CITY COUNCIL - CITY OF BEAUMONT
HELD MAY 17, 1988 - 1: 15 P.M.
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met
in regular session this the 17th day of May, 1988, with the following
present:

The Invocation was given by Mayor Pro-Tem Audwin Samuel.
The Pledge of Allegiance was led by Mayor Meyers.

Mr. Victor Gonzales and Ms. Irene Sheehan, representing Crazy Jose'
Restaurant, presented a contribution in the amount of $630. 00 to Councilman
Audwin Samuel and Commissioner Ed Moore, Chairman of the Parks and
Recreation Commission to be used for beautification of the parks in
Beaumont.

Six proclamations were issued: "National High Blood Pressure Month, " May,
1988; ""NAIW Week (National Association of Insurance Women) , " May 15-21,
1988 ; "Tourism Awareness Week" and "International Museum Week, " May 16-20,
1988; ' "Trauma Awareness Week, " May 22-29, 1988; "Adopt A Black Child
Month, " May, 1988; and "Buckling Up Pro-Tex-Us Week, : May 23-30, 1988.
In observance of "National High Blood Pressure Month, " employees of the
City Health Department invited the public to participate in a free blood
pressure check following City Council meeting and recipients of the
"International Museum Week" proclamation presented Council with
complimentary membership cards to the Art Museum.
Kirk Smith, Westbrook Sr. High School Safety Committee Chairman, and Perry
Gregory, Student Body President at Central High School accepted the
"Buckling Up Pro-Tex-Us Week" proclamation and introduced students Thomas

Muhlbauer, Heather Killian, and Shelley Sampson who presented a skit
entitled "Life in the Fast Lane" emphasizing driving safety and safety
belts with "Buckle-up Dummies, " Larry and Vince.

Mayor Meyers expressed appreciation to Tootsie Crutchfield and Amalie Cobb
for coordinating and producing the 1988 Kaleidoscope activities and
providing a successful weekend for Beaumont.

Mayor Meyers welcomed and introduced Mrs. Norma Haines, wife of City
Manager Albert E. Haines, in the Council audience.

Citizen comment on Agenda Items A, B-1 and 2, C-4, and D-5 was invited. No
one wished to address Council regarding these items.

The following Consent Agenda items were considered:
Approval of the Minutes of the Regular City Council Session held May 10,
1988;
Resolution No. 88-106 authorizing a License to Encroach Agreement with
Bruce K. and Michele M. Schreck for a garage and concrete driveway
extending 5. 2 feet onto a 10-foot-wide utility easement at 7175 Firethorn
drive, which is described at Lot 7, Block 1 of Griffing Place Addition,
Unit I;
Resolution No. 88-107 authorizing eminent domain proceedings to acquire a
parcel of property owned by Rosalie Barbeara Plaia, executrix of the Estate
of Anthony Patrick Plaia, Sr. , on the southwest corner of College and
Victoria Street, described as 10,420 square feet out of Lots 49, 50, and
51 of the Crary Addition, for Martin Luther King, Jr. , Parkway right-of-
way; and
Resolution No. 88-108 accepting the bid of Calloway Chemical Co. of
Columbus, Georgia for a year' s requirement of liquid polymer for the Water
Utilities Department at $ .75 per pound and $1. 88 per MG.
The Consent Agenda was approved on a motion made by Councilman Cokinos and
seconded by Councilman Samuel.

Resolution No. 88-109 authorizing a contract for the FY 1988 Community
Development Street Rehabilitation Program (LoriLee - Helbig to Dead End,

Country Club - Lucas to Pine, Rivers Road - Bigner to Dead End, Dodson -
Bigner to Dead End, Jirou - Louisiana to Ashley, Louisiana - 7th to 11th,
8th - IH-10 to Ashley, Fort-Lucas to Dead End, Sutherland - Lucas to Dead
End, Prairie - Waco to Houston, Prairie - Pennsylvania to Sabine Pass,
Atlanta - Prairie to Dead End, Roberts - 11th to Dead End, 14th - Calder to
300 ' South and Bob - Sarah to Virginia) with A. W. Busby Contracting Co. in
the amount of $184,451 was approved on a motion made by Councilman Lee and
seconded by Councilman Smith.

Ordinance No. 88-50 changing the hours during which reduced speed school
zones are in effect in the vicinity of Dick Dowling Elementary School to
7: 15 a.m. to 8:15 a.m. and 2: 45 p.m. to 3 : 30 p.m. was considered:
ORDINANCE NO. 88-50
ENTITLED AN ORDINANCE AMENDING CHAPTER 26,
SECTION 26-24 OF THE CODE OF ORDINANCES OF
THE CITY OF BEAUMONT TO ESTABLISH MAXIMUM AND
MINIMUM SPEEDS IN CERTAIN ZONES; PROVIDING
FOR SEVERABILITY; PROVIDING FOR REPEAL AND
PROVIDING A PENALTY.
Ordinance No. 88-50 was approved on a motion made by Councilman Brumley and
seconded by Councilman Smith.

The Regular Session of City Council was recessed to convene a Work Session
to receive a status report on Agenda Item B-3 , the Texas Energy Museum
Project.

The Regular Session of City Council reconvened to proceed with the regular
business agenda.
Resolution No. 88-110 authorizing a contract in the amount of $1, 234,590 to
Daniels Building Construction, Inc. for the remodeling and conversion of
the Szafir' s Building for use as the Texas Energy Museum contingent upon
the execution of a new lease agreement with Lamar University and the the
Texas Energy Museum to provide additional funding for the construction of
the Texas Energy Museum was approved on a motion made by Councilman Moore
and seconded by Councilman Smith.

The City Manager and Council expressed appreciation for the combined
efforts of the Mayor, Lamar University, and the Energy Board for finalizing
the necessary framework for the addition of such a unique museum to
Beaumont.

Mr. Haines presented to Council the preliminary five-year Capital Program
for Fiscal Years 1989 through 1993 and announced that a public hearing will
be conducted in conjunction with the annual City budget on or before
September 27, 1988.

Resolution No. 88-111 authorizing submission of an application to the
Department of Housing and Urban Development for a Rental Housing
Rehabilitation grant in the amount of $127,000 for the 1988 Program Year to
provide interest-free loans for 500 of the cost of rehabilitations of
approximately 16 units in the Community Development Block Grant Strategy
Area was approved on a motion made by Councilman Moore and seconded by
Councilman Smith.

Resolution No. 88-112 appointing the firm of Peat, Marwick, Main and Co. as
independent auditor for the Fiscal Year 1987-88 was approved on a motion
made by Councilman Brumley and seconded by Councilman Lee.

Mr. Haines announced that the City of Beaumont is the recipient of the
Magnolia Garden Club' s annual Outstanding Achievement Award in Landscaping
and Maintenance of Buildings relating to the Downtown, Civic Center
Complex, and City Hall and thanked the Public Works Department for their
efforts in making this award possible and beautifying this part of the
city.

Councilman Lee announced that Sunday, May 22, is the only Sunday in the 30
week series that will not have "Sunday in the Park" because of the Raft
Race.
Councilman Cokinos related that last week' s "Sunday in the Park" was very
well attended and was a successful combined effort with Kaleidoscope and
that the fund for the Hulsey children has grown to $90,311.07.
Councilman Moore asked that the Public Works Department investigate the
strong odor that is emitting from the Landfill and report back to him the
findings, encouraged enforcement of the speed laws in the school zones
especially on Sarah Street from 11th to Lavaca, and invited everyone to

attend the Abra-Kid-Abra Family Fun Carnival sponsored by Baptist Hospital
on Saturday, May 21st, from 10: 00 a.m. to 4: 00 p.m. , with all proceeds
benefiting the "Adopt-A-Cop" fund at which he, Councilman Samuel and
Councilman Lee will be participants in the Dunking Booth.
Councilman Smith congratulated the Art Museum Board and the Gallery Guild
for a tremendously successful weekend of fun and festivity in producing the
Kaleidoscope celebration.

Ms. Sheila Stewart, Director of the Beaumont Art Museum, addressed Council
to submit a report of the Art Museum' s activities and present an overview
of their resources. Ms. Stewart stated a desire to update Council of the
Museums ' s program periodically. Mayor Meyers invited her make these
presentations during a scheduled Work Session.
Mr. Henry Dannenbaum, 1567 Wall, addressed Council on various subjects and
expressed an appreciation for Kaleidoscope.
Mr. Wayne Sherman, 325 Bradford Drive, addressed Council to announce that
enough funds have been raised to purchase bullet-proof vests for all
Beaumont Police Officers and that the "Adopt-A-Cop" endeavor has been
expanded to include all of Jefferson County.
Mr. C. L. Sherman, 585 Belvedere Drive, addressed Council to request that
Council packets be made available during the lunch hour on Tuesdays, the
lack of television media coverage at Council on important issues, and
suggested that the business agenda be scheduled at a specific time so that
the media could schedule some time for the coverage, and reported that he
has charted employment in Texas and that the April employment figures show
that only Laredo was down; all others showed an increase or remained
constant.

There being no further business, the meeting was recessed for ten minutes
before continuing with Work Session.
