CITY COUNCIL -- CITY OF BEAUMONT
HELD NOVEMBER 21, 1989, 1: 15 P.M.
BE IT REMEMBERED that the City Council of the City of Beaumont,
Texas, met in regular session held November 21, 1989, with the
following present:

The Invocation was given by Mr. Johnny Ware, 4355 Pine Street,
Beaumont, Texas.
The Pledge of Allegiance was led by Mayor Meyers.

MAYOR MEYERS ON BEAUMONT'S UNEMPLOYMENT:
I would mention before I would ask some members of Council to read
our proclamations today, in checking earlier this morning for
presentation I made, learning from the TEC (Texas Employment
Commission) that the unemployment rate in the City of Beaumont is at
6. 6%. That's the lowest it's been since early 1981. It is just six-
tenths (0. 6%) of a percent above the State of Texas and I would
recommend that everybody smile for Thanksgiving. I think there's
good reason to do so.

The following proclamations were issued: "National Home Health Care
Week in Beaumont" - November 26 through December 2, 1989 ; "National
Home Care Week in Beaumont" - November 27 through December 1, 1989 ;
and "National Adoption Week in Beaumont" - November 19 through 25,
1989.

Mayor Meyers recognized Mrs. Delia Harrington, co-chairman for the
Thanksgiving Ecumenical Service to be held at 7: 00 p.m. , in the
Julie Rogers Theatre. Mr. Sam Bean, co-chairman for the event, was
unable to attend today's session. Mayor Meyers told those present
that Mrs. Harrington and Mr. Bean were chosen as community co-
chairpersons "selected because of their devoted effort on behalf of
our City and will have opportunity to applaud them tonight . . . " In
addition, Mayor Meyers said that for those who could not attend, the
event would be televised on City Scope 31.

Mayor Meyers called an Executive Session, pursuant to Section II (e)
of the Texas Open Meetings Act, to consider pending or contemplative
litigation, to be held immediately following the City Council
Workshop Session.

Public comment was called on Consent Agenda and Main Agenda Items
1-3 . No one wished to address City Council concerning these items.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held
November 14 , 1989 ;
Resolution 89-243 authorizing settlement of a claim in the amount of
$4, 610.48 arising from an accident which occurred on November 6,
1989, made against the City by Russell Gilliam.
The Consent Agenda was approved on a motion made by Councilman Moore
and seconded by Councilman Cokinos.

Resolution 89-244 authorizing the purchase of PVC pipe for water and
sanitary sewer lines from Coburn Supply, Inc. , at an amount of
$41, 302 .24 was approved on a motion made by Councilman Cokinos and
seconded by Councilman Samuel.

Resolution 89-245 authorizing an annual contract for the purchase of
approximately 800, 000 pounds of Sodium Carbonate for use at the Main
Water Production Plant from Rhone Poulenc Basic Chemicals Company in
the amount of $0. 08355 per pound was approved on a motion made by
Councilman Samuel and seconded by Councilman Smith.

Resolution 89-246 declaring the City's intent not to exempt certain
tangible personal property (goods, wares, ores and merchandise other
than oil, gas and petroleum products acquired in or imported into
this State for assembling, storing, manufacturing, processing or
fabricating purposes and transported outside of the State within 175
days) from ad valorem taxes under a recently approved Constitutional
amendment (aka Freeport Amendment) was approved on a motion made by
Councilman Brumley and seconded by Councilman Smith.
Question: Ayes: All Nayes: None

City Manager told Council that no meeting would be held November 28,
1989, because of a lack of quorum of Councilmembers.

Councilman Samuel asked for a report of the problem of a recurring
large hole in Gladys in front of Macedonia Baptist Church.
Councilman Moore congratulated the Central High School Jaguars in
their recent advancement in the football playoffs. He further
complimented Central and West Brook High students for the manner in
which they represented the City. He also complimented Lamar
University for their non-losing season. In addition, Councilman
Moore told Council of the many calls from pleased residents for the
sidewalks on Sarah Street.
All members of City Council expressed wishes for a pleasant and
happy Thanksgiving.

Mr. Henry Dannenbaum, 1567 Wall, addressed Council to wish Happy
Holidays.

There being no further business, the meeting was recessed before
continuing with the City Council Workshop Session.
