BORDEN CHAPEL BAPTIST CHURCH BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 31st day of May, 1988, with the following present: HONORABLE: Maurice Meyers Mayor Bob Lee, Jr. Councilman At Large Andrew P. Cokinos Councilman At Large Lulu L. Smith Councilman, Ward I Mike Brumley Councilman, Ward II Audwin Samuel Mayor Pro Tem and Councilman, Ward III David W. Moore Councilman, Ward IV Albert E. Haines City Manager Lane Nichols City Attorney Rosemarie Chiappetta City Clerk -000- The Invocation was given by the Reverend Perry Busby, pastor of Borden Chapel Baptist Church. The Pledge of Allegiance was led by Councilman Samuel. -000- R It was announced that the Beaumont Police Department will dedicate a live oak tree, to be planted in Riverfront Park, and a granite plaque to the memory of slain Police Officer Paul Douglas Hulsey at 11: 00 a.m. , June 7, 1988, in the park. -000- All citizens were welcomed to the regular session/town meeting and format for the session was explained for the benefit of those present. -000- No one wished to address City Council during the public comment portion on Agenda Items A and B. -000- The following Consent Agenda items were considered: Approval of the Minutes of the regular City Council session held May 24, 1988; and -150- May 31, 1988 Resolution 88-116 appointing H. E. Wyatt as an at-large member of the Electrical Board of Review, for a term ending April 30, 1991. The Consent Agenda was approved on a motion made by Councilman Cokinos and seconded by Councilman Moore. Question: Ayes: All Nayes: None -000- The second reading of an ordinance granting a 20-year gas utility franchise to Entex was held: AN ORDINANCE AN ORDINANCE GRANTING ENTEX, A DIVISION OF ARKLA, INC. , ITS SUCCESSORS AND ASSIGNS, THE RIGHTS, PRIVILEGE AND FRANCHISE FOR A PERIOD OF TWENTY ( 20) YEARS TO CONSTRUCT, LAY, MAINTAIN, OPERATE, EXTEND, REMOVE, REPLACE AND REPAIR A SYSTEM OF PIPELINES, GAS MAINS, LATERALS AND ATTACHMENTS AND ALL DESIRABLE INSTRUMENTALITIES IN, UNDER, OVER, ACROSS AND ALONG ANY AND ALL STREETS, AVENUES, PARKWAYS, SQUARES, ALLEYS AND ALL OTHER PUBLIC PLACES IN THE CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS, FOR THE PURPOSE OF TRANS- PORTING, DISTRIBUTING, SUPPLYING AND SELLING GAS (NATURAL AND/OR ARTIFICIAL AND/OR MIXED) FOR HEATING, LIGHTING, POWER, AND FOR ALL OTHER PURPOSES FOR WHICH GAS MAY BE USED, TO THE MUNICI- PALITY OF SAID CITY OF BEAUMONT, TEXAS AND ITS INHABITANTS AND OTHERS; PROVIDING CONDITIONS CONTROLLING THE USE OF PUBLIC THOROUGHFARES AND EXTENSIONS THEREIN; ESTABLISHING STANDARDS OF SERVICE; PROVIDING FOR PAYMENT OF THREE PERCENT ( 3%) OF THE GROSS RECEIPTS FROM THE SALE AND TRANSPORTATION OF GAS AND FOR SERVICES RENDERED TO CUSTOMERS WITHIN THE CITY OF BEAUMONT; PROVIDING FOR ACCEPTANCE; PROVIDING A SEVERABILITY CLAUSE; MAKING MISCELLANEOUS PROVISIONS; AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH. The ordinance was passed to its third and final reading on a motion made by Councilman Moore and seconded by Councilman Lee. Question: Ayes: All Nayes: None -000- Councilman Brumley spoke of the success of the Concerts on the Move program that was held Thursday, May 26, 1988, in Alice Keith Park, with Councilman Moore as its host. -151- May 31, 1988 Councilman Cokinos told those present that the Paul D. Hulsey Trust Fund has reached $92,056.70. Councilman Smith congratulated Councilman Moore for the "terrific" Sunday in the Park he hosted Sunday, May 29, 1988. Councilman Moore complimented Councilman Brumley for the Concerts on the Move program held Thursday night and spoke about the activities at Sunday in the Park festivities. Councilman Samuel addressed items to Public Works Director Tom Warner: he requested that the buses stop off-street at 'Plymouth Village to avoid congested traffic for the safety of those using the service and stated the need for either stop signs or lights at the intersection of Bigner at E. Lucas. The Town Meeting portion of the session was commenced: Mayor Meyers and each Councilmember welcomed and thanked those in attendance for their interest in city government. City Manager Haines introduced Department Heads present: Rosemarie Chiappetta, City Clerk; Chief of Police George Schuldt (and his wife, Judy) ; Fire Chief C. A. "Pete" Shelton; Sherell Cockrell, Director of Community Development; Public Works Director Tom Warner; Director of Libraries Maurine Gray; Maxie Patterson, Director of Resource Management; Director of Finance Betty Dunkerley and Dr. Avilla Arcala, Director of the Health Department. -000- : Mrs. Scarlett Duplechain, Housing Rehab Administrator, explained the four ( 4) programs available under the Housing Rehabilitation Program under the Community Development Block Grant Program: the regular rehabilitation program restricted to within target areas for single family residences with a loan limit of $21,300 at five ( 5%) percent interest for a period of twelve ( 12) years; the rehabilitation program outside target areas with a loan limit of $15,000 at five ( 5%) percent interest for a twelve ( 12) year period for single family residences; the "312" loan program for single family structures, low to moderate income levels, for owner-occupied, or rental or commercial properties; and rental rehabilitation for investment properties. Mr. Jerome Bassett, Community Development Block Grant Planner, told of the Revolving Loan Fund Program, its nine (9) member Review Board and the guidelines dictating operation of the Program. Mr. Bassett stated that the program's main focus is in the area of creation of jobs. Mr. Tom Warner, Director of Public Works, gave an overview of street rehabilitation programs. In addition, Mr. Warner explained the rehabilitation of Helbig Road, currently underway. -152- May 31, 1988 Mr. Miller Samuel, 3715 Bowen, addressed Council to question the distance of Helbig Road to be improved. Mr. Bruce Johnson, 1055 Devilleneuve, questioned methods for citizen involvement/assurance in the completion of the Helbig Road improvements. City Manager Haines explained the budget process and time for citizen input. Reverend Ernest Jones, 3385 River Road, addressed Council to tell of Drainage District No. 6 drainage canal construction which caused a cave- in of his backyard and structural damage to his home. Mr. Archie Humprhey, 6645 Guess, questioned the constant street patching done on Piney Point Lane (formerly Old Voth Road) from the canal to the railroad tracks and said that the patching was totally useless. Ms. Jessie Cooper, 446 Georgetown, questioned use of the "special" sanitation truck. Ms. Cooper was referred to Dr. Arcala of the Health Department. Mrs. Charlie Jean Williams, 3890 Robinson, questioned proposed project for improvements to Helbig years ago. Mr. Louis Bryant, 2440 Cable, addressed Council to speak of the need for a permanent traffic signal at the intersection of E. Lucas and Bigner. Mr. E. Wolf, 3270 Ledet, Beaumont Transit motor coach operator, also urged the installation of a permanent traffic signal at the intersection of E. Lucas and Bigner. In addition, Mr. Wolf requested better salaries and benefits for transit employees. 1 Reverend Ernest Jones, 3385 River Road, again addressed Council to urge installation of a traffic signal at E. Lucas and Bigner and also told of the poor condition of River Road. Mr. Bruce Johnson, 1055 Devilleneuve, addressed City Council to question the feasibility of the City again assuming operation of the Transit System. Mr. Ken McFaddin, 3123 W. Crockett, questioned methods used in selecting streets to be improved and funding sources chosen for their rehabilitation. Mr. Archie Humphrey, 6645 Guess, again addressed City Council to question the $20. 0 million ESM financial loss and amount of recovery of funds. Mr. Fred Catrett, 1635 Madison, complimented the City' s relocation of the Dick Dowling Walking Beam memorial to Riverfront Park; questioned remounting of the large sculpture between the Library and Julie Rogers Theatre and location of the bronze Joe Louis bust that was mounted outside the Civic Center; and complained that the U. S. Flag was not flown at City Hall on Memorial Day. -153- May 31, 1988 Mrs. Charlie Williams, 3890 Robinson, mentioned the 35 to 40 m.p.h. speed limits on E. Lucas and the possible danger to pedestrians during the construction of Helbig. Ms. Jessie Cooper, 446 Georgetown, invited all to attend meetings of Friendship Beaumont held the 3rd Thursday of each month, 6: 30 to 8:30 p.m. , Region V on Delaware, $5. 00 supper and said that some meetings have specific programs and others open discussions. -000- There being no further business, the meeting was adjourned. -000- I, Rosemarie Chiappetta, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the minutes of the regular session/town meeting held May 31, 1988.
