BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session the the 7th day of November, 1989, with the following present: HONORABLE: Bob Lee, Jr. Mayor Pro Tem Councilman At Large Andrew P. Cokinos Councilman At Large Lulu L. Smith Councilman, Ward I Michael Brumley Councilman, Ward II Audwin Samuel Councilman, Ward III David W. Moore Councilman, Ward IV Absent: Maurice Meyers Mayor Ray A. Riley City Manager Lane Nichols City Attorney Barbara Liming Deputy City Clerk -000- The Invocation was given by the Reverend Garry Masterson, First United Methodist Church. The Pledge of Allegiance was led by Councilman Smith. -000- One Proclamation was issued: "Key Club Week, " November 5-11, 1989. -000- Mayor Pro Tem Lee welcomed Todd Freeland, Beaumont' s returning representative from the International Wheelchair Mini Marathon in Ouida, Japan. Mr. Freeland reported that he placed 19th out of 165 entrees in this, his first wheelchair competition. He expressed his gratitude for the opportunity to compete, thanked everyone that assisted in his sponsorship, and encouraged other cities and groups to establish opportunities for the handicapped to compete in these kinds of events. Council extended congratulations to Mr. Freeland for representing Beaumont and the State of Texas so well. -000- Citizen comment was invited on the Consent and Main Agendas. No one wished to address Council on these items. The following Consent Agenda item was considered: -303- November 7, 1989 Resolution No. 89-236 authorizing a change in the 1981 City tax roll by deducting $167. 14 in taxes for that year from the Dorothy Biddell account, 067050-013100, and add them to the George Broussard account, 067050-015410, at the request of the Jefferson County Tax Assessor- Collector' s office to comply with a judgement made by the County Court of Jefferson County (Dorothy Biddell responsible for taxes on property prior to 1981 and George Broussard responsible for the 1981 levy) . The Consent Agenda was approved on a motion made by Councilman Cokinos and seconded by Councilman Moore. Question: Ayes: All Nayes: None -000- Resolution No. 89-237 establishing estimates for completion of the Capital Improvements Program major thoroughfares: Concord, $2, 200, 000; College, $3 , 600,000; Crockett Connector $3,400,000; Liberty/Laurel II, $900, 000; Liberty/Laurel III , $2,100,000; West Lucas, $4,800,000; Major Drive, $1,450,000; Phelan Boulevard, $80,000; and MLK/Spur 380, $400,000 was approved on a motion made by Councilman Brumley and seconded by Councilman Cokinos. Question: Ayes: All Nayes: None -000- Resolution No. 89-238 authorizing filing of an application for a matching Certified Local Government Grant as recommended by the Historical Landmark Commission at approximately $13 ,860 for the 1990-91 year to allow attendance by two Commissioners and one Staff person at the State Conference in Austin, continue updating the existing SPARE Beaumont survey and inventory completed in 1978, develop a Historic Resources Management Plan as an element of the City' s Comprehensive Plan, and development of an educational program for area students was approved on a motion made by Councilman Cokinos and seconded by Councilman Smith. Question: Ayes: All Nayes: None -000- Resolution No. 89-239 authorizing purchase of 12 traffic signal controller assemblies, including cabinets, monitors and controllers, and a portable computer and software for use with the controllers from Naztec, Inc. of Sugar Land, in the amount of $55,019 .00 for use by the Street and Drainage Department, Traffic and Street Lighting Division, was approved on a motion made by Councilman Cokinos and seconded by Councilman Smith. Question: Ayes: All Nayes: None -000- Mayor Pro Tem Lee informed the Council audience that Mayor Meyers is in Washington, D. C. on City business. -304- November 7, 1989 Councilman Smith stated she enjoyed the grand finale of this season' s "Sunday in the Park" activities last week and that the entertainment was very good. Councilman Samuel said "Sunday in the Park" was super and that everyone enjoyed it and announced that SCUP (Southend Community Uplift Project) will be expanded this week to NCUP (Northend Community Uplift Project) on Gladys at Magnolia and continue down to Forrest Street. Councilman Moore also complimented "Sunday in the Park" and said he is looking forward to Saturday morning when SCUP activities will begin at 8: 30 a.m. working in the area of Jackson and Irving for about an hour and a half and then move over to Gladys Street to assist in that area. Councilman Moore invited other Councilmembers to join in this project, complimented the start of construction of sidewalks near Blanchette School, reminded Public Works Department of the need for moving forward with a bus shelter previously discussed. Councilman Cokinos echoed comments of Council regarding a good "Sunday in the Park" season and said he is looking forward to next year. Councilman Brumley congratulated Mayor Pro Tem Lee for his leadership in organizing a successful "Sunday in the Park" program for this past year. Mayor Pro Tem Lee accepted "Sunday in the Park" compliments from Council and acknowledged that the "Sunday in the Park" finale ended the season in style. -000- Mrs. Delia Harrington, 815 Willow Street, addressed Council to express regrets that Mayor Meyers has decided against seeking reelection and to extend an invitation to the Interfaith Choir Program Sunday afternoon at 3 : 00 p.m. at First Methodist Church. The Reverend Preston Green, 3045 Hebert, addressed Council to ask consideration of installation of a street light where Hebert Street dead ends to possibly help eliminate illegal disposing of garbage and trash in that area after dark. -000- There being no further business, the meeting was recessed before continuing with the Workshop Session. -000- I, Barbara Liming, Deputy City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the Regular City Counil Session held November 7, 1989.
