenbaum, 1567 Wall Street, addressed Council regarding
various robberies in the Downtown area and congratulated Mrs. Maree
Calcote for being honored on a Channel 6 segment.
Mr. Roberto Flores, 2425 Buchanan, addressed Council on behalf of Mr.
Ruben Anfoso who is establishing a business at 444 San Jacinto. Mr.
Flores said he witnessed drug transactions occurring under porches of
unoccupied, rundown buildings near Mr. Anfoso's business and requested
an investigation of the buildings and possible demolition.

continuing with the Workshop Session.
