REGULAR SESSION
CITY COUNCIL - CITY OF BEAUMONT
HELD OCTOBER 11, 1988 - 1: 15 P.M.
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met
in regular session this the 11th day of October, 1988, with the following
present:

The Invocation was given by Dr. William Burke of Lamar University.
The Pledge of Allegiance was led by Mayor Meyers.

One Proclamation was issued: "School Lunch Week, " October 9-15, 1988.

Mayor Meyers introduced Terri Salinas and Gloria Almour and recognized the
efforts of the Holiday Inn Midtown in providing funds for an all expense
paid five-day vacation in central Florida for terminally ill children. The
national effort of Holiday Inn is to raise $1, 000,000 to "give the kids the
world. " Ms. Salinas and Ms. Almour invited citizen participation by
contributing donations for a giant garage sale to be held on Friday,
October 14 and Saturday, October 15, 1988 and then as consumers.

Two "Adopt-A-Park" contracts were signed by fraternities of Lamar
University. Mr. David Comeaux on behalf of the undergraduate chapter,
Epsilon Rho, of Alpha Phi Alpha along with Mayor Meyers and Councilman
Samuel signed a one-year contract for performing minimal tasks, brush
pickup, and reporting vandalism at Alice Keith Park. Mr. James Perry on
behalf of the graduate chapter, Gamma Tau Lambda, of Alpha Phi Alpha
signed a two-year contract for Sprott Park. In addition to the minimal
tasks, they will make periodic improvements such as additional plants and
fencing.

MAYOR MEYERS•
I 'm going to take a unique opportunity and turn my back to the audience and
speak to City Council, but first I would want to comment that it' s really a
pleasure to see that spirit of cooperation and volunteerism coming forward.
The people in the city are truly, I think, being recognized around the
state as the principle leaders for volunteerism and what it means to a
community. What I want to give to Council today is something that I think
they have earned, and it was presented to me last week by Sam Mosely when
he was here visiting on another purpose. It' s in recognition of
outstanding performance in Minority Business Enterprise through the
Community Planning and Development Program during Federal Fiscal Year
1987. It' s the second year running for all of you, and on behalf of H.U.D.
and Sam Mosely, he wants me to extend to you a deep sense of appreciation
for the conscious awareness that this Council continues to have to see that
Minority Business Enterprises continue to get the deserved share of
business. The percentage of participation showed a 6% increase over last
year which was outstanding, and that brought it up to 48% participation and
a dollar value of $720,000. And for Sam Mosely and the Department of
Housing and Urban Development, and he knows exactly where the thrust for
this effort comes from, and that' s you (pointing to Council) and our City
Manager and the people within the community. I 'm going to come forward. . .
I ' ll present it to the Mayor Pro-Tem on behalf of all of you at City
Council and express to you on behalf of the Regional Administrator, really,
his congratulations. He' s just amazed that we were able to improve as a
Council on the effort that was shown last year.

Public comment was invited on Agenda Items A and B. No one wished to
address Council on these items.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held October 4,
1988;
Resolution No. 88-216 authorizing Texas Commerce Bank to release
$2,000,000. 00 pledged as securities effective October 11, 1988 and pledge
$1,000,000 . 00 in securities effective October 11, 1988 as substitution for
securities held at the Federal Reserve Bank of Dallas/Houston Branch;
Resolution No. 88-217 authorizing a license to United Texas Transmission
Company for replacement of an 18-inch pipeline crossing the access drive to
the water reclamation plant located at Lafin Road;
Resolution No. 88-218 authorizing a negotiated settlement of a claim filed
against the City by Hazel Adams in the amount of $6,500. 00; and
Resolution No. 88-219 authorizing waiver of penalty and interest charges
on

three property tax accounts ( #213115-000400, #213115-000500, and #021750-
001900) on property owned by Mr. and Mrs. H. R. Iles which became
delinquent as a result of errors.
The Consent Agenda was approved on a motion made by Councilman Samuel and
seconded by Councilman Moore.

Resolution No. 88-220 authorizing a blanket agreement with the State
Department of Highways and Public Transportation whereby the City would
retain the responsibility for operation and maintenance of traffic signals
on controlled access highways within the city limits was approved on a
motion made by Councilman Moore and seconded by Councilman Smith.

Councilman Lee announced that "Sunday in the Park" will be hosted by Golden
Circle Rebekeh Lodge with Councilman Cokinos reading to the children.
Councilman Cokinos encouraged participation at "Sunday in the Park" for an
afternoon of fun with activities that include the spacewalk, a cupcake
walk, and face painting; announced the beginning of the State Fair on
October 13th; asked Chief Schuldt and Mr. Haines to investigate
reflective jackets for Police Officers working accidents at night; inquired
about the new telephone system--will there be a cost overrun, is it
remaining within budget. and if additional trunks will be required?
Councilman Smith reported an excellent "Sunday in the Park" with a program
presented by the Mayor' s Committee for the Employment of the Disabled last
week with lots of entertainment, a good attendance, and wonderful weather.
Councilman Samuel thanked and recognized Anthony Holmes and the Lamar
Student Government Association for a successful State-wide conference this
past weekend.
Councilman Moore commented that as "Sunday in the Park" continues, the
entertainers become better and more proficient; asked Tom Warner, Public
Works Director, to check 23rd Street at College where the pavement is
starting to buckle and to consider speed bumps on CDS Drive because of the
high speed traffic coming through the Housing Authority; asked Mr. Haines
for the status of the abandoned alleyway situation as previously requested
(Mr. Haines reported the request is in process and should be developed by
the end of the week. ) ; and requested a visit with Lt. Tyler after Council
regarding after midnight patrols in various complexes.

Mr. Delia Harrington, 815 Willow, addressed Council to report the special
assistance she received from Mr. Ellison of the Highway Department in
providing sand and Bluebonnet and Indian Blanket seeds for the "Delia
Harrington Welcome to Beaumont Park. "

Mr. Anthony Holmes, 2555 Sweetgum, Apartment No. 302, liaison from the
Student Government Class at Lamar University, addressed Council to report
the Texas State Student Association Convention held October 6-9, 1988 was
received well with approximately 75 delegates from across the State.
Senator Carl Parker, Congressman Mickey Leland, and Councilman Audwin
Samuel were featured guests. Beaumont is being considered again as the
site for the Spring Convention of the Texas State Student Association.
Mrs. Bertha Jones, 4145 Simpson Drive, addressed Council regarding an
automobile accident on August 26th in which she was involved. No tickets
were issued, but there was an exchange of information. However, the
information was incorrect and Mrs. Jones has not been able to contact the
party from Louisiana. Mrs. Jones suggested there should be a better way of
exchanging accurate information.
Mr. Percy Kennedy, representing the Black Student Association from Lamar
University, addressed Council to invite Council to an event called "Mellow
Evening" on October 19th on the 8th floor of the John and Mary Gray Library
at Lamar.

There being no further business, the meeting was recessed to conduct the
regular Workshop Session.
