BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met
in regular session this the 24th day of January, 1989, with the following

The Invocation was given by the Reverend Richard Roach, pastor of Highland
Avenue Baptist Church.

Mayor Meyers recognized Mr. Jim Stokes and Ms. Shirley Bartos of the
Chamber of Commerce who introduced Mrs. Beverly Hatcher of the First Stop
Business Center. Mrs. Hatcher presented 16 new businesses creating 80 full-
time or part-time new jobs. Those new businesses are: Interior Designs,
owned by Laurine Dowell, creating two full-time jobs and one part-time job;
Mayes-n-Mayes (construction firm) . owners John and Theresa Mayes, creating
two full-time jobs; Alice Magnifigue Bon Appetit, owned by Alice Johnson,
creating one part-time job; Featherdusters, owned by Linda J. Moser and
Carlene L. Bridgers, creating two full-time jobs; Video Information Service
(VIS) , owned by Richard M. Cox, creating one full-time and one part-time
job; Beaumont Secretarial Services, owned by Linda Conner, creating one

Mayor Meyers recognized Dr. Walter E. Barrutia, Chairman of the Hispanic
Business and Educational Council. Dr. Barrutia thanked Council for their
support of Hispanic activities that will be conducted this weekend at Lamar
University and the Beaumont Civic Center and to make everyone aware that
this Council is a result of Summit II . Dr. Barrutia asked Mr. Doyle,
Education Committee Chairman of the Hispanic Business and Education Council
to review the activities planned. Mr. Doyle announced a Hispanic Forum to
be conducted Friday at the John Gray Institute with State Representative
Juan Hinojosa as Keynote Speaker, the Southeast Texas Hispanic Education
Fair to be held at the Civic Center on Saturday from 9: 00 a.m. to 1: 00
p.m. , and the Hispanic Leadership Development Conference to be conducted
from 1: 00 p.m. to 3 :00 p.m. at the Civic Center with State Senator Hector
Uribe, State Representatives Eddie Cavazos, Frank Madla and Al Luna as
speakers.

Public comment was called on Agenda Items A, B and C-3 through D:
Mrs. Jessie Cooper, 446 Georgetown, addressed Council regarding Agenda Item
D relative to repair of railroad crossings and urged Council to be sure the
railroad companies did a good repair job.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held January
17, 1989 and the Special Session held January '21, 1989; and
Resolution No. 89-12 appointing Nancy Davis to the Parks and Recreation
Advisory Commission to fill the unexpired term of Ed Moore ending June 30,
1989; reappointing Ted Blanton and Walter Mayer, Jr. to the Planning
Commission with terms ending July 31, 1991; reappointing Charles M. Ireland
to the Plumbing and Mechanical Board of review for a term ending May 31,
1990; reappointing Jack Farley to the Health Advisory Committee for a term
ending July 31, 1990; reappointing Wilton White to the Board of Director of
Reinvestment Zone No. 1 for a term ending December 31, 1990; and

reappointing Maree Calcote and Paul Parker to the Clean Community
Commission for terms ending September 30, 1990.
The Consent Agenda was approved on a motion made by Councilman Cokinos and
seconded by Councilman Moore.

Mr. Haines presented the Comprehensive Annual Financial Report for the 1987-
88 Fiscal Year to Council which included an audited annual financial
statement with an opinion letter from independent auditors, Peat, Marwick,
Main and Company and a narrative report on the year' s operations and
statistical information about the City. Mr. Haines complimented Finance
Department personnel for compilation of a superior report, pointed out that
beginning with the cover, the theme for the report is museums, and among
other factors contrasted a 1985 $1. 5 million fund balance deficit to a $5. 4
million positive fund balance at the completion of 1988. Beginning this
fiscal year, $2 million was appropriated from that balance, and Mr. Haines
expressed anticipation that fund balance will come down. However, 1986,
1987, and 1988 represent a significant balance in the General Fund. The
Sanitation Fund and Convention Facilities Fund did have deficits for the
past year.
Ms. Sheila Clark of Peat, Marwick, Main and Company thanked Council and
City of Beaumont personnel for their support and cooperation to David
Rausch, Fred Rodriguez, and her during their tenure as outside auditors and
stated this year is the best since 1985.
Mayor Meyers and Council expressed gratitude to Peat, Marwick, Main and
Company and City Staff for a report reflecting their expertise and
professionalism.

A Public Hearing was called to consider the filing of an application for
third-year funding under the Emergency Shelter Grants Program. No one
wished to the subject. Mayor Meyers declared the Public Hearing closed.
Resolution No. 89-13 authorizing the filing of an application with the
Department of Housing and Urban Development for third-year funding under
the Emergency Shelter Grants Program for matching grant funds of $24,000 to
continue and augment the operation of an emergency shelter at 875 College
in a former fire station building ( $9,600 for providing essential services
for the homeless and $38,400 for operations and maintenance of the shelter
exclusive of staff costs) was approved on a motion made by Councilman Moore
and seconded by Councilman Smith.

Resolution No. 89-14 authorizing purchase of 349 sodium vapor 400 watt
luminaires to replace the 1000 watt mercury vapor lamps for freeway
lighting for a substantial savings in electrical power costs from
Consolidated Electrical Distributing Company in the amount of $40,710. 65
was approved on a motion made by Councilman Cokinos and seconded by
Councilman Smith.

After a discussion relative to the economic factor in split bidding,
Resolution No. 89-15 authorizing a one-year contract with Hancor, Inc. of
Yoakum, Texas for furnishing corrugated polyethylene interior pipe and
couplings at $36,039. 00 and Advanced Drainage Systems, Inc. of Franklin,
Texas for furnishing smooth interior pipe and couplings at $20,805. 00 at a
total cost of $56,844. 00 for use by the Streets and Drainage Department was
approved on a motion made by Councilman Moore and seconded by Councilman
Brumley.

Resolution No. 89-16 authorizing the City Engineer to have railroad grade
crossings repaired by City crews or contractors and charge the costs to the
railroad companies (Kansas City Southern Railway, Santa Fe Railroad
Company, Southern Pacific Transportation Company, and Union Pacific
Railroad) after unsuccessful efforts to have the railroads repair the
crossings themselves was approved on a motion made by Councilman Brumley
and seconded by Councilman Lee.

These parcels of property have been inspected and found to be in violation
of Article III, Section 14-50 of the Code of Ordinances, notices have been
sent to owners by Certified Mail and published in the Beaumont Enterprise.
The eleven ( 11) structures listed below have been condemned by City Council
and the owners ordered to either raze or repair them within specified time
frames. Reinspection of these structures have revealed non-compliance with
the Council' s order. The Public Safety Department is requesting
authorization from City Council to demolish these structures in accordance
with the Dangerous Structure Ordinance and charge the property owners with
the cost of demolition:
673 Anchor, 1264 Center, 1750 Gladys, 1899 Harrison, 4196 Kenneth, 1350
Louisiana, 1481 Louisiana, 1835 Rivercrest (garage) , 805 Stanton, 460
Threadneedle, and 3540 West.
Ms. Rosalie Guidry, 535 Hillebrandt, addressed Council regarding a desire
to purchase the land at 525 Hillebrandt when the land is sold. Ms. Guidry
was advised to speak with Mr. Nick Toparcean of the Public Safety
Department regarding procedural steps necessary in contacting Jefferson
County officials relative to her request.
There being no one else to address Council regarding these structures, the
Public Hearing was declared closed.
Ordinance No. 89-5 declaring certain dilapidated structures to be public
nuisances and ordering their repair or removal by their owners was
considered:

Ordinance No. 89-5 was approved on a motion made by Councilman Moore and
seconded by Councilman Smith.

Councilman Moore reported that citizens attending Ward IV Monthly Community
Meetings within the Public Housing Complexes expressed gratitude for the
aggressive action in removing the dangerous structures, not only for
better appearance of their neighborhoods, but for relief seen in
transaction locations.
Chief Shelton added that bids have been awarded for demolition of 69
structures in a three-month period, and Nick Toparcean reported that since
October 1, 1988 to date, a total of 93 structures have been, or are in the
process of being, demolished by property owners or under the auspices of
the City.

Councilman Brumley reported to Chief George Schuldt the old Finger' s
Furniture building on 7th Street that is vacant is being inhabited by
transients on a regular basis and is creating a problem of vandalism in the
area and asked that the Police Department check the situation.
Councilman Lee added his appreciation for the progress in eliminating
dangerous structures and inquired about the budgeted amount for demolition,
the balance, and the collection status from property owners.
Councilman Cokinos invited everyone to attend the next Town Meeting next
Tuesday, January 30, 1989, at the Beaumont Independent School District
Administration Building on Harrison Street at 7: 00 p.m.
Councilman Samuel reemphasized the need to support the efforts of the
Hispanic Business and Educational Council at John Gray Institute and the
Civic Center this weekend to learn more about ethnic heritage and to gain
information from the legislators that will be speakers.
Councilman Smith attended half of the Drugs in the Workplace Seminar and
reported there is an awareness of the problem, but feels there needs to be
a concerted effort between the private and public sector to develop a
program throughout Southeast Texas and supports financial efforts that may
be needed to continue cleaning up Beaumont through our Public Safety
Department.
Mayor Meyers questioned funding of the Triangle Aids Network not being
complete and requested an investigation by Mr. Haines.

Mr. Don Smith, 1164 Sun Meadow, addressed Council regarding alleged
inconsistency in charges for dumping loads at the Landfill, salvage allowed
by City employees, but not the public, and contractors not abiding by
demolition procedures and regulations of dangerous structures, yet being
allowed to bid and receive contracts for demolition.
Mr. Henry Dannenbaum, 1567 Wall Street, addressed Council to thank Chief
Shelton and Chief Schuldt for their efforts in providing public safety,

invited anyone interested to a Wild Game Dinner at First Baptist Church,
January 28th from 2: 00 p.m. until 8 :00 p.m. , complimented Mrs. Maree
Calcote and Councilman Lee for the Operation Clean Street program and
Channel 6 for the Time to Care program.
Mr. Forrest "Ted" Posey, 3695 Edmonds, addressed to review several articles
he has submitted to the Beaumont Enterprise, and stressed the need for love
and unity in our city.

recessed to conduct the Workshop session.
