HELD OCTOBER 24, 1989 - 1: 15 P.M.
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas
met in regular session this the 24th day of October, 1989, with the
following present:

The Invocation was given by the Rabbi Peter Hyman, Temple Emanuel
Synagogue (accompanied by his son, Ari) .
The Pledge of Allegiance was led by Councilman Cokinos.

Mayor Meyers announced an Executive Session will be held following the
Regular Session of City Council in accordance with Section 2(e) of the
Texas Open Meetings Act to discuss pending or contemplated litigation.

Mayor Meyers said that on Wednesday, November 1, 1989, there will be an
AIDS Seminar hosted by St. Elizabeth Hospital, the Beaumont Health
Department and Triangle AIDS Network, "designed to educate participants
on the current trends in prevention and care of persons with AIDS. "
Mayor Meyers said that "Council, in its wisdom, directed some funds
about a year ago towards this Triangle AIDS Network, and at that time
there was some understanding of the numbers of people who admitted to
their need, but there was also indication that the concern was beyond
that. " Mayor Meyers invited Sister Maria Geheb, Michaelene Perry,
Director of Education at St. Elizabeth Hospital, Rosemary Sanderfer,
Director of the Triangle AIDS Network, and Mary Thompkins of the
Beaumont Health Department to make appropriate comments about the
seminar and to Lisa, an AIDS patient, an opportunity to express any
views or remarks she might want to share.

Sister Maria stated that there is a two-fold purpose for conducting the
conference. Education is primary, but also there is a need to raise
money for the Triangle AIDS Network to direct services to people in our
area who are infected with the AIDS virus. Sister Maria introduced
Rosemary Sanderfer, Director of the AIDS Network, and said that she
makes fifteen to twenty educational presentations each month to various
groups and organizations, and her work is funded by the Texas
Department of Health. Sister Maria gave an overview of the work being
done in Beaumont towards a cure for AIDS, stating that a Legislative
Task Force reported that by 1992, one out of every ten AIDS patients
will be Texans, and that by 1993 , the majority of AIDS patients will be
teenagers. Education will be the primary focus at the November lst
seminar. Topics covered will be "Psychosocial Aspect of AIDS, " Peter
Goldblum, PhD, M.P.H, Psychotherapist from San Francisco; "State
Trends, Funding and Minority Involvement," Christie Reed, M.P.H. ,
Director, AIDS Division, Texas Department of Health; "Education in the
Schools, " Willie Harris, M.S. , AIDS Prevention Education Speciality,
Texas Education Agency, Austin; "Home Care and Parent/Flag Support,"
Gretchen Thorpe, R.N. , B.S.N. , Administrator of Case de Ninos, Houston,
"What' s New in Nursing Management," Elizabeth Ramsey, R.N. , M.S.N. ,
Director of Nursing Inservice at UTMB-Galveston, "Current Management of
HIV Infection, " Adan Rios, M.D. , Legislative Task Force for AIDS, Texas
Southwest Memorial Hospital, Houston, and "The Development of AIDS
Vaccines, " Adan Rios, M.D. The general public as well as health care
givers and educators are invited to the conference.
Michaelene Perry, Director of Education at St. Elizabeth Hospital,
added their involvement originated because of the need for home health
care, help with a support line, and to assure a good work force for all
people. She said the medical field is committed to this problem.
Mary Thompkins, Beaumont Health Department, said it is a privilege to
support this program.
Lisa shared her feelings as an AIDS patient. She said that through a
blood transfusion in 1979, she was diagnosed as having AIDS on March 4,
1988. She said she is heterosexual and does not use drugs. Since that
time she has had pneumonia (PCP) five times, spinal meningitis, four
times, has been in semi-comas five or six times, and has suffered
seizures. Now, she is incontinent and cannot walk. She relayed the
importance of love and support from family members and friends and the
need for understanding of the disease.
Mayor Meyers stated that AIDS is a disease of concern for all, black or
white, rich or poor, and thanked Lisa for her willingness to help the
community become more aware and informed by visiting Council.

Three Proclamations were issued: Telephone Pioneers of America "Red
Ribbon Week, " October 22-29, 1989 and "Red Ribbon Day, " October 25,
1989; Texas Medical Association and Auxiliary "Red Ribbon Week, "
October 22-29, 1989; and "Land Manor Week, " October 23-29.

Mayor Meyers asked everyone to join him by standing in a moment of
silent prayer in memory of former Beaumont Independent School Board
member, Mr. Murray Frank, who passed away this past week.

Citizen comment was invited on the Consent Agenda and Main Agenda Items
1 through 5.
Mr. Johnny Ware, 4355 Pine Street, and Mrs. Jeanette Hayles, 4245
Harding, addressed Council in opposition to Agenda Item No. 5
increasing the water and sewer rates.

The following Consent Agenda items were considered:
Approval of the Minutes of the Special Council Session held October 13 ,
1989, and the Regular Council Session held October 20, 1989;
Resolution No. 89-222 appointing Bo Weinbaum to the Martin Luther King,
Jr. Parkway Commission for a term expiring January 1, 1990; Walter
Barrutia to the Clean Community Commission for a term expiring
September 30, 1991; Gus Keriotis to the Convention and Tourism Advisory
Commission for a term expiring July 31, 1991; Doris Price-Nealy to the
Health Advisory Commission for a term expiring July 31, 1991; Nancy
Davis to the Parks and Recreation Advisory Commission for a term
expiring June 30, 1991; and Michael Ryals to the Transit Advisory
Commission for a term expiring June 30, 1991;
Resolution No. 89-223 granting a five-foot-wide easement 231.7 feet in
length to Gulf States Utilities Company for an overhead power line
along Buford Street and a 10-by-10-foot easement to Southwestern Bell
Telephone Company for an equipment station;
Resolution No. 89-224 authorizing purchase of 181. 64 square feet of
land on the northeast corner of Laurel Avenue and Janes Street, Lot 7,
Block 20 of Calder Addition, from Mrs. Wilma Ethlyn Samford for $505.00
for construction of a sidewalk for the handicapped at the transit
system' s new off-street transfer facility; and
Resolution No. 89-225 accepting street improvements of Mahogany Run
from Willow Bend Drive approximately 562 feet west to and including the
cul-de-sac and water and sanitary sewer improvements in Lots 1 through
9, Block 2, Willow Creek Country Club Estates, Section Two, Phase Two
contingent upon filing of a final plat with all right-of-way
dedications and easements.
The Consent Agenda was approved on a motion made by Councilman Moore
and seconded by Councilman Cokinos.

Ordinance No. 89-78 authorizing abandonment of the alley in Block 5,
Jarrette Addition, south of North Street and east of Interstate 10,
subject to retention of a twenty foot by three hundred foot ( 20 ' x
3001 ) general utility easement, as requested by Hut Smith of Hut
Smith' s Sports and Imports to construct a new automobile sales and
service building on the southeast corner of North Street and Interstate
10 North was considered:

Resolution No. 89-226 acceptance of the construction of the 1989
Community Development Block Grant street rehabilitation program
(Coleman, from Lucas to pine; Blanch, from East Gill to LaSalle;
Bennett, from Bigner to Betsy; Bennett, from Libby to Rachael; Marie,
from Lela to Dead-end; Ethel, from Elinor to Glenwood; Valentine, from
Caldwell to Concord Road; St. Helena, from Concord Road to Plum; St.
Helena, from Cottonwood to IH-10; Anita, from St. James to Waverly;
Anita, from Edmonds to Glenwood; Euclid, from 11th to South 8th; and
LaSalle, from Pine to Jeanette) and authorizing final payment in the
amount of $100,919. 59 to APAC-Texas, Inc. was approved on a motion made
by Councilman Brumley and seconded by Councilman Smith.

Resolution No. 89-227 authorizing an annual contract with Bo-Mac
Contractors, Inc. for furnishing hot mix-cold laid asphaltic concrete
at $22.30 per ton plus $ . 40 per mile ( 3 . 2 x .40) totaling $23 . 58 per
ton loaded on City trucks at the vendor' s plant, and $23 .95 per ton
delivered to jobsite in Zone 1, $23 .70 per ton delivered to Jobsite in
Zone 2, $23 . 95 per ton delivered to jobsite in Zone 3 , and $23 .70 per
ton delivered to jobsite in Zone 4 was approved on a motion made by
Councilman Cokinos and seconded by Councilman Smith.

Resolution No. 89-228 casting the City' s 535 votes for representation
on the Jefferson County Appraisal District Board for Andrew P. Cokinos
was approved on a motion made by Councilman Smith and seconded by
Councilman Moore.

Ordinance No. 89-79 establishing water and sewer rates, providing a
discount to all City residents over age 65, the water rate discount of
$1. 38 allowed for senior citizens and water metered separately for
lawn sprinkling, effective November 1, 1989, was considered:

These parcels of property have been inspected, are vacant, and found to
be in violation of Article III , Section 14-50 of the Code of
Ordinances, notices have been sent to owners by Certified Mail and
published in the Beaumont Enterprise.
The nineteen ( 19) structures listed below have been condemned by City
Council and the owners ordered to either raze or repair them within
specified time frames. Reinspection of these structures have revealed
non-compliance with the Council' s order. The Public Safety Department
is requesting authorization from City Council to demolish these
structures in accordance with the Dangerous Structure Ordinance and
charge the property owners with the cost of demolition.

Mrs. Frank V. Johnson, Jr. , 1830 Brooklyn, owner of the structure at
890 Jackson, addressed Council to again request more time to repair the
structure. Mrs. Johnson was advised to meet with the Building Codes
Division and devise a realistic work program. Mrs. Johnson agreed to a
meeting at 9 : 00 a.m. , Monday, October 30, 1989.
There being no one else to address Council, the public hearing was
closed.
Ordinance No. 89-80 declaring certain dilapidated structures to be
public nuisances and ordering their repair or removal by their owners
was considered:

Ordinance No. 89-80 was approved on a motion made by Councilman Smith
and seconded by Councilman Brumley.

Councilman Brumley commended Mayor Meyers for his contribution of
leadership in the Beaumont Business and Education Forum Two Thousand
held last Monday. He said he left the forum with food for thought and
interesting ideas.
Councilman Moore added his appreciation for the forum and stated the
city was fortunate to have had William Raspberry from the Texas
Association for Education of Young Children. Mr. Raspberry met with
approximately thirty ( 30) citizens after the program, speaking on
various other subjects. Councilman Moore relayed. that Mr. Raspberry
was positive about Beaumont and that in many areas, he said we are on
the right track.
Councilman Smith expressed her regrets in not being able to attend the
forum because of a previous commitment, but said her ticket was given
to a Japanese guest and that he was very impressed with the forum.
As an overview of the efforts of the Convention and Visitors Bureau,
Mayor Meyers recalled that last Thursday was the Conference for the
Gifted, fifteen hundred people came in for the Texas Association for
the Education for Young Children, on Sunday night the Compensatory
Educators arrived, and on Monday Henry Cisneros and Larry Jenkins were
at the Julie Rogers Theater speaking on business activity and that the
main focus at these events was slanted at education of young people.

Mr. Henry Dannenbaum, 1567 Wall Street, addressed Council to encourage
anyone who has not visited the Mercy Ship Anastasis to do so before she
sails for Lake Charles, Louisiana tonight.
Mr. Paul Loden, owner of a business at 3550 South 11th Street,
submitted pictures and addressed Council alleging discrimination in
building code requirements.
Mr. Gerald David Loden, owner of a business at 3540 South 11th Street,
addressed Council supporting his brother' s allocations and to complain
of a requirement for a fire alarm system in his 30 ' x 30 ' grocery
store.

There being no further business, the meeting was recessed before
continuing with the Executive Session.
